The position is the first line supervisor of the Carpentry & Lock Shop staff and S/he would serve under the direct supervision of the Maintenance & Operation (M&O) Supervisor.

• The incumbent has full administrative control and supervision of the Carpentry & Lock Shop
  personnel and is responsible for the maintenance and repair of all buildings, planning and
  executing in-house construction and remodeling projects, contributes to project development
  and works with contractors performing work.
• S/he ensures compliance with fire/smoke barrier penetration work to ensure penetrations are sealed and documented as repaired upon completion of work; conducts inspections to assure quality control of work performed by shop personnel; conducts life safety inspections and assigns work from such inspections;
• The incumbent organizes and plans work of subordinates into the most productive working group and determines priorities of work projects to ensure accomplishment on a planned schedule and on a timely basis.
• Individual must be well versed at the journeyman level in carpentry, masonry, painting, window maintenance, locksmith and door closer repair work.
• Individual will have a good working knowledge of different woods, paints and the various other materials. Must know the safety codes associated with the trades for which they are responsible.
• Creates follow-up measures on critical or urgent items identified during inspections and coordinates all
  needed repairs or maintenance; prioritizes, integrates and coordinates various work activities
  for optimum effectiveness and efficiency of utilizing man-hours, equipment and funding
  resources to meet user, program, and/or mission needs.
• Incumbent is responsible for ensuring that all work is performed according to established
  policies, procedures, and VA, Joint Commission (JC), OSHA & NFPA requirements.
• S/he identifies and makes economically sound recommendations
  concerning building structure, building maintenance, modernization or replacement planning.
• Develops budgets and project estimates for emergency repairs, minor in-house construction
  and improvement projects, equipment replacement, preventative maintenance (PM), in house
  or contracted labor & material costs by assisting in developing the scope of work, generating
  work requests and setting the worksite and hourly performance standards for trade shop
  personnel.

• The position is that of a Working Supervisor and as such requires considerable walking and/or
• driving while making work inspections or responding to emergency situations.
• Work requires standing, stooping, bending, sitting, crawling, climbing and reaching. Incumbent must be able to supervise work for prolonged periods of time while working around high voltage, steam lines, ladders, staging, mechanical rooms, catwalks, steam tunnels and/or crawlspaces.
• Frequently lifts and carries tools, materials, equipment, ladders, scaffolding and supplies up to 50 pounds unassisted. Occasionally lift and carry items over 100 pounds with assistance or mechanized equipment.
• Emergency situations will require the employee to work in extreme hot, cold, stressful situations or darkness to direct employees and correct the incident at hand.

Medical Technologist (Ancillary Testing Coordinator), GS-12

Duties include but are not limited to the following description:

The incumbent is a qualified, experienced Medical Technologist who serves as the Ancillary Testing Coordinator for the Pathology and Laboratory Medicine Service. Ancillary testing is defined as laboratory testing or services within a VA Medical Center or its outreach functions at CBOCs that is performed outside the physical facilities of the main clinical laboratory. The incumbent develops and recommends policies and procedures for the procurement and service requirements for ancillary testing, including ensuring CLIA licenses are maintained in all sites. The incumbent serves as the technical advisor to all ancillary testing sites. The incumbent maintains adequate skills to work in Chemistry, Hematology, Coagulation, Urinalysis, Phlebotomy, Microbiology and logging in surgical/cytology specimens. Incumbent also supports the laboratory manager and serves as acting supervisor.

Functions include but are not limited to the following description:

