About the role

Executive Support Officer

Working within the Corporate Core this will be a key role in supporting the Leader of the Council and the Cabinet working across the organisation and partners locally, regionally and nationally. The role will provide strategic advice to the Leader and Cabinet on current issues and other matters impacting on Council policies. It will also support the Leader in his lead role in the Greater Manchester Combined Authority (GMCA).

Key responsibilities

• Working with the Leader and Cabinet in support of the development of policies and strategies.
• Deliver accurate and timely advice to the Leader on current issues including advice on local and national policy proposals affecting the people of Bury and the social and economic wellbeing of the Borough, ensuring there are links with Cabinet Member portfolios and members of the Executive Team.
• To research, prepare briefing papers, develop policy proposals and prepare responses on a wide range of issues for the Leader of the Council and the Cabinet. This to include reading and analysing agenda papers, minutes and reports to identify issues of interest and to prepare briefings for the Leader.
• To co-ordinate responses to Council questions.
• To work in conjunction with corporate policy colleagues to drive and contribute to corporate strategy and to ensure this planning activity is aligned to member discussions and decision making.
• Take responsibility for effective liaison between the Leader and the Chief Executive, as well as other members of the Cabinet and the Executive Team, to ensure smooth operation of policy development and Executive responsibility.
• Working closely with the Communications Team to convey the priorities of the Council so that these are understood both internally and externally.
• To attend Cabinet, Council, Committee and other meetings to identify areas of research and to assist the Leader when attending these meetings.
• To support the Leader in his lead role on the GMCA, supporting the specific portfolio of responsibilities.

Key Requirements

To succeed in this role you will need as a minimum:

• Experience of working within a political environment providing balanced advice, inspiring trust and confidence on strategic and operational matters.
• Experience of working with, advising and influencing councillors, officers and other stakeholders, developing positive working relationships that generate confidence, respect, credibility and trust.
• Excellent organisational and planning skills with proven ability to manage projects and programmes, whilst meeting quality and time considerations.
• A proven ability to undertake policy research, development and implementation within a local authority or similar setting.
• The ability to take issues from a local, regional and national level and translating those into guidance, policy and projects that will achieve the right outcomes for Bury.
• Proven analytical and problem solving capabilities.

The Team works in line with all the requirements as set out in the SEND Code of Practice and our Senior EHC Officers require a very strong knowledge of SEND legislation as well as an excellent understanding of how young people with SEND can be supported in Education. Due to the range of duties and high expectations for timeliness and communication the EHC Assessment and Review Team has to work very much as a team.

This role will require the successful candidate to be based at 3 Knowsley Place, opposite the Town Hall and to report to the EHC Assessment and Review Team Manager. Normal hours of work are based around the usual business working week.

Job summary

Child and Adolescent Psychotherapist 8a - 1wte Permanent - Bury CAMHS (preceptorship opportunity)

The postholder will work alongside colleagues and provide training, consultation, supervision and specialist intervention while simultaneously promoting trauma informed practice across the large multi-agency network of mixed professionals and supporting healthy relationships within our Bury families.


The postholder will work as a highly specialist practitioner developing and
implementing a community based therapeutic service to children, young people and their families with a particular focus on trauma and attachment. S/he will provide assessment and treatment of children and young people and their carers grounded in the principles and techniques of psychoanalytic psychotherapy.

The training and strategic development aspect of the role involves acting as a specialist resource and contributing to multi-agency training of relevant professionals across Bury. The post holder will be expected to offer consultation and clinical supervision to professional colleagues



• Development and Delivery of a specialist child and adolescent psychotherapy service provision within the parameters of child and adolescent mental health, in a multiagency context.
• To provide specialist psychoanalytic psychotherapy assessment for children and young people who may be experiencing severe, highly complex and persistent mental health difficulties and to make decisions about treatment options taking into account relevant evidence based research, theory, practice and highly complex factors concerning historical and developmental processes.
• To formulate and implement plans for therapeutic intervention and
management from the point of referral, grounded in the principle and
techniques of psychoanalytic psychotherapy.
• To develop specialist provision for the parents and/or carers of children and young people using a psychoanalytic psychotherapy framework.
• To provide specialist expertise in psychoanalytic principles and techniques through advice and consultation to other members of the CAMHS service and colleagues within the multi-agency network.
• Post-holder will be expected to hold and work their own caseload within the context of the CAMHS service.

• To work closely with other members of the multidisciplinary team and

Psychotherapists.
• To take a prominent role in the development and implementation of a
psychotherapy pathway within Bury CAMHS.
• To produce reports on families, in a timely manner, that convey the key
findings of assessment, formulation and treatment outcome in a way which
does justice to the complexity of the problems described; which takes account
of confidentiality; and in a way which is understandable to the recipients of the
reports.
• To participate in regular line management supervision.



Service development


• In collaboration with others, to contribute to the development of a specialist CAMHS team.
• To communicate and work with other staff and agencies including CAMHS, children social services and voluntary sector agencies, to provide an integrated and accessible service for children and young people.

Supervision and Training• To contribute to pre and post qualification training and supervision for Child and Adolescent Psychotherapists where appropriate.
• To provide as appropriate specialist clinical supervision or case consultation for professional trainees of related professions and for professionally trained members of the service.
• To provide advice, consultation and specialist training to staff working with parents/carers, children and young people across a range of agencies and settings where appropriate.


Continuing Professional Development
• To receive regular clinical and service related supervision from a more senior CAPT (external).
• To gain additional highly specialist experience and training relevant to CAPT.
• To fully participate in and contribute to, clinical supervision of staff in CAMHS
• To fully participate in, and contribute to, training events associated with
CAMHS /Cared for Children service.
• To attend regular case consultation meetings with senior colleagues.
• To maintain and develop skills in post graduate teaching, training and
supervision.
• To participate in an annual KSF Review process.
• To attend to CPD and training needs as identified in supervision and KSF
Review.


Clinical Governance and Research
• To participate in audit and evaluation of CAMHS
• To participate in evaluation of all clinical activity within the post and provide such information as required by the Clinical Lead of CAMHS and operational manager for CAMHS for the purpose of service monitoring and evaluation.
• To participate in all research activities associated with CAMHS as appropriate to this role and as required by the Clinical Lead of CAMHS
• To utilise theory evidence based literature and research to support effective practice.
• To represent a professional view point in relation to nationally accepted good practice and to ensure a high level of ethical standards and professional
conduct.

Qualifications:

We are looking for an enthusiastic and dedicated Senior Support Worker within our Bury Learning Disabilities Services to provide person centered support to 11 people across two sites with learning disabilities, physical needs and support needs, living in a supported living setting. The role will be to provide consistent, positive support. Each person holds their own tenancy and is supported to achieve independence and outcome-focused goals within their own person-centred plan.

Working with a highly skilled team of support workers, you will assist the Registered Manager in the management and provision of 24 hour support within the supported living settings.

You must have a good understanding of learning disabilities and person centered practice, as well as a commitment to developing the service and the staff team.

You will be responsible for

• Maximising service user outcomes by working closely with the service user, their family and friends, staff and involved professionals
• Developing and managing staff, including staff training, supervision and appraisal
• Supporting managers with business planning and service developments
• Supporting managers Quality Assurance and CQC compliance
• Auditing of service paperwork on a monthly basis
