In this position, you will:

• Develops optical and electrical particle characterization methods and applies those methods to reference materials of interest to the biopharmaceutical community, and oversees operation of an X-Ray Photoelectron Spectroscopy (XPS) laboratory to provide surface characterization capabilities to researchers from multiple NIST divisions.
• Conducts reference material method development and operations of XPS laboratory with minimal management supervision.
• Scope of XPS tasks include development and maintenance of instrument capabilities, training of and guidance to users, monitoring instrument performance, initiating necessary corrective actions, promoting safe operations, and communicating instrument issues with users, thereby ensuring continued quality and availability of XPS instrument to NIST user group.
• Conducts research in particle characterization and XPS characterization of surfaces, leading to reference materials or contributions to papers that support industrial applications in these areas.

WHAT YOU'LL BE DOING DAY TO DAY

As a Supervisory Health Scientist Administrator, GS-0601-15, you will use your knowledge and experience to optimize business results and customer experience by:

1. Supervising a professional staff who oversees research and evidence reviews.
2. Overseeing the development of a scientific portfolio.
3. Serving as a Contracting Officer Representative (COR) to manage research projects related to evidence-based medicine and evidence synthesis.

• Write and edit programs (R, SAS, SQL, or Python) to query relational database, organize and analyze data from IMPACII or other relational database.
• Share programming code (R, SAS, SQL or Python), document steps of analysis and collaborate with team to ensure transparent and reproducible results.
• Investigate and provide collaborative feedback to team and leadership in understanding and editing programs (R, SAS, SQL or Python) for data anomalies, data integrity, nuances and other unexpected patterns in the data.
• Apply statistical techniques, models and tests to gain insight into the data and inform direction of subsequent analysis and explanation of significance of differences observed in the data.
• Write narrative explanations and interpretations of data findings, results and create summaries of the data as part of larger comprehensive analysis.
• Utilize scientific research methodologies and approaches to develop testable hypotheses to answer questions pertaining to scientific portfolio analyses for program staff and leadership.

• Onboard, validate, and maintain the set of Ionosphere-Thermosphere-Mesosphere (ITM) models at the Community Coordinated Modeling Center (CCMC) and provide expert science support for expert-guided simulation services to the research community.
• Lead independent and collaborative cutting-edge scientific research on the lower atmosphere.
• Implement data-assimilation methodologies into ITM models at the Community Coordinated Modeling Center (CCMC).
• Support inter-Divisional efforts to develop a comprehensive coupled modeling system from the ground to the upper ionosphere.
• Support current and future ITM missions from concept design to Phase E with relevant modeling.
• Maintain existing productive partnerships and establish new ones with the Moon to Mars (M2M) SWAO, other Divisions and Centers, NOAA/SWPC, NCAR, USAF/USSF, and other end users.
• Represent the Space Weather Laboratory (SWL) and the CCMC at professional meetings, workshops, and conferences to publicize the value of our ITM resources for the heliophysics and space weather communities.
• Publish in peer reviewed journals, present at national and international conferences and workshops, conduct technical reviews, and provide similar services to the heliophysics and space weather communities.
• Serve as a subject matter expert on neutral atmosphere-ionosphere coupling, effects of tides and gravity waves on the upper atmosphere ("space weather from below"), and orbital drag.
• Serve as Project Scientist, Mission Scientist, or Instrument PI/Co-I on ITM missions; supervise a team of CCMC ITM scientists (contractors and post-docs).

ABOUT THE POSITION

The Director is fully responsible for the overall management, design, development, evaluation, and coordinating of activities for the Center. Implements a full range of duties including all matters concerning personnel recruitment, selection, and performance assessment; development and control of the Center's budget and approval of activities requiring the Center's resources. The incumbent will have oversight and authority of the Block Grant Program for data collection, evaluations, and the National Data Base(s).

Provides leadership in the development of a national substance abuse and mental health epidemiological studies program, including surveys, studies, methodological developments and systems which may involve over 3600 clinics, 1000 programs, 56 State and Territorial mental health and/or substance abuse programs, and numerous federal agencies.

Exercises oversight responsibility for epidemiological studies and service system data collection activities performed by the components of SAMHSA and provides expertise relative to epidemiological field investigations, research methods, statistical analysis and systems design. Assists the components through creative program management and development, in maximizing existing data analysis and collection programs to meet the new and changing needs of the field.

ABOUT THE POSITION

Supports the Director in oversight of all administration functions, including human resource planning and management, financial management and analysis, performance monitoring and reporting systems management, action item tracking, data request coordination, space planning, and any other related activities to assure the fulfillment of the overall administrative standards and process for the office.

In this position, you will:

The National Counterintelligence and Security Center (NCSC) Enterprise Threat-Mitigation Directorate (ETD) leads three national mission areas: the National Insider Threat Task Force (NITTF), the Intelligence Community's Unauthorized Disclosures (UD) Program, and the National Operations Security (OPSEC) Program.

In leading these programs, NCSC/ETD seeks to advance the U.S. Government's risk management environment in protecting the nation; advocate for and serve as trusted mission partners; and underpin the U.S. Government's counterintelligence and security activities critical to safeguarding our nation.

The selected candidate will: Lead insider threat, OPSEC, and UD program knowledge management activities to capture programmatic status information from across the USG and organize relevant data to support analytic production, future research, and national-level program advocacy.

Create insider threat research plans and monitor projects to drive research collaboration across the IC, USG, academia, and private sector.

Serve as an analytic manager to extrapolate information and trends from mission data and produce reports addressing key findings, capability gaps, and risk assessments.
