As the Governance Operations Specialist (Organization Title: Deputy Corporate Secretary) you will provide assisting in the effective management of all activities, operations and matters related to the Board of Directors (Board), Board Committees (Audit and Risk), the Board's Public Hearings, the Investment Committee, and the Credit Committee. The incumbent will:

• Support the Corporate Secretary and OGC's leadership in managing the multi-faceted governance operations for DFC's multi-line investment and development finance transactions and activities as well as maintaining and advancing relationships with the Board, including agency liaisons supporting the Board members designated by the various agencies.
• Support the Corporate Secretary in furthering the role of each Board member to strengthen the relationship with DFC and to enhance their role as an agent for DFC in the larger business community, domestic and abroad.
• Coordinate with the Corporate Secretary in servicing the DFC Board of Directors ("Directors") in effectively understanding Director's needs and providing timely responses and answers to queries.
• Offer guidance, suggestions and facilitates with the Corporate Secretary in managing Front Office communication with Directors, including establishing a schedule of such communication and proposing topics and materials for consideration, review and timely clearance by the Front Office.
• Ensure the effective, efficient, and smooth set-up, scheduling and running of the Corporation's Board meetings, Board Committee meetings, Board's Public Hearing, and internal Investment Committee and Credit Committee meetings (collectively, the "meetings"), including managing the changing and frequently conflicting calendars and priorities of key stakeholders and decision makers.
• Update, revise and keep distribution lists for the various meetings up to date.
• Brief and advise on policies and procedures regarding the meetings.
• Create and administer (including in conjunction with then IT Department) a record-keeping system and adheres to records management and retention rules for all records pertaining to: Board meetings and resolutions; Investment Committee meetings and approvals; Credit Committee meetings and approvals; and other corporate documents.
• Provide effective management and be a recognized internal subject matter expert on key DFC governance-enabling information technology platforms, tools, systems, and processes that support the Board and other sub-board level project approvals, including but not limited to: CMAS, SharePoint, Insight, OneDrive, and other platforms.

• Maintains extensive knowledge and expertise in the certification and compliance processes for all certification programs within GCBD that help firms engage and expand in the federal marketplace.
• Directs the management of the assigned programs to include planning, development, coordination and evaluation of the entirety of the program.
• Serves as manager of all senior management personnel assigned to the programs listed above. This position has supervision, direction oversight, and authority over all processes and programs within these areas. Serves as an alternate subject matter expert assisting the Associate Administrator with all issues relative to the WOSB, VetCert, 8(a) Business Development and HUBZone certification programs.
• Reviews and compares the adequacy of centralized policies and procedures to determine suitability on the changing situations encountered and initiates center policy changes to and coordinates with other appropriate Agency officials, as necessary.

• Direction and oversight of all aspects of small business development and certification programs supporting government contractors to include 8(a) Business Development (8(a)), Women Owned Small Businesses (WOSB), Economically Disadvantaged Women Owned Small Businesses (EDWOSB), Veteran Owned Small Businesses (VOSB), and Service Disabled Veteran Owned Small Businesses (SDVOSB), and Historically Underutilized Business Zone concerns (HUBZone).
• Identifies and implements opportunities for continual process improvement to harmonize programs, streamline and reduce burdensome requirements, and communication effectively across all SBA certification programs.
• Ensures the coordination and development of policies, plans, operating procedures, and standards for effective implementation, administration and promotion of the Agency's certification and government contracting business development programs.
• Leads all efforts and maintains extensive knowledge and expertise in the certification and compliance processes for certification programs and all business development programs to include the 7j funded training programs and the Mentor Protégé Programs that help firms engage and expand in the federal marketplace.

OII's flagship investment and innovation programs deliver billions in funding to many thousands of U.S. Small Businesses and startups each year. The Financial Policy Specialist (Director of Policy) leads and coordinates all aspects of OII's policies, regulations, rules, and legislation for the SBIC and SBIR/STTR programs.

• Develops, recommends, and interprets the national policies, objectives, and priorities of OII's funding programs consistent with the intent of national legislation and SBA's authorities.
• Develops, recommends, analyzes, and interprets national policies, objectives and priorities relating to the financial needs of high-growth, innovation, technology, and R&D-focused small businesses and designs solutions to meet these business capital needs through access to investment, federal grants and contracts, advisory services, and public-private partnerships.

This position is with SBA's Office of Investment and Innovation (OII) Investment and Innovation Ecosystem Development (IIED) Division. OII leads programs that provide the U.S. growth-oriented small business and startup community with access to financial capital, networks, assistance, and research and development (R&D) funds to build and grow small businesses and innovative startups. IIED is responsible for engaging with ecosystem stakeholders and managing the SBA Regional Innovation Cluster Initiative and the Growth Accelerator Fund Competition.


Duties include, but are not limited to:
