Patient health records may be paper or electronic. The abstracted data has many purposes, for example, to profile the facility services and patient population, to determine budgetary requirements, to report to accrediting and peer review organizations, to bill insurance companies and other agencies, and to support research programs.
• GS-8:
  • Code all inpatient stays (facility and professional fees), all write-in diagnoses and procedures for outpatient encounters and laboratory, radiology, surgical and outpatient encounters that are billed to insurance companies. Codes information from the medial records of patients to generate a clinical care patient care database for the Medical Center. Assures the maintenance and accuracy of the diagnostic and procedural statistics for the facility as well as optimum appropriate reimbursement from the third party payers, by the timely and accurate coding of diagnoses and procedures utilizing the required classification system.
  • Captures data through the Ambulatory Care Data Capture Superbill Form (both printed and electronic), electronic visit notes, the Quadramed/DSS Complaint Coding Module (CCM) and the Patient Treatment File (PTF) in Vista and in Quadramed/DSS. Converts narrative electronic visit notes to ICD, CPT and HCPCS codes.
  • Manually code from the medical record documentation and enter into the appropriate software packages. Inpatient data is captured by the Coders reading the electronic and paper medical record then converting the narrative to ICD, CPT and HCPCS codes.

As a Supervisory Financial Management Analyst, you will perform the following duties:

• Provide advice and guidance to management on financial management issues, developing and interpreting policies and procedures, conducting studies, analyses, and program reviews, coordinating special projects, and assisting Office of the Chief Financial Officer (OCFO) management in planning and managing financial activities. Serve as principal liaison with financial staff in OFCO to keep informed of changes in policies and procedures or other matters affecting financial management. • Interpreting and understanding policy, procedures, and regulations and providing advice and assistance to resolve problems and maintain continuity of work as well as for the purpose of extracting data from reporting systems and developing acquisition statistical reports. Identifying operating problems that may have an impact on objectives or time-phased schedules; assuring appropriate action is taken to correct problems.
• Managing agency wide communications and outreach, the development and participation in government wide change management processes, the agency's various professional certification programs, and the training and oversight of staff on FAI system, policy implementation, and certification requirement changes.
• Performing project management activities related to the oversight of DOL's FAI-CSOD learning management platform and participating in government wide policy meetings regarding FAC-COR, FAC-C Professional, and FAC-P/PM certification programs.
• Developing and presenting acquisition training sessions for Departmental personnel by researching current problems and issues, and using current regulations, policy, procedures, and experience as the basis for preparing presentation materials and curriculum to enhance agency program staff competencies in acquisition business processes. Coordinating meetings, logistics and facilitating procurement and contract review boards and participates in integrated procurement teams.
• Developing baseline performance measures for the acquisition system. Assisting in responding to administrative audits and other external inquiries, including data calls. Reviewing investigative reports to determine appropriate changes or corrective action required. Verifying data for accuracy and makes recommendations for improvement on base findings.
• Oversee the review experience to improve the acquisition administration process by revising existing acquisition administration procedures by drafting revisions to existing acquisition directives or by drafting new policy directives to effectuate needed change.
• Drafting procedures in procurement to take advantage of changes in technology and improve customer service. Reviewing existing procedures, researching issues with procurement program staff, and recommending changes to improve customer service.
• Ensuring that DOL acquisition regulations, procedures, and policies are consistent throughout the Department by performing liaison functions between OASAM, the Office of the Solicitor, Office of the Secretary, and DOL Agencies with delegated procurement responsibilities.
