Legal Services Manager, Property Team

This role has a hybrid working arrangement. We will expect you to attend our Chelmsford offices approximately 2 - 3 days per week. There will also be a requirement to visit other sites throughout the operational area, as required.

The Opportunity

We are looking for a new leader for our Property Team. The team has a large volume of interesting and rewarding work including supporting the Council's £1.7 billion estate which covers approximately 350 buildings and around 1,500 sites ranging from residential care, waste, country parks, schools and corporate offices in addition to providing high quality legal advice to external clients.

Accountabilities

· Lead, manage and motivate a team of lawyers, paralegals and caseworkers to provide exemplary legal advice to internal stakeholders within ECC and external customers.

· Accountable for the provision of high quality advice and interpretation to clients to underpin and inform decision making.

· Accountable for providing legal services to support different functions within the Council, in order to, protect and mitigate potential legal risks for ECC.

· Responsible for contributing to business development targets across the team.

· Develop and maximise opportunities to attract external legal work across the breadth of different sectors with whom ECC collaborates in support of ECC strategic aims and objectives to build new revenue streams.

· Accountable for ensuring professional conduct and governance across the Council to meet Corporate and Statutory responsibilities and requirements.

· Accountable for driving compliance with the Lexcel standard and preparing the service for renewal of its Lexcel accreditation.

· Work collaboratively with stakeholders and partners to ensure solutions are robust, providing direction and guidance to achieve positive outcomes.

· Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

· Qualified solicitor or barrister or legal executive with full practising certificate and at least 5 years' post qualification experience.

· Expert knowledge and experience in property law, with a local government focus e.g. commercial property, residential conveyancing, academy conversions, major projects and complex property transactions, leases, licences, sales and disposals, option agreements and overage.

· Experience of working with senior personnel and Directors and other key stakeholders

· Knowledge and understanding of providing legal advice in a public sector setting

· Experience of leading a team of qualified professionals

· Persuasion and influencing skills

· Evidence of creativity in exploring business opportunities

The Team

Leaving and Aftercare Teams focus on achieving the best outcomes for young people aged 16 - 25 who are in care or have left care. The teams are made up of social workers and personal advisors, mental health co-ordinators and targeted youth advisors, and they all have opportunity to undertake focused work with young people. They look to maximise the potential of young people who remain in care by working with providers, other agencies, and partners. For those who have left care, our teams continue to offer advice, information and help to enable young people to live independently - and to access education, training, and employment.

Job Purpose

To support young people who are leaving care. To consider all the important components that make up their individual lives in order to maximize their life opportunities and reach their full potential.

Key Accountabilities

• To give practical, personal, and emotional support to young people in order to meet assessed need; to maintain and promote their health, physical, emotional development, and wellbeing. This may include domestic tasks and transporting where necessary.
• To specifically support and advise young people leaving care in key areas including health, benefits, education, training, employment, accommodation/housing and personal well-being.
• To facilitate, directly and indirectly, the assessment of need, engaging with the ongoing monitoring and reassessment of need, engaging with the ongoing monitoring and reassessment of need over time.
• To identify and support young people to overcome barriers to learning.
• To enable and empower young people to make decisions in their lives and to self-advocate
• To advocate on behalf of young people who do not have the skills to do this.
• To facilitate the construction of a Pathway Plan, from the assessment which establishes a viable response to established need over time.
• To develop Personal Action Plans with young people.
• To encourage young people not only to fully engage with developing their individual plans, but to participate in the development of the service as a whole.

Key Worker - Young Carers (West Essex)

Do you have a passion for working with Young Carers, able to organise and manage your workload, good at communicating and able to work as part of a team.

We are seeking a district based Key Worker to work within the West Essex with need to travel across wider Essex to support Young Carers (aged 0-18), young adult carers (16-24) and their families. You will provide individualised support in relation to their caring role, to raise achievement and aspirations and to allow them to have the same life chances as their peers.

Responsibilities:

• Work with Essex young carers and their families to identify priorities, support needs, interventions and goals, developing and implementing strategies for securing these. Using assessment and monitoring to motivate young carers and their families to achieve a shared and mutually agreed support plan/ contract
• Take up referrals and work with Essex young carers in order to identify, understand and meet their needs, with an emphasis on promoting positive outcomes.
• Work with Essex young carers in line with the agreed model, ensuring that the level of support meets the identified need including one to one support, peer group support, telephone support, advocacy, provision of information, signposting, training opportunities and workshops.
• Promote young carers self- awareness, confidence and encouraging their involvement in the design of their young carers service and supporting them in evaluating the impact of the service upon their own situation.
• Provide targeted outreach and awareness raising activities to other agencies to support the increased identification of Essex young carers including presentations, workshops and events.
• Pro-actively work in partnership with other agencies including educational settings and adult services to ensure ongoing support to young carers, particularly at points of transition and to enable Essex young carers to continue their education, employment or training.
• Support the development and facilitation of Essex young carers networks and forums to ensure that the voice of young carers is heard and that they are in a position to be able to shape and influence the service.
• Ensure that the Essex County Council policies, procedures and practice for safeguarding and promoting the welfare of children and young people are implemented.

