As the VISN 22 VA Health Connect Clinical Contact Center (CCC) Chief Nurse you will report directly to the VA Health Connect CCC Director. The Clinical Contact Center Chief Nurse will provide executive leadership and direct supervision to the Nurse Managers over the Clinical Contact Center nursing staff and other employees as assigned. -Serves as Chief of Health Information Management (CHIM) with full program responsibility for all facets of the Health Information Management (HIM) program and processes. Must ensure HIM program meets and/or exceed national HIM policies, procedures, and performance metrics. Responsible for the administrative management of health records, which includes planning, managing, advising, and directing the health information program in accordance with applicable Federal laws, facility by-laws, VHA policy, The Joint Commission (TJC) standards, the Commission on Accreditation of Rehabilitation Facilities (CARF), and other regulatory and accrediting agency standards.

Stakeholder Engagement/Customer Relationship Management

• Exercises expert managerial and diplomacy skills to represent the DCOS, COS, COO or CEO by coordinating and consulting with multiple hierarchical levels of senior career and political management officials of the agency, other Federal agencies, and external stakeholders, as appropriate, regarding major initiatives, actions accomplished, milestones to be achieved, and any issues or problems of significance.

Leadership Direction and Supervision

• Provides leadership, oversight, and direction to the staff in the Office of Performance and Strategy.
• Manages employee performance, staffing, and personnel issues and implements delegated responsibilities. Provides appropriate guidance, leadership, and directives on the full range of administrative and technical matters affecting their responsibilities, including the interpretation of program and Agency policies affecting Agency offices.
• Evaluates performance in accordance with agency guidelines; has authority to make a broad range of human resource decisions including hiring, promotion, conduct and performance-based actions, performance evaluation/awards, and the development, training, and mentoring of staff.

• Provides leadership, policy, executive direction, guidance and supervision, and coordinates long and short-range planning. Exercises overall authority for priority setting with respect to both resource allocation and issues for analysis and policy development. Provides leadership in developing, implementing, and monitoring policy, program plans and initiatives, and utilizes effective monitoring systems for critical initiatives.
• Manages budgets and resources effectively, ensuring financial prudence and optimal allocation of resources to support strategic initiatives. Identifies and implements strategies to maximize resource utilization and achieve cost savings.
• Improves policies, addresses challenges. Improves current processes and optimizes organizational procedures for efficiency and productivity. Creates and maintains systems and processes to streamline operations.

Starting at $165,649 Per Year (NX 1)

To accept delegated responsibilities from the Directorate Manager to ensure the management and delivery of excellent service results, providing leadership and acting as a role model for the staff and services within the portfolio. To be responsible for ensuring the operational delivery of all services; leading and effectively implementing change management initiatives to improve service provision. To influence and lead on the strategic development and service improvement of services in conjunction with the BCC leadership team. To deliver services within allocated resources and develop action plans to manage variances. To take a lead role in the delivery of national standards To ensure effective processes and procedures are in place to monitor and track key performance indicators. To ensure the performance indicators relevant to specific work areas are reported both internally and externally and within allocated deadlines To provide regular reports on activity levels, performance against quality standards, financial and performance management issues, highlighting variances and creating action plans to resolve. To manage activity targets within the identified service areas through co-ordination and monitoring of waiting lists and to work with BCC leadership team to ensure that standards relating to patient access are achieved. To ensure that all relevant performance standards are met within the identified service areas, introducing or facilitating the introduction of new technology and working practices as appropriate. Take responsibility for the production, development and implementation of policies across the area of responsibility, some of which may affect areas beyond the immediate service area. Ensure the preparation of clinical business plans and so undertake long term strategic planning for designated services and prepare proposals for the planned growth of any of the services within the portfolio, or that support other services inside or outside the Care Group. These should take into account activity, outcomes, benefits (clinical and non-clinical) and income potential. To ensure information returns required by the Trust, Commissioners, NHS England and other partner organisations are delivered and are timely, accurate and presented to a high standard. To access and interrogate existing information systems in order to understand, analyse and report activity and/or changes in services covered to supplement existing standard information provided. To prepare reports on the relevant services within the portfolio for the Board of Directors/Executive Management Committee (EMC) as and when required. To use research and experience elsewhere in the NHS to inform service development and support the implementation of all relevant NICE Guidance. To produce business cases for service development ensuring that implication of service changes or development have been accurately assessed for submission to the appropriate corporate body. To undertake full service reviews as and when required. To produce relevant management information for monthly performance reviews. To represent the Directorate Manager at meetings as requested and as appropriate. To investigate complaints in areas of responsibility providing responses as appropriate and in conjunction with the Directorate Manager, Matron and Clinical Director. To assist in the implementation of improvements and learning from Datix Incident Reporting forms and complaints, so that adverse experiences, risks and incidents are reduced in severity and frequency. To ensure a regular and robust communications structure is in place; delivering and receiving information in a timely manner within the identified service areas and across the Care Group and Trust as appropriate. To take responsibility for any personal and professional development. HUMAN RESOURCES: To ensure delivery of the Trusts appraisal system within the defined area of responsibility, ensuring that every member of staff has measurable objectives and a personal development plan, which is commensurate with the needs of the service and underpins the Trusts strategic plans To ensure active application of the Trusts Sickness Absence Management policy. To deal promptly with matters relating to performance and support within the context of the Trusts Performance Management policy. To undertake exit interviews and develop a strategy to improve recruitment and retention and eliminate dependence upon agency staff. To ensure delivery of the Trusts Human Resources and Workforce policies. To participate in national and local Human Resources and Workforce Initiatives. To ensure learning environment and culture exists within the services and support the Trusts Training and Development Strategy. To ensure an annual training and development plan is completed and actioned for the areas that fall within the Directorate Managers remit. To ensure the statutory, essential skills and other training (including equipment training) are completed and that attendance and non-attendance records are maintained. To lead the recruitment and retention process of staff as appropriate, effectively inducting new staff in accordance with the Trusts induction programme both corporate and local. To devise, develop and implement skill mix reviews and other workforce planning strategies for the service. To create cohesive and flexible teams who identify strongly with other teams in the Care Group and Trust. FINANCE: To have full budget responsibility for the BCC and provide ongoing financial management support to the Directorate Manager. To ensure financial systems are in place to monitor and achieve budgetary control in those areas included within the portfolio, and to take any remedial action identified as necessary. To work closely with the Directorate Manager, and the Director of Finance for the Care Group and the Director of Operations to agree the annual budget for the services within the portfolio, identifying opportunities for cost improvement programmes, service improvement programmes and cash releasing efficiency savings. To exercise control over staff and non-staff expenditure where appropriate. To contain expenditure within budget and develop annual cost improvement plans. To review monthly budget statements for the department and in conjunction with the Directorate Manager, provide support with the services managers, Co-ordinators and other senior staff as appropriate, agreeing action to contain expenditure within budget. Devise, agree and deliver income-related targets within the department and provide support to the Directorate Manager to ensure opportunities to increase income and reduce costs for the Trust are pursued in conjunction with other colleagues, departments, and services, reviewing monthly budget statements to keep expenditure within budget. PHYSICAL RESOURCES: To provide on-going review of facilities with colleagues within the identified service areas to ensure optimum use of resources. To oversee capital development programmes for the services within the defined area of responsibility, in close liaison with the Directorate Manager.
