The incumbent, evaluates the adequacy and effectiveness of safety regulations, and has responsibility for perceiving the need for, recommending the initiation of, and justifying new or amended regulations to Title 14 of the Code of Federal Regulations (CFR) and supplementary regulatory material. The incumbent of this position is responsible for applying expert knowledge of and experience with 14 CFR for the development and implementation of standards, programs, and procedures for FAA field personnel and the public governing all matters related to air carrier maintenance safety issues.

Special Projects

Provides on a continuing basis effective control of assigned branch projects and special assignments and a means of reporting status and accomplishment thereof to the Branch Manager. Perceives the need for and proposes research and development projects. Determines the need and makes substantiated recommendations for new or amended regulations, policies, and procedures.

Enforcements

Evaluates IFO performance in investigation and reporting of enforcement cases and accident and incident cases. Proposes new or amended investigation and/or enforcement policy for the Division and appropriate offices/agencies.

Technical Assistance

Participates in field office in-depth evaluation to determine program accomplishment and effectiveness and accordance with established policy. Develops and prepares recommendations for corrective action based on evaluation findings.

Exemptions

Incumbent is responsible for the preparation of Federal Register notices regarding original petitions for exemptions within their assigned area of responsibility. Also, the incumbent coordinates with other Aviation Safety and Flight Standards organizations to develop a complete analysis and appropriate response. Since exemptions are rulemaking documents, this review may include coordination with the Office of Rulemaking and the Office of General Counsel so that the denial, grant or disposition of petition for rulemaking will withstand a legal challenge. Technical input must be reviewed for completeness and ensure it responds to all aspects of an exemption petition.

Policy Development and Implementation

Analyzes and evaluates the effectiveness of division policy in assigned programs areas to include evaluation and analysis. Develops policies, including advisory circulars, inspector guidelines, and training standards related to IFO work programs and adherence to related policies. Reviews and evaluates, on a continuing basis, established rules and regulations to assure they have kept pace with needs to which they were directed and that they are still reasonable, necessary, and adequate. Assures effective coordination of assigned programs and activities with Safety Assurance offices, other organizational segments of the Division, the Agency and organizations outside of the agency.

Training and Outreach

The incumbent engages with internal and external stakeholders to promote safety, understanding, and compliance related to assigned programs. Represents the agency as a technical trainer/instructor delivering formal training for assigned technical programs. Develops new and revises existing agency employee training courses, to include on-the-job training (OJT) job task analysis (JTA) documents. Serves as course mentor for agency sponsored training courses.

Representative to Industry, Government, and International Organizations

Participates in national and international working groups and panels with other organization elements of the agency, or other government agencies, International Civil Aviation Organization (ICAO) and industry representatives for the purpose of resolving complex and controversial problems having a direct influence on the safety of assigned technical programs operations, facilities, and equipment.

FV-F Duties: Performs basic but progressively more difficult assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Applies basic knowledge of routine procedures and techniques involved in carrying out the work of the organization and applies these procedures and practices within the framework of established guidelines to accomplish assignments. Typical assignments may include, gathering general data/information from various sources, conducting limited research, applying standardized policies and procedures, and working with higher level professionals to perform day-to-day operations. FV-G Duties: Under the general direction of a manager, provides program support to the Airport Improvement Program (AIP). Typical duties may include, but are not limited to the following: Initiates Airport Improvement Program (AIP) programming actions and reservation of funds in SOAR in accordance with business rules. Ensures programming actions comply with established deadlines. Reviews, validates and tracks distribution of grant documentation and ensures grant files are maintained in accordance with policy and procedures in support of an annual clean audit. Identifies issues, makes recommendations and takes corrective action as identified by internal/external audits. Tracks, monitors and reports expenditure rates and expiring or excess AIP grant funds to the management team. Prepares, processes and tracks grant closeout packages. Validates funding amounts, projects amounts and fund types are properly adjusted and are in accordance with policy and procedures. Reports discrepancies to a manager or higher level employee. Initiates and completes grant close-out actions In SOAR and provides closeout documentation to Accounting (AFN/AMK) to ensure grants are closed in SOAR and Delphi. Provides AIP funding information on airport projects related to PFC application to program managers. Reviews notices submitted to the FAA and/or tracks receipt and processing of FAA Form 5010 for updating the FAA's National Flight Data Center (NFDC) systems.

Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Consults with higher level management to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.

The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy- setting level.

The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. The ASI uses resourcefulness, initiative, and judgement based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable. Methods, practices, or decisions may be used as guidance in similar problem areas.

The ASI keeps management informed of the status of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. Provides staff assistance and serves as advisor to the manager on all matters pertaining to assigned tasking. Assists Safety Assurance ASI’s, aviation safety technicians, and others on queries that are technical or guidance related.

Assists in the preparation of a variety of technical and high priority correspondence to the other functional offices, aviation industry, other governmental agencies, members of Congress, and the general public. Assures that correspondence is properly coordinated, technically and grammatically accurate, clear and concise, and that it reflects the philosophy, policies, and objectives of the Division, Service, and the FAA.

Participates in the FAA flight program to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical.

Performs other duties as required.

AFM is responsible for financial and travel policy, financial and acquisition systems, cost accounting, capitalization of the agency's $12.3 billion portfolio of national airspace system assets, financial reporting, financial internal controls, and oversight of the agency's financial internal controls programs and reimbursable agreements.

The incumbent will serve as Manager, responsible for managerial oversight and direction of staff responsible for supporting AFM initiatives. Manages, directs, and facilitates multiple programs, projects, and activities that support the organization's goals and objectives.

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Applies experience and advanced technical knowledge policies and principles relative to a variety of telecommunication applications ranging from Internet Protocol (IP) networks, Time Division Multiplexing (TDM) technology, fiber optics, microwave technology, telephone systems and/or Private Branch Exchanges (PBX) systems. Assignments typically involves engineer to have knowledge of NAS Facilities, Facilities and Equipment Programs, and FAA organizations.

Represents assigned Center on matter requiring technical interpretation and guidance, as the senior technical
point of contact. He/she serves as the senior engineer for assigned projects/programs to all stakeholders
including management, other employees and external parties. Plans, coordinates and reviews engineering work
of the installaction activies.

Prioritizes and outlines work. Provides advice to solve technical problems.

Reviews work of other engineers for technical accuracy and adequacy. Assists Center personnel with resolving
all, but unique, engineering problems and may create new solutions and policy interpretations, as the situation
requires. Provides constructive feedback and persuasion on project/program matters using effective
interpersonal skills and abilities. He/she organizes, coordinates and mentors the efforts of project engineers
supporting the program.

Leads the development of standardized implementation plans, processes templates, and activities within
assigned Engineering Center and/or program area. Works as a team with other Leads to deliver a consistent and efficient implementation produce across each Service Area.

Serves as the focal for gathering and integrating feedback into downstream sites and coordinating feedback with other Leads in the Service Area. Maintains consistency with applicable standards, procedures, and implementation methodologies.

Ensures project/program schedules are compatible with organizational objectives, support project/program
needs; and can be accomplished within available resources and funding. Oversees and monitors project interdependencies by assessing the impacts to project/programs due to new requirements, technologies, budget constraints, or changes.

This position serves as the Deputy Regional Administrator in the Federal Aviation Administration (FAA) Western-Pacific Region, Office of Policy, International Affairs & Environment (APL), Office of National Engagement and Regional Administration (ARA).

The Deputy Regional Administrator (DRA) fully shares the responsibilities of the Regional Administrator (RA), and is responsible for providing cross-functional leadership and representing the FAA throughout the region. Directs the delivery of high quality corporate services to an extensive, diverse customer base and exercises managerial responsibilities including selections, promotions, performance management, disciplinary actions, training and travel. Plans, manages, assigns, directs and reviews work of subordinate employees at the organizational unit level.

With the RA, represents the region and agency in regional contacts with high level representatives of the aviation industry, other Federal agencies, state and local governments, elected officials, aviation organizations, educational institutions, civic and local organizations and the public. Assists the RA in contacts with elected officials in resolving local issues and concerns. On behalf of the RA, responds to media inquiries regarding FAA activities in the region.

