This role is primarily responsible for translating learning needs into high quality, best-in-class program design and learning content and working with key stakeholders in advising on training needs, best practices, system capabilities, assignments, and roll out strategy. It will also provide Learning Management System (LMS) administration, technical support, and reporting of learning programs.

• The Learning Designer will work collaboratively, in partnership with the Learning Advisor and Team Lead, to build engaging, best-in-class learning content.
• Conceptualize and Creates system training including interactive, animated videos that teach users in short learning intervals.
• Leverages knowledge from adult learning theories, design guidelines, and technical knowledge to create visually appealing and engaging trainings.
• Can provide direction and advice on which training materials and modalities best fit the project’s learning needs.

HR Counsel and Support (30%)

Participate in cross-functional HR projects aimed at enhancing the employee experience, supporting the broader organizational goals and the business grow

• Serves as a liaison, represents the Corporation or Legal Division at meetings, and/or coordinates activities with officials and staffs of other federal financial regulators, state regulators and other agencies and departments on legal issues related to the supervisory functions of the Corporation.
• Serves as the Bank Activities Unit (BAU) representative on intra- or interagency committees, task forces, and working groups on a wide range of matters such as legislation, rulemakings, policy statements, and programs related to the current financial crisis.
• Undertakes special projects and assignments as requested by the Assistant General Counsel (AGC), Bank Activities and Regional Affairs Section (BARAS) and as directed or otherwise necessary, personally handles a case load consisting of the most difficult, complex, significant, and precedent-setting matters related to areas of responsibility assigned to BAU.
• Formulates policy and ensures FDIC uniformity nationwide in the interpretation and application of laws, regulations and policy governing the activities, operations and structure of insured depository institutions, by providing advice, guidance, and assistance to Division management, legal staff in the Regional and Area offices, and to other branches and sections of the Legal Division.
• Ensures that BAU produces quality work products related to regulatory and legislative projects that involve complex, novel legal and policy issues with significant impact on insured depository institutions, depositors, and consumers and that these work products are in accordance with FDIC policies and also provide balance between effective supervision and other important concerns and interests.
• Assumes responsibility, often independently, for identifying legal issues related to the activities, operations and structure of insured depository institutions, the laws that govern those institutions, and the duties and mission of the FDIC. Analyzes, and acts as a technical expert in consultation with other FDIC and banking agencies' officials and staffs on, recommendations to address those issues, including legislative proposals.
• Acts in an advisory capacity to, and prepares or supervises the preparation of legal opinions for, members of the Board of Directors, the General Counsel and Deputy General Counsels, the Director of the Division Risk Management and Supervision (RMS), and the directors of other divisions and offices and their staff nationwide, as requested, on the laws and regulations governing the activities, operations and structure of insured depository institutions and in connection with the supervision and examination for compliance with applicable laws and regulations. As a Senior Program Analyst, you will:

• Conduct analyses of high profile or controversial regulatory and statutory proposals, initiatives, and Multifamily Housing Program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes.
• Serve as a Government Technical Monitor on contracts involving multifamily housing activities, including reviewing contractor's work products, adherence to contractual requirements, initiating/recommending corrective actions, and consulting with the GTR (Government Technical Representative) associated with the contract.