Skills, Knowledge, and Experience:

• Educated to GCSE level or equivalent with a relevant professional qualification which is focussed on working with young people (e.g. LDSS, Social work, Youth and Community, Teacher, Careers) or equivalent or demonstrably equivalent experience.
• Experience of working with children and/or young people
• Ability to take responsibility for lone working and managing calendar/working hours.
• Flexible professional approach to meet needs of young people and service
• A broad understanding of the issues affecting young carers and young people, opportunities for learning and the services provided by the partner organisations.
• Experience of working with young people on a one to one basis and in groups.
• Excellent communication skills with experience in effective collaborative working with other agencies at a local level.
• Experience of successfully involving young people and families in decision-making processes.

The Opportunity

MDT is an exciting new team who deliver secondary support to families open to social care. The team has recently become permanent after 3 years as a pilot scheme. It was evaluated as "very effective" by the university of Essex. Support is offered to parents and children. It is bespoke and flexible. In joining this team, you will have the opportunity to work with dedicated Subject Matter Experts to help those most in need.

Role Description

Promote family members involvement to improve outcomes for children.

Engage high risk families who have substance/alcohol misuse problems and provide them with advice about, screening and clinical interventions to address their substance/alcohol misuse.

Carry out risk assessments, risk management plans and comprehensive assessments, and to contribute to the development of individual recovery plans with those who express a wish to access community treatment/support services. Work within the Multi Agency Team in order to complete an assessment with an impact and outcome analysis.

Utilise interventions such as, motivational interviewing, ITEP, cognitive behavioural techniques and brief interventions in both one-to-one and group settings to promote engagement in treatment services, encourage self-esteem, well-being, self-responsibility, enhanced motivation and therefore improve their parenting capacity.

Review ongoing care and treatment liaising closely with partner agencies and provide support in engaging with the right services at the right time.

Accountabilities

• Work and liaise with other agencies involved with the client's broader care plan including health services, hospitals and GP's.
• In fulfilling these aims the post holder will use recognised, up to date evidenced based interventions and will have specific responsibility for the development, delivery and coordination of a recovery focussed model.
• The post-holder will contribute to the service to ensure that parents / carers and their children consistently receive high quality services that adhere to best practice guidelines and achieve high professional standards.
• The post holder will be responsible for contributing to the overall performance of the service to ensure that contractual output targets are achieved and will be required to record and input client data and information in order that the service operates within contractual, administrative and financial requirements.
• The post holder will be required to work flexibly across the operational site as required and within an agreed number of hours to maintain the most appropriate level of service provision.
• The post holder will be expected to take responsibility for personal development, identifying personal training needs and participate in regular supervision and appraisal.

The Experience You Will Bring

Essential:

• Experience of working within substance misuse services.
• Experience of working with high risk families where children are subject to Child Protection or Child in Need Plans
• Working effectively to support adults and young people with a history of substance misuse with demonstrable outcomes
• Relevant Qualifications relating to substance misuse.

• Knowledge of local services and geography.
• Motivational interviewing techniques.

Domestic Abuse Perpetrator Advisor

The Opportunity

To work alongside Assessment & Intervention and Family Support & Protection Teams providing support to Perpetrators of Domestic Violence undertake work re their behaviours to effect change. Delivering a service to those at high risk by assisting them to access services to support and keep families safe.

To work within a multi-agency team which may include attendance at MARAC where appropriate, and link victims to community-based services in a timely way through building good relationships with partners and the voluntary sector.

Identify and assess the risks and needs of domestic abuse perpetrators using an evidence-based risk identification checklist, providing timely assessment within contract timescales.

Focus on and provide a proactive, short to medium term crisis intervention service through individual safety planning and personal support.

Work with perpetrators of domestic abuse to help them access services to change their behaviours and keep their family safe.

Understanding the role of all relevant statutory and non-statutory services available to domestic abuse situations and how your role fits into them.

Providing advocacy, emotional and practical support and information where relevant to perpetrators including legal options, housing, health, and finance.

Accountabilities

• Work within a multi-agency setting to address the safety of families and ensure that their safety plans are co-ordinated, work as part of a multi-disciplinary team to support the perpetrator and the Social Worker, remain an integral part of the team to formulate an assessment and be able to contribute to the multi-disciplinary team assessment.
• Understand the multi-agency partnership structures and work within these settings.
• Establish ongoing multi-agency connections and relationships for the benefit of the victim and their family.
• Support the empowerment of the client and assist them in recognising the features and dynamics of domestic abuse present in their situation and help them regain safety for their family.
• Maintain timely, accurate and confidential case management records and contribute to the work of the team.
• Participate in regular case management reviews within the Multi-Disciplinary Team and your line manager based on a review of risk and abuse which feeds back into action planning to further progress, signpost, or close cases, and provides feedback to your clients/agencies and informs future case management.
• Produce data and written reports with effective case input and through the provision of case studies to illustrate the impact of the service for domestic abuse victims.
• Engage in supervision both individually and through group supervision.

