A. Technical Administration

B. Certification

Responsible for initial and ongoing certification of air carriers, aircraft, airmen, and air agencies. Evaluates requests to operate under conditions not previously specified in the airworthiness portion of the operations specifications and approves/disapproves requests providing additional conditions and limitations as needed. Provides guidance to the assigned air carrier in the development of required maintenance manuals and record keeping systems. Reviews and determines adequacy of manual associated with airworthiness programs and revisions and ensures manuals and revisions comply with regulatory requirements, prescribe safe practices, and furnish clear and specific instructions governing airworthiness programs. Approves operations specifications and amendments.

Determines if the maintenance facilities being established or contract arrangements entered into by for the purpose of overhaul work, major repairs, alterations, and other maintenance are satisfactory. Reviews changes and negotiates with air carrier management to resolve problems. Evaluates an operator’s proposed reliability programs for compliance with national policies. Advises operator of deficiencies and required changes. Approves/disapproves reliability programs. Determines if the air carrier’s training programs meet the requirements of 14 CFR, is compatible with the airworthiness program, is properly organized and effectively conducted, and results in trained and competent personnel.

C. Surveillance

Directs the inspection and surveillance of continuous airworthiness program. Monitors all phases of the carrier’s airworthiness operation, including the maintenance, engineering, quality control, production control, training, and reliability programs. Analyzes trends to detect deterioration in the airworthiness program. Analyzes reports submitted by the air carrier to ensure compliance with airworthiness program and ensures the carrier has an effective continuing analysis and surveillance program to meet the requirements of 14 CFR.

TIME LIMITED POSITION: This time-limited position will provide the peer support apprentice the time to learn and develop the necessary skills to perform as a peer specialist and to earn a peer specialist certification. After successful completion of a State or VA-approved contract vendor's peer specialist certification training process, and the necessary year of specialized experience, and time-in-grade requirements, the position would be eligible for a permanent, peer specialist position.

The Peer Support Apprentice functions as an interdisciplinary team member, assisting physicians and other professional/non-professional personnel in a rehabilitation treatment program. Peer support apprentices perform a variety of therapeutic and supportive tasks that include assisting Veterans in articulating their goals for recovery and personal wellness, learning and practicing new skills, helping them monitor their progress, assisting them in their treatment, modeling effective coping techniques and self-help strategies based on the apprentice's own recovery experience, and supporting them in advocating for themselves to obtain effective services. The position functions as a role model, exhibiting competency in personal recovery and use of coping skills and serves as an advocate, provides information and peer support services for Veterans in outpatient, inpatient and/or community settings. This individual must develop the ability to assist others in treatment, based on the principles of recovery, wellness, and resiliency, by promoting self-determination, personal responsibility, and the empowerment inherent in self-directed recovery. By inspiring the hope that recovery and resiliency are achievable goals, the position can assist and empower Veterans, who are diagnosed with mental illnesses and/or co-occurring disorders, as well as other chronic illnesses or injuries, to achieve their personal recovery goals. The position performs a wide range of tasks to assist Veterans in regaining independence within the community and mastery over their own recovery and wellness process. As an entry level position, most duties are performed under close supervision by either a licensed independent provider (LIP) or a non-licensed provider who works under a LIP. The purpose of the supervision is to facilitate learning and the development of skills. • Informs Veterans about VA and community supports and resources, including how to effectively utilize them in the recovery and wellness process.
• Maintains a working knowledge of current trends and developments in holistic approaches in wellness and recovery by reading books, journals, and other relevant materials.
• Position requires operation of a motor vehicle or access to public transportation to perform assigned duties.
• Accompanies Veterans to appointments as needed, whether medical, housing, or other treatment plan goal appointments, either through agency vehicle or public transportation.
• Assists Veterans to identify resources and problem solve how to overcome barriers so that the Veterans can independently address transportation and other personal needs.
• Subsequent background checks may be required if treating Veterans in an institutional setting
• Performs other related duties as assigned.

Duties include but are not limited to:
The Supervisor drives the development and achievement of individual, group and program goals and objectives. The incumbent is responsible for various fund control points assigned to the program. The incumbent manages and controls the use of data related to the program regarding day to day functioning and program evaluations. The incumbent plans, organizes and directs administrative operations and patient and personnel activities for the program.

At the GS-13 supervisory level, the incumbent will manage one of the complex and/or specialized program areas. These may include oversight and development of project-based sites, specialty care provided within HUD-VASH (such as SUDs or Suicide Prevention), VERA tracking, or supervision of the Housing team. Other tasks may be developed and assigned by the HUD-VASH Coordinator.

The incumbent will assist in the identification of qualified MSW candidates for vacant positions; rating of performance appraisals; and ongoing supervision of staff in the HUD-VASH programs.

The incumbent exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management function relative to the staff supervised.

The incumbent hears and works to resolve employees' complaints. The incumbent provides supervision and consultation to subordinates. The incumbent monitors quality of care and productivity of supervisees and addresses ways to improve. The incumbent may review and approve or disapprove leave requests.

The incumbent represents the Homeless program in the Denver metro community and participates in community-wide homeless planning activities to best serve the needs of veterans.

Additional duties may include: developing policies and procedures; providing data to DSS related to staffing and resource allocation; ensuring compliance with the USPEQ program; monitoring productivity data; providing standards and opportunities for staff to receive continuing education; assuring that staff meet the licensure requirement in a timely manner; representing Homeless in interactions with counterparts, and participating in VISN 19 and medical center committees as assigned.

The incumbent performs other related duties as assigned.

The incumbent complies with criminal conflict of interest laws and Executive Branch Standards of conduct so as to avoid
conflicts of interest while serving as the Manager of Transition and Outreach Programs.
