The Deputy Chief of Quality Management (QM) is a member of the executive administrative team and reports to the Director. The incumbent will work closely with the Chief of QM for ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk, and guides the organization through frequent interactions with other service chiefs.

The Nurse IV Deputy Chief of Quality Management (QM) functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. Demonstrates performance that is broad enough to improve the care for a group of patients. The Deputy Chief of Quality Management (QM) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.

The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. The Deputy Chief of QM oversees monitoring of corrective actions from survey findings and assists services who are performance outliers. Provides oversight for programs such as the Joint Patient Safety Reporting (JPSR), Tort Claims, and Peer Review. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. Leads QM staff through performance evaluations, provide guidance and support on culture changes, and change management projects.

The Deputy Chief of QM supports all QM work to include but not limited to Accreditation, System Redesign, Infection Prevention, Patient Safety, Risk Management, High Reliability Organization (HRO), Just Culture, and evidence-based practices.

The psychologist for the WNY HCS provides outpatient assessment and triage as well as individual, group, and family psychotherapy for acute and chronic mental health problems as an integrated member of the Primary Care Team. The Associate Medical Director will be expected to display the Trust values at all times. They will work as part of the collective leadership team which will ensure that effective and safe patient care is delivered in a person-centred manner ensuring that decision making is as close to the patient as possible. The Associate Medical Director will be working within a care group model as part of a collective leadership team (CLT), working to organisational requirements whilst influencing areas of direct operational managerial responsibility and clinical pathways with a proportionally shared accountability and responsibility for the quality delivery of services. Within the team, they will be the senior professional lead for doctors within their service with professional responsibility for standards of medical practice across all inpatient and Community teams. They will also lead on quality and safety developments across services. The Associate Medical Director and the CLT will provide a visible, accessible and authoritative presence in clinical areas upon which service users can rely to ensure that the fundamentals of care are right. The post holder will support the Lead Psychiatrist to provide professional advice on medical matters with responsibility for leading the medical workforce in their specialty or specific area of responsibility, ensuring continuous professional developments and clinical supervision practices and structures are in place and accessible for all doctors. Working closely with the CLT, they will ensure the provision of services within an integrated governance framework that is safe, effective and efficient and maintains standards against a broad range of local, national and statutory requirements and policies. In addition, they will support the Lead Psychiatrist to facilitate all doctors to be adherent with the professional fitness to practice obligations in line with GMC revalidation requirements. Act as the link between the services and the Medical Directorate in relation to specific areas of responsibility including workforce planning and performance management. The Post Holder, with Lead Psychiatrists, will take medical responsibility for attending relevant governance groups within their CLT ensuring there is a consistent approach to high quality, compliant, safe and effective practice. The Post Holder will be responsible for the line management of all medics within their Care Group specialty. As a member of the York & Scarborough Teaching Hospitals NHS Foundation Trust Board, the Chief Nurse is responsible for providing senior operational leadership and contributing to the strategic direction and service development of the Trust.

Some Key Responsibilities of this role include;

· To be accountable for developing and delivering the annual plan to ensure that the nursing, midwifery and AHP strategies are implemented across the Trust.

· Work collaboratively with the Medical Director to develop a culture which embeds clinical governance throughout the Trust and monitor its effectiveness, ensuring compliance in the regulatory standards frameworks.

· Responsible for ensuring robust clinical governance processes and advising the Trust Board of all significant clinical governance issues.

· Responsible for the Trust’s submission to the Care Quality Commission (CQC) ensuring that robust processes are in place to achieve compliance.

· To be accountable for the Chief Nurse budget including the requirement to meet cost improvement targets that do not compromise the level of patient care delivered.

· To be responsible for developing, implementing and monitoring standards of nursing and patient care including responsibility for achievement of local and national patient care quality standards reporting progress and/or variance where appropriate to the Trust Board.

ROLE SUMMARY

• The clinician medical monitor may contribute towards providing medical and scientific expertise and oversight for Clinical Trials.

• The clinician medical monitor may be required to design a development strategy for multiple protocols designed to obtain worldwide approval for a compound or group of compounds.

