The primary purpose of this position is: To provide air traffic control (ATC) services to military and civilian aircraft operating in a radar environment using instrument flight rules (IFR) and visual flight rules (VFR) providing for the safe, orderly, and expeditious flow of air traffic. To provide non-radar approach control services in allocated airspace, in the event of radar outages.

• The employee independently plans, develops, organizes, administers, evaluates, and coordinates an extensive comprehensive acquisition quality assurance program over multiple shifts, designed to ensure that contractors meet their responsibilities for an effective Supply Services and Management of support services associated with common supply support.
• The employee develops, organizes, administers, evaluates, and coordinates a comprehensive Supply Service and Management quality assurance program for the installation, including tenant activities if appropriate, designed to ensure that contractors involved in the providing Supply Service and Management, operator's maintenance of Government Furnished Vehicles/Equipment and facilities meet their responsibilities for use and maintenance.
• The employee develops, organizes, administers, evaluates, monitors and coordinates a comprehensive Supply Services and Operations for the installation, including tenant activities if appropriate, designed to ensure that contractors involved in the receipt, storage and issuance of critical supplies adhere to quality plans and requirement to meet their responsibilities for timely supply support.
• Coordinates, verifies, and provides guidance on any supply related issues pertaining to the supply processes and/or procedures to support the installations and all of the tenant activities using our services if appropriate.

PRIMARY PURPOSE: To serve as the agency lead for assigned operational testing of Department of Defense (DoD) Acquisition Category (ACAT) I, II, or DoD oversight for major weapon system programs. Leads, plans, coordinates, executes, and reports on operational test activities during the design, development, production and fielding of new and/or modified major DoD weapon systems.

DUTIES:

1. Serves as the Operational Test and Evaluation (OT&E) Program Manager for assigned weapon systems and subsystems.
2. Designs, develops, and directs the operational test plan for assigned ACAT I, II, or DoD oversight major weapons systems programs.
3. Responsible for the final report that will be submitted to Director, Operational Test and Evaluation (DOT&E) who will, in turn, present it to Congress to support the Full Rate Production decision or stop further development of new or modified weapon systems.
4. Executes, chairs, and/or attends test events, integrated test planning meetings, Joint Reliability and Maintainability Evaluation Team (JRMET) meetings, deficiency report boards (DRB), core teams, critical design reviews, and any other meetings necessary to plan and execute integrated operational testing and evaluations (IOT&E).

- Performs inspection and troubleshooting on. a variety of complete operational aircraft recipr-0cating or gas turbine engines in aircraft on the flightline, rebuilt or modified engines in test cells, or on the "penalty line" if correcting the defects will require extensive disassembly.

- Removes, disassembles, repairs, modifies, reassembles, and reinstalls aircraft engines, their assemblies, and components to include Auxiliary Power Units.

- Uses a variety of hand and power tools.

- Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area.

Major duties and responsibilities include:

• Purchasing Support: conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases.

• Environmental , Real Estate and Land Use laws. Serves as the principal attorney in charge of advising key 56 FW leaders and management officials on complex and novel environmental, land use and real estate legal issues affecting Luke AFB and the 1.1 million-acre Barry M. Goldwater Range (BMG Range).
• Labor Law. Advises key 56 FW leaders and management officials on complex and difficult civilian employee or union labor cases, to include precedent setting cases with agency-wide impact. Advises key officials if a case should be settled or tried.
• Performs legal work involving Acquisitions and Contract Law. Reviews proposed procurement and NAFI contract actions; provides pre-award advice on a variety of issues to contracting officers and source selection authorities; performs pre-award legal review of contracts for legal sufficiency; prepares litigation report and legal memoranda.
• Responsible for overseeing the 56th Fighter Wing's Ethics Program. Serves as an ethics counselor to 56 FW personnel and manages of the 56 FW ethics program. Advises 56 FW personnel on U.S. government or DoD ethics regulations and federal statutes including, gifts, travel, relationships with non-federal entities, endorsements, procurement integrity, DoD contractors, financial disclosures (SF 278 & OGE 450 filings), post-government employment restrictions and other ethics matters.
• Provides advice and guidance to eligible legal assistance clients regarding personal civil matters under the Air Force Legal Assistance Program. Provides guidance and training on the provision of legal assistance to attorneys and paralegals.