The Experience You Will Bring

Essential:

• Significant employed experience of working with individuals experiencing domestic abuse.
• Experience of identifying safeguarding concerns and reporting concerns in line with local policies and procedures.
• Experience of working with risk and the ability to provide advice on moving service users forward.
• Excellent understanding of domestic abuse on victims and their children.

Desirable:

• Understand principles of risk assessment, safety planning and risk management for victims of domestic abuse and their children.
• Proven ability to maintain personal and professional boundaries.

ASC Support Advisor

Permanent, Full Time

Please note although the service is primarily based in Chelmsford, the successful candidate will also be supporting either the South (offices in Basildon) or West (offices in Harlow) of Essex.

This role is focused on providing effective and efficient support to the Quadrant in maintaining data using the case management system.

As an effective administrator, this role will develop positive relationships with all staff members whilst utilising the opportunity to deliver an efficient service, undertaking analysis to highlight progress or obstacles to achieving specific outcomes. This will be achieved both Face to Face and virtually.

Accountabilities

• Be the subject matter expert working with the ASC Mosaic Training team.
• Work collaboratively with the quadrant to ensure able to maintain accurate information to ensure adequate controls and compliance in place.
• Provide support for staff for all issues regarding Mosaic including ad hoc training if required.

The Role

Essex Legal Services (ELS) provides high quality, professional, legal advice across the Council and to increasing numbers of external clients.

As a caseworker in the Children and Education Team you will assist the lawyers to provide a high-quality advice and litigation service to meet the Council's corporate objectives and will support legally qualified and other colleagues, in providing routine admin and quasi legal tasks. Working directly to lawyers and paralegals, you will be commissioned to undertake various tasks such as preparing court bundles, organising meetings and administrative support. You will contribute to delivering a more efficient, professional service that is valued by our customers and improves their business.

The Children and Education legal team deal with highly sensitive, sometimes distressing, cases relating to child protection matters. You should therefore be resilient and empathetic. The team works at a very fast pace, often dealing with several urgent matters and it is therefore essential you are able to work under pressure and prioritise tasks.

The Opportunity

You will support legally qualified colleagues in the delivery of all aspects of routine legal work within the Children and Education team across the Council and to external customers which will include:

• Dealing predominantly with public law cases including care proceedings and adoption proceedings;
• Responsible for the smooth and efficient running of your allocated lawyers' day to day activities;
• Liaising with external solicitors, barristers, courts and CAFCASS;
• Processing applications, preparing court bundles;
• Lodging documents with the Court and other parties via the Family Public Law online portal;
• Diary management;
• General administration, including preparing bundles photocopying and scanning.

The Opportunity

This role will enable the Procurement Officer to support and deliver a wide range of procurements for Brentwood and Rochford Councils, bringing fantastic variety in the categories of procurement being supported and the stakeholders being engaged with. Accountabilities

This is an exciting role as part of a busy team working with families who have complex needs in line with the criteria within the Supporting Families and Early Help agenda. This role requires autonomy and good recording skills where assessments and plan from an integral part of our work here.

The role - overview:

The work of a Specialist Children and Family Worker is a varied and rewarding supporting children and families with many different types of complex need.

You will be expected to be in the office for some meetings, to cover duty every other week and to collaborate with other workers at other times. When you are in the office paid parking spaces are provided alongside some parking outside the office.

The role - overview:

The work of a Specialist Children and Family Worker is a varied and rewarding supporting children and families with many different types of complex need.

Key aspects of the work include:

• Working closely with families to build strong relationships with all family members.
• Promoting positive change with families.
• Provide both practical and specialist advice as well acting as a lead coordinator for other support services
• Managing your own caseload
• Managing safeguarding risks to children
• Taking the lead on an area of professional practice (such as mental health) for the team through supporting team members, and liaising with professionals outside of Family Solutions
• You will be expected to operate flexibly to meet needs of the families with some work taking place out of normal office hours
• You will work across West Essex in Harlow, Epping Forest, Saffron Walden and Brentwood

About you:

• Significant practical experience of working with children and families with multiple and complex needs. We are particularly interested in individuals with experience of working with teenagers, however, we will consider candidates from all backgrounds.
• Educated to degree level or equivalent by experience in relevant area e.g., Domestic Abuse, Substance Misuse, Education, Mental Health, Parenting etc.
• Effective communication skills with a range of children, families, and professionals.
• Ability to keep records on our computer-based system, complete assessments and other key documents in a way which is accessible to children and families, yet professional

You will be mobile throughout West Essex (Harlow, Epping Forest, Saffron Walden, and Brentwood) occasionally travelling around the county of Essex and beyond. Driving licence and car or the ability to meet the mobility requirements of the role through other means is essential.
