• Perform a full range of laboratory testing to include but not limited to Chemistry, Hematology, Urinalysis, Coagulation, Microbiology, or Blood Bank section.
• Resolve technical problems and ensures remedial actions are taken whenever test results deviate from the laboratory's established performance specifications.
• Ensure the quality control system is at the appropriate level to properly monitor testing performed by laboratory personnel.

• You will develop scientific methods and techniques in the discovery, review, selection, experimentation, operations analysis and warfighting assessments of current and emerging capabilities.
• You will conduct advanced Information Warfare (IW) warfighting capabilities, readiness, doctrine and training analyses.
• You will assess Carrier Strike Group (CSG), Amphibious Ready Group (ARG), and Independent Deployer (ID) Post Deployment Reports to gain insight into shortfalls in existing doctrine and training for IW mission areas.
• You will manage and develop the command's capability assessment inputs and operational analysis products.
• You will analyze mid and post deployment briefs, C2X Sitreps, and strike group lessons learned and develop associated complex problem-solving methods to identify warfighting gaps.
• You will develop innovative analytical approaches, to be applied in the assessment of emerging capabilities and innovating solutions to IW problem sets.

• You will conduct Navy-wide tactical level warfighting effectiveness assessments across the range of military operations and threat spectrum.

• Serve as a senior Operations Research Analyst and serves as an advisor to the branch chief and division director regarding the performance, operation, and cost of the purchased care system.
• Ensure that the organization’s strategic plan, mission, vision, and values are integrated into the assigned projects’ strategies, goals, objectives, work plans and work products and services.
• Responsible for development and implementation of complex analytical studies pertaining to existing and proposed programs.
• Lead and conduct quantitative/qualitative analysis of policies, programs, and processes related to health care and resource management.

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• The duties may include, but are not limited to:
• Prepares study plans for scientific experiments, using the scientist's hypothesis; attends to all the technical/administrative concerns.
• Develops the data required; refines, verifies, justifies, and organizes the data; analyzes and evaluates findings; and writes-up results for review.
• Conducts tests and analyses of studies and evaluations of data on plant pests detected domestically or intercepted at ports of entry from all parts of the world.
• Collects and manages data, evaluates and analyzes data pertaining to risk, diagnosis, mitigation, rearing, control, treatment and quarantine status.
• Manages plant and/or pest samples and resulting data, including receipt, storage, processing, photographing, and archiving while following procedures to ensure sample integrity and custody.

This Operations Research Analyst position is located Security Operations, Administrative Services, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Applies experience and advanced technical know ledge of operations research analysis to lead complex analyses and small studies on a quantitative or qualitative basis, formulate overall concepts, evaluate findings, and recommend solutions for determining the effectiveness of field program or operations to meet established goals, measures, and objectives.
• Plans, coordinates, and conducts analytical studies using large volumes of data to projects the likelihood of a terrorist attack and leverages analytical results to improve programmatic operations.
• Participates in the selection and application of mathematics, economics, econometrics, and statistics appropriate to conducting Risk Analytics.
• Provides technical guidance and coordinates efforts involved in carrying out various aspects of assignments, the design of samples and experiments, and the design of evaluation and program monitoring techniques. Monitors, evaluates, and documents the results of work activities and prepares final recommendations.
• Participates in meetings, briefings, presentations, and conferences with other management officials to discuss major program changes, performance metrics, projects milestones, formulates, executives and justifications to influence decisions and provide guidance.
• Identifies mathematical applications to improve existing programs, determines types of data to be collected, formulates study methodologies, and assists functional activities in the implementation of operational segments and data analysis.

As a CONTRACT SPECIALIST GS-1102-13/14, some of your typical work assignments may include:

• Serve as the principal acquisition advisor to technical clients, providing expertise on use of Other Transactions in non-procurement and prototyping situations.
• Active involvement in the acquisition planning process, adapting to each technical offices varying internal processes, management and communication styles and personalities while reviewing and assessing requirements and developing the most appropriate, streamlined, and efficient acquisition strategy.
• Serve as a contracting officer, a grants officer, or an agreements officer with specified negotiation authority for assigned technical programs across technical offices and acquisitions.
• Assess and resolve complex pre-award issues including evaluating contractor technical and financial capability and perform cost analysis, negotiating subcontracting issues including utilization of small disadvantaged businesses as sub-contractors, and reinterpreting policies to apply to new or changing circumstances.
• Independently monitor contract performance, changes, deliverables, schedules, & financial status.
• Serves as the principal acquisition representative for a primary technical office, but also assists DARPA's technical offices in matters related to acquisitions and assistance.
• Inform senior management of significant actions, anticipated acquisition strategies and potential issues requiring management and/or General Counsel involvement.
• Manage workload and perform contract management using a host of electronic tools.