• The ATC consults with the laboratory Director of clinical services to identify ancillary testing needs and to analyze emerging trends and technology and adopts appropriate methods, serving as a recognized technical expert to provide authoritative advice, training, troubleshooting, quality assessment and ancillary testing program consultation.
• The ATC develops technical bulletins, procedures, training materials and other program materials, ensuring accreditation and compliance with all regulatory agencies for patient testing, result reporting and proficiency testing including reports, monitors and continuous performance improvement initiatives.
• Acts as the technical supervisor for quality control, records control, proficiency testing, inspection and accreditation for ancillary testing on a hospital-wide basis and oversees the safe and accurate testing of outreach function patients in the clinic.
• Assesses data needed, designs data collection procedures, identifies quality assurance monitors and indicators, and reviews all data analyzed with the laboratory Director.
• Knowledge of the types of surveillance, ability to collect data necessary to monitor variables that affect quality of services, and skill in evaluation, interpreting and teaching others to use quality control procedures and implementing corrective actions.
• Knowledge of Federal, VHA and state laws, regulations, reference standards and medico legal responsibilities, and certifying and accrediting agency requirements in order to carry out the work in each ancillary testing site.
• Performs statistical analysis (variations, standard deviation, trend analysis) on quality control and quality assurance data collected to identify, document, and takes corrective action when needed.
• Serves as a member of the Ancillary Testing Committee. Implements and monitors protocols established in M-2, part VI, chapter 10, "Ancillary Testing", for quality control, quality assurance, proficiency testing, linearity, equipment maintenance, and user competency for all testing.
• Knowledge of laboratory information technology systems and inter-connectivity.
• Ensures that current mandatory hours of continuing education, training modules and additional education hours required by the facility are completed.
• In addition to assisting laboratory manager on various tasks, serves as first line acting supervisor.

Medical Technician (Phlebotomist) GS-0645-05

Duties include, but are not limited to:

The incumbent Medical Technician is assigned to Pathology and Laboratory Medicine Service of the VA Central Western Massachusetts Healthcare System in Leeds, MA. They must be familiar with basic laboratory operations. In addition to performing phlebotomy, the incumbent must be able to process and package specimens for shipment. The incumbent may be assigned to various duties and duty stations according to the needs of the laboratory. Veterans ages eighteen through geriatric years are served with all diagnoses found in late adolescence, early mid-life, and late adulthood. It is expected that the incumbent will:

• Perform phlebotomy from outpatients ensuring that the blood is placed in the proper vacutainer and correctly labeled.
• Be proficient in the art of phlebotomy, being able to draw even the most difficult patient. Incumbent must be productive, promptly moving patients along to avoid un-necessary patient waiting times.
• Provides a friendly, helpful, and respectful working environment.
• Be able to instruct patients on proper specimen collection, on those specimens the patient must collect.
• Evaluate suitability of specimen for testing.
• Appropriately handles accession and the processing of specimens.
• Prepares and packages specimens for shipment.
• Ensure correct identity of patients throughout the processing of the specimens. Resolve discrepancies.
• Ensure that incoming samples are correctly collected, labeled, and stored at appropriate temperatures. Properly centrifuge specimens and when required, pour-off serum into correctly labeled secondary tubes.
• Makes the appropriate arrangements for STAT and/or ASAP testing.
• Monitor supplies and stocks the phlebotomy area accordingly at the end of the workday.
• Utilize the computer according to laboratory procedure/policy.
• Follows all hospital and laboratory policies/procedures.
• Adhere to hospital and lab policies concerning chemical and biohazard safety.
• Fulfill other duties as assigned by the Supervisor or Laboratory Manager.

This position will be split between outpatient and inpatient services. Inpatient services would involve physical therapy for short and long term care residents as well as mental health units as needed.

The different aspects of the role of Physical Therapist include Clinical, Educational and Professional/Administrative. The duties of this occupation include but are not limited to the following:

• Ability to make autonomous clinical decisions in a Direct Access environment. This includes ability to independently evaluate and treat patients who seek physical therapy services.

• Documents treatment progression and/or modifications according to departmental and Medical Center standards.
• Ability to determine physical therapy prognosis by incorporating examination findings with the patient's preferences in order to set clinically appropriate treatment goals, optimize outcomes and maximize functional independence.

• Independently develops and implements PT treatment programs including modifying programs as necessitated by changes in the patient's medical condition.

• Participates in developing guidelines/protocols in treatment of various diagnoses and in developing new patient programs and evaluating existing programs.
• Maintains patient records and submits other data (i.e. FIM, billing/coding, MDS) as required by section, service, and medical center.
• Submits requests for expendable supplies, additional equipment, and maintenance items to the PT/OT supervisor. Ensures proper supply inventory levels are maintained for efficient clinical operations.
• May be requested to serve on service level committee or as a PM&RS Representative on a medical center committee.
• Participates in Rehab section and hospital Continuous Quality Improvement activities and utilization review activities.
