• To conduct compliance risk assessment of the organization, including reports on ML/TF/PF inherent risks, residual risks and mitigating controls, on-going compliance status and on any findings of infringements and its recommended actions. This includes institutional risk assessment (IRA), product, business risk assessment and review of business units’ policies, procedures and process to ensure compliance.

The Associate Chief Counsel Corporate employs approximately 40 attorneys who work in our National Office in Washington, DC. These attorneys provide published guidance, field support, and legal advice on tax matters involving corporate organizations, reorganizations, liquidations, spin-offs, transfers to controlled corporations, distributions, to shareholders, debt vs. equity determinations, bankruptcies, and consolidated return issues affecting groups of affiliated corporations, among other matters.

As an Attorney-Adviser (Tax) - Assistant to the Branch Chief, you will provide a full range of legal tax advice and management related duties. You will perform the full range of legal work within the Branch, serve as a technical reviewer, and perform specific management duties as assigned. Assignments include but are not limited to:

• Assist the Chief in determining work priorities and work schedules. Follow up on work assigned to attorneys within the Branch and alert supervisor to any potential delays. Assist the supervisor in planning work to accomplished by Branch employees and determining work priorities and schedules for completion of work.
• Assist in the review of work products from branch employees and recommend to Branch Chief and/or Senior Technician Reviewer the acceptance or revision of work. Follow up to ensure accomplishment of work products, update supervisor on accomplishment of Branch employees, and provide guidance in researching and analyzing novel and uncertain points of law.
• Assist in ensuring that CORP's strategic plan, mission, vision, and values are communicated to the legal staff and integrated into the staff 's strategies, goals, objectives, work plans and work products. Work with the Branch Chief in initiating and implementing new or revised Branch procedures as necessary to improve workflow.
• Work with the Branch Chief to ensure an orderly flow work. Observe and recommend training based on needs and performance of Branch employees. Review briefs prepared by trial attorneys and, on occasion, prepare briefs for filing with the Tax Court. Furnish technical information, advice, and assistance in the development and drafting of tax legislation. Initiates, develops, and drafts regulations, revenue rulings, and other interpretations of the corporate tax provisions of the Code. Administer those provisions, including provisions for which precedents have not been established with respect to which the issues are highly controversial and sensitive affecting the Internal Revenue Service, and related matters.
• Respond to requests for private letter rulings, closing agreements, technical advice, and other advice or assistance of a technical nature submitted by taxpayers, authorized representatives, other divisions and branches of the Service and Counsel, Treasury, other Federal departments, state or local governmental agencies, and foreign governments. Review briefs prepared by trial attorneys and, on occasion, prepare briefs for filing with the Tax Court. Provide necessary expertise in developing the Service's litigating position.

The Senior Technician Reviewer (STR), is responsible for some of the most complicated, difficult, and unusual assignments and projects in the Branch. In consultation with the Branch Chief, the incumbent is responsible for the assignment of selected cases and projects to the attorneys within the Branch and for review of the work products. The primary work of the Branch involves the development and drafting of Internal Revenue regulations and considering recommendations for enactment of legislation and the promulgation of regulations, preparation of private letter rulings, revenue rulings, technical advice memoranda, General Counsel memoranda, and other advice memoranda addressing tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices. In addition, the Branch provides legal assistance and advice to trial attorneys in the field in connection with actions on decisions, preparation of briefs, handling of unusual technical problems, preparation for the trial of cases involving complicated technical issues, and problems related to appeal recommendations in Tax Court and refund cases. Many of the issues presented for decision are submitted after extensive consideration in the field and elsewhere. As a General Attorney (Tax) - Senior Technician Reviewer, you will:

• Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and, as assigned, to other officials in the Office of Chief Counsel on some of the most difficult, important, and complex professional legal and policy matters concerned with the work of the Branch, or which may affect the work of other Branches of the office, or other components of the Chief Counsel's Office. Matters involve detailed and extensive research on complicated legal problems and the development of recommendations as to the positions to be taken by the Branch and the Office. Considers questions that have broad legal ramifications and renders appropriate decisions. • Act as principal attorney in charge of recommending the policies and developing the procedures and regulations implementing new or amended legislation for specific areas of tax law and is responsible for ensuring that these policies, procedures, and regulations are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
• Perform activities in the Branch including legal assistance, document review, appellate recommendations, and litigation support. Many of the issues presented for decision are submitted after extensive consideration in the field and elsewhere. Problems presented cover a broad range of tax law issues involving numerous questions requiring interpretation of the Internal Revenue Code, tax regulations, published rulings, court cases and other technical materials.
• Make recommendations on the need for initiating, consolidating, or eliminating programs and projects. Act as project manager, assign (in consultation with the Branch Chief) work to the attorneys within the Branch, advise them on approach to take, review work product, provide guidance in researching and analyze novel and uncertain points of law, and provide the Branch Chief with performance feedback of work performed.

• Purchase Card authority - uses a government purchase card to pay reoccurring bills and purchase supplies and services, maintains records and reconciliation according to government purchase card policy.
• Submits payroll records in database and submits SF-52 personnel Action to service HR office.
• Work in an administrative office providing customer service in administrative functions to employees in the Pisgah District of the Blue Ridge Parkway.
• Budget work- included preparing program documents and record expenditures. Provide monthly statements of commitments, obligation and status of funds. Recommend program adjustments to resolve program discrepancies.
• Prepare travel documents and make travel arrangements.
