As the VISN 22 VA Health Connect Clinical Contact Center (CCC) Chief Nurse you will report directly to the VA Health Connect CCC Director. The Clinical Contact Center Chief Nurse will provide executive leadership and direct supervision to the Nurse Managers over the Clinical Contact Center nursing staff and other employees as assigned. Assesses, plans, and evaluates the processes and daily operations of the Clinical Contact Center, collaborating with the Nurse Managers and administrative and clinical leaders within the VISN (e.g. from Clinical Contact Centers and Tele Emergency Care), at the medical centers where patients are assigned (e.g. from Primary Care, Emergency Medicine, and Specialty Care), and with Program Offices (e.g. Homeless Program, Veterans Crisis Line) to design and implement interdisciplinary programs and processes within the service.

Chief, Clinical Contact Center is responsible for:

• Assessing and recommending the allocation of human and material resources, in determining staffing levels, managing overtime, and plays a significant role in the recruitment and retention of staff.
• Ensure competency assessment meets the learning needs of nursing staff and are completed on each employee annually.
• Reviews Clinical Contact Center Data, quality assurance findings, and business operations data related to nursing and clinical operations for trends and early intervention; formulates follow-up plans with stakeholders within and outside of the VISN.
• Evaluates findings from VISN Clinical Contact Center Quality Assurance Program and collaborates with both administrative and clinical services to monitor quality and safety within the service and during transitions in care to the medical centers.
• Functions as facilitator in implementing action plans and performance and process improvement strategies at services for follow up to include regular progress reports.
• Performance improvement projects may be co-led with leaders from medical centers.
• Promotes evidence-based practice designed to validate and/or improve patient care and health care delivery.
• Acts as a liaison with the nursing leaders in Offices of Nursing Services, Office of Integrated Veterans Care (IVC) and the Office of Nursing Services to address issues related to nursing as needed.

• Chief Nurse experience preferred
• Three plus years of experience in Emergency, Critical Care or Call Center leadership preferred
• Doctorate degree with Evidence Based Practice experience is a plus

• Responsible for implementing and overseeing portfolio management operations to optimize efficiency within HCT.
• Plans work to be accomplished by subordinate staff, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
• Manages administrative programs, activities and/or resources within HCT portfolio.

• Performs a full range of supervisory and program management responsibilities such as setting performance goals and providing performance feedback to employees, managing budget and execution, recruitment and hiring, and fair employment practices.
• Implement methodologies to link HCT programs and projects to organizational goals, demonstrate business value and report on performance metrics.
• Develop and deliver oral and written briefings, talking papers, and communications for senior leadership to address complex issues that may impact critical decisions.
• Evaluate a variety of policies, procedures, legal precedents and regulations to identify and ensure compliance, identify gaps, and process improvements across the organization where established techniques are frequently inadequate.

• Provides direct supervision to the staff in the immediate Office of the Director, BIA.
• Provides oversight on the administrative processes and procedures utilized for effective work flow frequently involving highly sensitive and confidential assignments.
• Interacts routinely with members of Congress, Congressional Committees and their staff, other departments of the Federal Government, Tribal leadership groups and key Bureau management.
• Plans and conducts complex qualitative and quantitative analytical studies involving bureau-wide functional/programmatic areas of the Bureau of Indian Affairs.
• Coordinates or leads special investigations, studies or projects involving bureau-wide or government-wide concerns involving topics, such as, land consolidation, water rights, land economic development, etc.
• Serves as the principal advisor to the Director, BIA, on administrative and financial management matters associated with programs and operations.
• Translates major, complex executive determinations into substantive policy issuances, programs, practices, plans of actions, etc., to achieve actual results desired as a consequence of such decisions.

• Incumbent serves as a member of the VACO General Post Fund Review Committee which reviews and approves the distribution of available resources to the field facilities.
• Provides program and technical support to Central Office, regional offices and medical center directors to maintain a high level of program activity.
• Supervises research and special projects directed towards utilizing information and data from the system to maintain and expand the program.
• Develops, coordinates and evaluates the training program required to operate the program successfully.
• Identifies the training needs and develops appropriate training experiences; and determines to what extent training improves performance.
• Develops guidelines and resource material to support institutionalizing methods in which VA can receive and act on VSO resolutions and other Issues in an expeditious and organized fashion.
• Serves as the principal representative, staff advisor and points of contact with Veterans Service Officers (VSOs) for the Under Secretary for Health.
• Develops, administers and coordinates a variety of organizational and operational issues that impact the work of the Voluntary Service Office.
• Develops guidelines and resource material to support institutionalizing methods in which VA can receive and act on VSO resolutions and other Issues in an expeditious and organized fashion.
