The Senior Technician Reviewer (STR), is responsible for some of the most complicated, difficult, and unusual assignments and projects in the Branch. As a General Attorney (Tax) - Senior Technician Reviewer, you will:

• Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and, as assigned, to other officials in the Office of Chief Counsel on some of the most difficult, important, and complex professional legal and policy matters concerned with the work of the Branch, or which may affect the work of other Branches of the office, or other components of the Chief Counsel's Office. Matters involve detailed and extensive research on complicated legal problems and the development of recommendations as to the positions to be taken by the Branch and the Office. Considers questions that have broad legal ramifications and renders appropriate decisions. As necessary, participate in the resolution of some of the most complex technical problems presented by taxpayers or their representatives and performs other professional legal activities.

• Make recommendations on the need for initiating, consolidating, or eliminating programs and projects. Act as project manager, assign (in consultation with the Branch Chief) work to the attorneys within the Branch, advise them on approach to take, review work product, provide guidance in researching and analyze novel and uncertain points of law, and provide the Branch Chief with performance feedback of work performed.

The selectee will serve as an Executive Advisor in the Office of the Chief Financial Officer. Typical work assignments include:

• Participating fully with the Chief Financial Officer, Deputy Chief Financial Officer and financial management staff in the formulation and implementation of policies, plans, systems, and procedures to manage and continually improve the efficiency and effectiveness of the overall financial management program.
• Ensuring compliance with DHS policy through close interaction with key DHS leadership officials at both Headquarters and the field.

Major duties of the Senior Level Counsel include, but are not limited to the following:

• Acts as legal and technical expert to the Office executives on the most difficult, important, and complex professional legal matters arising in the administration of the Internal Revenue laws and in related litigation.

• Manages highly complex and significant special projects, including rulemaking. Selects and reviews project proposals, monitors work group needs and progress, and facilitates and expedites recommendations regarding these matters through the decision-making process.
• Coordinates the participation of the Office of Chief Counsel in the development of high-level reports and studies for use by Treasury and/or Congress.
• Personally, represents the Office of Chief Counsel and the Associate Chief Counsel (P&A) at top level IRS, DOJ and Treasury meetings and conferences, and in meetings with executives from other agencies where legal policy is developed and determined.

(1) Publicity and Staff Engagement

• Collaborate with cross-functional teams to plan and execute Fleet-wide initiatives aimed at fostering internal and external stakeholder engagement
• Coordinate staff communications, cohesion activities, events, and ceremonies to promote a positive organisational culture
• Develop creative publicity and communications strategies to showcase staff achievements, new initiatives, and projects across various media platforms

(2) Crewing Matters

• Oversee the timely application, renewal, and cancellation of certificates and documents for new and existing vessels, ensuring compliance with regulatory requirements
• Liaise with relevant authorities and institutions to facilitate inspection and documentation preparation for vessel licenses and certifications
• Coordinate with Fleet Operations team to facilitate crew certification renewals and ensure proper documentation upkeep
• Provide administrative support for vessel sales and charter agreements, including documentation preparation and coordination with business partners
• Ensure prompt preparation of vessels and crew for Outside Port Limit (OPL) jobs, including immigration clearance and departure/arrival applications
• Offer basic IT support and troubleshooting assistance for crew
• Perform any other ad-hoc duties as assigned

The successful candidate shall preferably possess:-

• A degree in Business, Business Administration, Maritime Business, Logistics or Supply Chain
• Minimum 2 years of working experience in the maritime and/or logistics industry
• Strong communication and interpersonal skills, and ability to engage with stakeholders at all levels
• Excellent critical thinking and numeracy skills, coupled with meticulous attention to detail
• Proficiency in the Microsoft Office suite of applications

JOB DESCRIPTION

· Answer phone enquiries and orders professionally and efficiently with the use of good telephone techniques, customer service, speed and accuracy

· Respond to customer enquiries and provide quotations to customers promptly

· Ensure timely and accurate processing of orders and issue billings accordingly

· Ensure procedures for processing of orders with specific restrictions and that require price approval are strictly adhered to

· Work closely with overseas agent/partner and customer for scheduling of shipment

· Check on vessel sailing schedule, source for quotations, negotiate rates with carrier and co-loader, and confirm booking with carrier

· Follow up and update customer on all shipment details, schedule and status

· Request loading plan from freight forwarder at least 2 working days before vessel expected time of arrival and share loading plan with customer; and coordinate on all loading issues

· Prepare and handle full set of shipping documents including but not limited to submission of dangerous goods form to carrier if necessary, transhipment and export permit, master bill of lading, house bill of ladings, certificate of origin application, tax invoice and arrival notice

· Send stuffing photos, tally sheet, shipping note and final summary to overseas agent/partner

· Arrange for cargo pick up, permit clearance and transfer; and attend to customer queries; and engage haulier services when necessary

· Check commodity harmonized system code if applicable

· Manage and coordinate the flow of information between customers, warehouse and the transport team concerning the status of orders, incoming shipments, arrangement for cargo pick up, engagement of haulier services, unstuffing of incoming shipments, delivery arrangement, wrong orders, returned/damaged goods, unavailable loading bay at customer site, direct reject of orders at point of delivery, etc

· Ensure that critical information with regard to urgent delivery, special timing request are communicated and follow up with the transport team till completion of delivery

· Liaise with customers to evaluate and establish actual reason for direct reject of orders at the point of delivery; and rectify the error when necessary and work with finance to process credit note promptly and accurately

· Work closely with accounts team to:

a. Resolve and reconcile credit note discrepancies against payment made by customers;

b. Resolve and reconcile price error in orders and generate price difference credit note upon receipt of approval from customers and the Company

· Exercise good customer service skill when managing difficult customers and/or customer complaints

· Verify and analyse information gathered from customers’ feedback; and resolve the issues on the spot whenever possible. Otherwise, work closely with the relevant department to ensure customer complaints are appropriately addressed, service recovery are carried out promptly and preventive actions are in place to prevent recurrence of similar issues

· Provide administrative support when necessary and this includes but not limited to filing, data entry, retrieval of documents, etc or any other duties assigned

· Analyse data pertaining to customer feedback and complaints to identify key focus areas; and propose and executive action plans to enhance quality of service, improve process efficiency and service standard so that optimal results are achieved

· Perform scheduled service call to customers semi annually to gather customer feedback and strengthen relations

· Other ad hoc duties as assigned

QUALIFICATIONS

· Minimum Diploma in Supply Chain Management, Logistics or relevant field

· Fresh Diploma/Degree graduates are welcome to apply

· Prior experience in customer service and/or in the logistics industry would be distinct advantages

· Knowledge in import/export shipping procedure, incoterms and documentation are added advantages

· Proficiency in Microsoft Office is a pre-requisite

· Excellent communications and interpersonal skills with ability to build key relationships across all levels with internal and external stakeholders

· Self-starter who is hands-on, motivated, flexible, meticulous, proactive and action driven

· Strong planning, organizing, prioritization and time management skills

· Strong analytical and problem solving skills with ability to identify and assess problems quickly; to apply judgment and recommend solutions within broadly defined guidelines