Shares responsibility with the RA for establishing and implementing the vision and goals of ARA, APL, FAA, Department of Transportation and the Federal Government. Ensures that regional priorities and initiatives are consistent with the corporate vision.

Technical advisor to the RA. Represents the RA and the FAA in resolution of complex technical and regulatory issues with Congressional officials and staff, aviation community, industry officials, military, other federal government agencies, and the general public. Such matters include, but are not limited to Air Traffic procedures, airspace/special airspace procedures and design, major capacity projects, aviation rules, noise, environmental, integration of FAA activities within the region, and emergency response to aircraft accidents.

Collaborates with senior management in Air Traffic Organization, Flight Standards, and Airports divisions on making recommendations to the RA to ensure activities are incorporated into the National Airspace System, including NextGen initiatives.

Fosters an environment of innovation, champions the implementation of new systems and technology, and maintains a strong focus on the region’s customers. Establishes regional priorities for service delivery that are consistent with national level initiatives, the APL/ARA Business Plan, and the Agency’s Strategic Plan. Communicates the organization’s vision and objectives.

Provides oversight of collaborative technical programs and processes including, but not limited to, construction of new runways, airspace redesign, emergency response to aircraft accidents, and environmental initiatives and reviews.

Constantly evaluates or directs evaluations of quality, timeliness, and efficiency of regional services. Directs and oversees implementation of any needed improvements. Makes sure that measurement systems are implemented for individual and organizational performance that clearly link regional responsibilities with Strategic and Operational Plans.

Shares responsibility with the RA for implementing regional initiatives. Within broad guidelines, has the authority to make commitments for their organization. Represents the RA and the FAA in dealings with Congressional officials and staff, representatives of foreign governments, the aviation community, industry officials, the media, and the general public on a variety of aviation related matters. ASIs at the FG-13 level issue certificates to and monitor (1) a large and complex aviation organization or
(2) a number of smaller organizations that, together, are comparable in complexity to one large one. They
are the primary contact point with the aviation organization(s). They may decide on issuance of the original
certificates. They evaluate and decide upon proposals to change the authorized programs of the
organizations. They continuously monitor the activities of organizations to determine whether they are
following their authorized program, Federal regulations, and good safety practices

FG-13 assignments are characterized by one or more of the following:

1. Commercially operated aircraft or and the complex avionics equipment associated with such
2. A variety of maintenance operations with diverse types of aircraft; or
3. Novel and complex aviation operations.

FG-13 employees plan and conduct their assignments with substantial technical independence. They receive administrative and policy guidance from their supervisors and policy makers. They also obtain technical advice from higher-level inspectors who are experts on a particular type of aircraft or who have overall program responsibility. They independently plan and carry out a work program to meet the needs and monitor the activities of the organizations for which they have certification responsibility. The scope and complexity of the work program may be such as to require the occasional assistance of other employees to conduct inspections and evaluate operations.

The PAI applies a mastery knowledge level of the appropriate specialization and a broad knowledge of the
mission and goals to assigned programs and areas of responsibility.

The PAI plans and directs the use of time and resources to accomplish organizational objectives. He or she
defines, organizes, and uses resources to accomplish work activities within established schedules, analyzes
program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

Guidelines and precedents are frequently inadequate for dealing with novel or complex operations.

ASIs at the FG-13 level participate extensively in the certification inspection and surveillance of highly
complex air carrier operations where principal program responsibility is vested in an aviation safety inspector
of higher grade. Employees have broad authority to negotiate with carrier management and
make technical determinations within the coverage of approved specifications and policy manuals.

The PAI provides guidance to field level staff to solve difficult technical issues. Resolves all but unique
problems, with the intervention of management or a more experienced technical specialist. Develop plans,
techniques, and policies to address current and anticipated problems and issues.

The PAI is expected to follow established laws, order, policies and regulations that provide general guidance for completing work adjectives but is allowed discretion to develop new or innovative approaches.
