The incumbent performs a full range of duties and is responsible for day-to-day operation of telehealth services at the assigned location and between the assigned location and remote sites of care. Duties includes but not limited to:

Telehealth Coordination - Assignments include, but are not limited to, screening patients for Telehealth modality and referring patients that do not meet established criteria to appropriate care; preparing the clinical environment, which may include preparing medical and telecommunications equipment to be used for clinical examination and treatment; serving as a telepresenter within scope of practice during clinical video telehealth (CVT) and VA Video Connect (WC) encounters including tasks such as establishing and maintaining video conferencing connections, making introductions between patient site and provider site, following instructions of a clinician to facilitate an effective clinical encounter; serving as an imager and clinical data manager for store and forward telehealth SFT clinical encounters including tasks such as capturing images, collecting data and transmitting them electronically for clinical review in accordance with VHA national guidelines; taking measures to ensure patient care is delivered safely by following appropriate procedures for inventory management; cleaning of clinical equipment and the care environment while following all patient safety guidelines, protocols, and procedures; monitoring and maintaining schedules of rooms, patients, technologies, clinical providers and presenters as needed to ensure efficient telehealth operations; communicating effectively with clinical and administrative staff at the assigned local site and those located at remote sites of care; configuring, installing, troubleshooting, cleaning, and performing minor routine maintenance of assigned telehealth technology; ensuring assigned telehealth technologies are managed appropriately to include inventory, secure, ready for use, and accounted for by preparing and tracking maintenance work orders, information systems, inventory records, and communicating with the National Telehealth Technology Help Desk to facilitate troubleshooting, repair, and coordination of replacement equipment as necessary; maintaining knowledge of and skill in applying an extensive body of rules, procedures, and operations in telehealth-related technologies and a variety of computer hardware and software used for telecommunications, data entry and retrieval, record maintenance, document and report generation; maintaining regular contact with other staff members and the Facility Telehealth Coordinator to work out process issues, equipment needs, problems, data collection and any other logistical issues; arranging and completing test video calls with Veterans to prepare the Veterans for clinical encounters using telehealth technologies.

Administrative Support - Assignments include providing established education and training to Veterans, staff and providers on the use of telehealth technologies and serving as a point of contact to answer questions and address concerns related to these technologies; providing patient education via approved materials completing standardized clinical questionnaires and templates within scope of training and applicable guidelines; ensuring that patient privacy is protected by complying with all information security and patient privacy regulations; receiving and scheduling requests for simple and complex intra-facility, and inter-facility telehealth appointments using an electronic resource-based scheduling system; supporting the Veteran in completing patient satisfaction surveys; ensuring information and resources are maintained for local and remote telehealth providers so they can effectively execute contingency and emergency plans.

Clinical Support - The TCT assists in patient care under the direct supervision of an independent licensed healthcare provider. The TCT can be crossed-trained to perform a range of direct care duties that may include, but are not limited to such things as performing temperature, pulse, blood pressure, respiratory rate, oxygen saturation measurements, measuring height and weight, downloading pictures for any Store n Forward clinic and for the Dermatology clinic, phlebotomy (blood draws), EKG's and patient transfers in support of the primary care, specialty, urgent care clinics etc .. The TCT follows established procedures using manual or instrument techniques in accordance with established protocols, and reports results to appropriate individuals.

• Preparing and delivering sanitizing bleach solution for use in classrooms, sanitizing toys that have been handled by children, replenishing classroom supplies when required, delivering program supplies and materials to classrooms, etc
• Emptying diaper pails and/or trash, returning food carts to the kitchen after meals and snacks, and cleaning up after classroom accidents (child illness and toileting, water on floor, etc) which may pose a threat to child safety
• May be required to clean floors and tables after meals and snacks. Provides routine light cleaning/dusting of classrooms/activity areas and materials as required
• Picks up soiled linens from classroom and carts them to the laundry room. Washes and dries linens and towels using standard, household grade laundry machine and dryer; returns clean linens to classrooms

As a Heavy Mobile Equipment Mechanic, WG-5803-10, you will maintain, troubleshoot, overhaul, repair, modify, and inspect heavy mobile equipment, various support equipment, and special purpose vehicles such as; fuel dispensing trucks, refueling equipment, crash/structural firefighting equipment and pump trucks, forklifts, materiel handling, aircraft cargo loaders, aircraft and equipment tow tractors, large runway snow removal vehicles, aircraft de-icing equipment, sweepers, bulldozers, mobile cranes, road graders, heavy construction and earth moving vehicles, backhoes, front end loaders, excavators, trenchers, and tactical/armored protected vehicles. The equipment may be commercial or military designed with diesel, gasoline, electric, hybrid electric, or other alternative fuel power and may have multiple engines. The work requires knowledge of how heavy duty machinery, engines, parts, and systems work; ability to detect faulty items, determine causes of malfunction, and determine best repair methods; and skill to assemble, disassemble, repair, rebuild or modify components and a variety of interconnected systems. Repairs include; integrated electrical, electronics, air, fuel, and hydraulic systems; complex state-of-the-art electrical and electronic systems requiring specialized scan/diagnostic equipment to identify malfunctions or to determine replacement of standard and computer controlled components.

• Performs duties associated with the administration of the quality assurance provisions of contracts by designing, implementing, and maintaining a risk-based surveillance program and assessment plan.

Duties include, but are not limited to:

• Supports technical review, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims.
• Provides guidance and counsel to facility and VISN employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA).
• Evaluates the disposition of each workers' compensation claim against the required elements and determines next steps including transmission of documents, written responses, and tracking.
• Assists Specialist with coordinating access to the work site when requested by the OWCP Field Nurse and/or the OWCP Vocational Rehabilitation Specialist to conduct a job site visit to determine the extent (if any) a job may need to be modified to accommodate work restrictions.
• Reviews and interprets medical portions of less complex claims and research medical terms, procedures, and protocol of medical treatment to effectively manage claims and to understand the impact of the injured employee's medical condition.
• Reviews the medical costs associated with a claim to ensure that medical procedures, treatment and prescriptions are related to the accepted work-related injury.
• Evaluates, authorizes, and approves requests for Continuation of Pay (COP), or annual and sick leave used. Monitors requests for appropriate payment on a biweekly basis.Monitors and evaluates leave related to FECA claims for accuracy of payment and resolves discrepancies.
• Develops and monitors light duty assignments for injured workers until they can return to their preinjury position.Identifies and coordinates permanent job offers when the injured employee cannot return to their pre-injury position because they are permanently partially disabled.
• Assists in development of educational and training materials.
• Provides Specialist with draft responses to Congressional Inquiries, including but not limited to MSPB and civil litigation issues both orally and in writing by reviewing workers' compensation cases, performing fact finding, and advising and/or representing management officials as necessary.
• Preparation of workers' compensation documents for fraud proceedings and prosecution as requested.Prepares a written statement of challenge with appropriate oversight to notify OWCP of the deficiencies when any of the five elements are not met with factual and objective.
• Monitors the medical progress and duty status of all injured workers by obtaining periodic medical reports to determine work capacity.
