Procurement Specialist

Duration: Initially 3 months
Hours: 37 hours a week
Rate: £28 umbrella an hour (£23 PAYE an hour)
Working arrangement: Predominantly working from home with a mandatory day in the office

Bristol City Council are looking for a Procurement Specialist to join their Social Care Service. As a Procurement Specialist you will:

• Provide professional, legally compliant advice and support leading to robust procurement processes and commercial outcomes for designated categories which allows the achievement of value for money, high stakeholder satisfaction and supports the delivery of objectives
• Utilise market knowledge, data and procurement expertise to identify and deliver commercial opportunities and solutions
• Provide advice and support in managing strategic aspects of category related contract management, including engagement at supplier meetings, performance reviews, coordination of management information and negotiation approaches

Requirements

• MCIPS qualified
• Experience in public sector social care procurement
• Good working knowledge of UK public procurement regulations and EU Procurement Directives
• Analytical and research skills

Our Client based in South West England are currently recruiting for a Class 3 Building Control Surveyor to join their team as soon as possible.

This is a full time, permanent role offering £48,710 per year + Car Allowance and Hybrid working / supported relocation.

The purpose of the role is to enforce the Building Regulations and allied legislation in the capacity as a Registered Building inspector under the Building Safety Act 2022.
Manage development proposals through the Building Control process from the pre-application stage through to completion on site of applications deposited to the Local
Authority or as required as part of a multi-disciplinary team for the Building Safety Regulator. Act as technical adviser and decision maker on Building Control and other related issues, whilst acting as lead officer on major Building Regulation applications.

Responsibilities:

• Maintain a detailed knowledge of the building regulations, structural engineering, fire engineering, or other specialism relevant to the team to which the post-holder is allocated, ensuring consistency and accuracy of professional interpretation, and act as professional expert.
• Interpret Central Government guidance & Building Control policy, including the preparation & organisation of the council's case to justify its decision(s) including at appeals & determinations submitted to Central Government & at court proceedings.
• Ensure that Building Control revenues are maximised by maintaining our market share, through efficient invoicing and the determination of applications within prescribed time periods.
• As part of the service planning process for the Building Control Team, explore, devise & present technical justification to management team, for specific project proposals.
• Work in an ethical way, where compliance with regulations is the primary task and winning new work secondary, not bidding for new work on the basis of interpretation
• Provide technical oversight and training of class 2 building control surveyors assisting by working under supervision on complex schemes.

Senior Project Manager (Adult Social Care Transformation)
Contract Duration: 6 months
Location: Bristol (hybrid working with some on-site requirements)

Rate: £500 per day (Outside IR35)

Bristol City Council is looking for an experienced Senior Project Manager to join them for a high-impact 6-month contract within the Adult Social Care Transformation Programme. This is an exciting opportunity to play a pivotal role in leading and managing change across Adult Social Care, delivering meaningful outcomes for residents of Bristol.

Role Overview

In the next phase of the Adult Social Care Transformation Programme, the successful candidate will be responsible for overseeing key project activities, ensuring alignment with council priorities, and ensuring robust delivery of complex change initiatives. You will manage resources, develop business cases, and support senior stakeholders in driving transformation.

Required Skills & Experience

• Experience in Adult Social Care: A strong understanding of Adult Social Care systems and current ASC-related legislation.
• Change Management Expertise: Proven track record in delivering transformation initiatives within the public sector, particularly in the context of Adult Social Care.
• Excellent Communication Skills: Ability to communicate effectively with a wide range of stakeholders, including senior executives, elected officials, staff, and the public. Experience in managing public consultations and other project communications.
• Business Case Development: Significant experience in options appraisal and developing business cases that are robust, persuasive, and aligned with organisational strategy.
• Procurement Knowledge: Familiarity with public sector procurement processes, including preparing tender documentation and delivering Social Value outcomes.
• Financial Acumen: Strong experience in managing budgets and delivering projects within financial targets, including forecasting and risk management.
• Stakeholder & Regulatory Management: Ability to secure necessary approvals and manage interactions with statutory and regulatory bodies.

Working Arrangements

This role will involve some on-site work in Bristol, particularly for key consultations and team planning sessions. We offer flexibility around hybrid working, with some remote working permitted depending on project needs.

Our client based in Bristol is currently recruiting for a Risk Assessor to join their commercial team as soon as possible.

This is a full time, permanent position covering Bristol and surrounding areas.

The purpose of the role is to support with the delivery of all aspects of the water hygiene compliance contracts within their area.

Responsibilities:

• To carry out Legionella Risk assessments, reviews and surveys in line with company procedures and method statements.
• Ensure all survey forms and work records (electronic system based) are complete and accurate.
• Assist with technical development of the risk assessment document
• Ensure all Health & Safety procedures are followed and recorded, and are complete and accurate.
• Ensure all arrangements for visits with clients are made in a timely and professional manner.
• Provide full support to Service Manager, as and when required.

Requirements:

• A detailed working knowledge of the HSE's ACoP L8, HSG274 and HTM-04-01
• An excellent understanding of Water Regulations and hold an appropriate certificate.
• Full Driving Licence

Placement Officer

Location: Bristol
Contract: Initial 4-month contract, Full-Time (37 hours per week)
Hourly Rate: £16 Umbrella per hour (£13 PAYE)

We are seeking a proactive and highly organised Placement Officer on an initial 4-month contract, based in Bristol. This is a full-time role (37 hours per week) offering a competitive hourly rate of £16 umbrella per hour.

Key Responsibilities:

• Source and negotiate suitable care packages for children that meet their needs while ensuring value for money.
• Manage a busy workload, including handling the duty desk and prioritising new referrals effectively.
• Oversee a caseload of placement searches, ensuring placements are found and confirmed in a timely manner.
• Prepare and present reports and options appraisals to the Head of Service and Service Director for placement approval.
• Maintain accurate case records and ensure administrative tasks comply with departmental policies and procedures.
• Review and evaluate referrals to ensure they meet quality standards, providing feedback and challenges when necessary to secure well-matched placements.

Essential Requirements:

• EITHER: A relevant level 3 qualification (e.g., NVQ Level 3, BTEC, or relevant A-levels)
• OR: Equivalent knowledge gained through relevant experience.
• A good understanding of the types of specialist services available for children and how these services impact placement decisions.