ROLE RESPONSIBILITIES

Accountable for safety across the study:

• Provide study team with medical advice for all medical issues during risk assessment and mitigation planning to enable quality, compliance and patient safety at the trial, site and patient level.
• Ensures development of and adherence to the Safety Surveillance Review Plan (SSRP). Consistent with the SSRP, performs and documents regular review of individual subject safety data, and performs review of cumulative safety data with the safety risk lead. As appropriate, the clinician medical monitor may delegate these responsibilities to the study clinician scientist identified in the SSRP. The specific components of safety data review are detailed in the appropriate SOPs and the “Safety Data Review Guide – for Clinicians.”
• Monitor study safety issues and provide input to serious adverse events (SAEs) reports. Provides appropriate medical context in terms of risk factors, medical history and other important medical factors required to put the SAE or AE into appropriate medical context.
• Participates in the Safety Review Team to evaluate medical benefits/risks to support targeted clinical indications.
• Reviews literature as needed to respond to safety questions or those posed by the Safety Review Team, Data Monitoring Committee (DMC) or other individuals or bodies involved with the study.
• Communicates safety information to sites across the study and provides responses to questions on safety.

Protocol design and strategy:

• Contributes towards the medical input during protocol development and updates to the clinical development plan.
• Work closely with other medical monitors to ensure that documents (protocol, Informed Consent Document [ICD], etc.) meet regulatory requirements and company policy and has been reviewed by IRB/IECs.
• Provides medical input into country feasibility.

Support study team

• With supervision of medical monitor (director/Sr director) provides clinical input to protocol/study team for monitoring guidelines, statistics analysis plans, ICDs, clinical review forms, data edit checks, data quality planning, as needed
• Contributes to contract research organization / vendor selection to ensure study is conducted consistent with protocol requirements, clinical plan expectations, and study timelines; this includes ensuring medical/technical requirements for data integrity are applied.
• Works with study team to ensure high quality of data e.g. appropriate patient population, adequacy of clinical assessments as study is ongoing.
• Contributes to medical review and interpretation of efficacy and safety data from clinical trials; this includes delivery of top-line report in collaboration with study statistician, and delivery of clinical study report in collaboration with medical writer and accountable for overall quality and timeliness of analysis and reporting.
• Provides protocol specific training to study team, investigators, clinical research associate, and others.
• Interacts with healthcare professionals at sites during the conduct of the study to enable quality, compliance and patient safety at the trial, site and patient level.
• Interacts with DMCs and steering committees as required.
• Notifies appropriate study team personnel of the need to inform investigators of any changes in research activity and any significant new adverse events.
• Monitor investigator compliance with protocol and regulatory requirements.
• Support study team in issues resolution, study closeout, audit responses, inspection readiness, etc.

• Supports the program team:
• Under supervision (director/Sr director) authors clinical sections of regulatory documents (Investigator Brochure, Annual Reports, Investigational New Drug sections, clinical study report).
• May co-author abstracts, posters, presentations and publications.
• May contribute budget execution of protocols.

Interact with regulatory authorities, key opinion leaders, and principal investigators:

• May support Clinical Regulatory Authority interactions accountable for providing responses.
• Liaise with Key Opinion Leaders and Principal Investigators in countries to build a Key Opinion Leaders /Principal Investigators network for new trials.

BASIC QUALIFICATIONS

• Licensed by a health authority to prescribe medicines (independent of supervision) for at least one year (post "intern/houseman" year) and has utilized the license to prescribe medicines in a patient care setting for an aggregate duration of at least one year.
• Possesses the ability to critically evaluate medical/scientific information.
• Excellent written an oral communication.
• Understands the design, development, and execution of clinical programs and studies.
• Capacity to adapt to a fast pace and changing environment

PREFERRED QUALIFICATIONS

• Medical degree (M.D./D.O. or equivalent).
• Documented work experience/knowledge of statistics
• Training and experience in infectious diseases and/or infection control in the hospital setting is preferred.
• Experience with investigational clinical trials is preferred.
• No pharmaceutical industry experience required

The annual base salary for this position ranges from $173,300.00 to $288,800.00. In addition, this position is eligible for participation in Pfizer’s Global Performance Plan with a bonus target of 22.5% of the base salary and eligibility to participate in our share based long term incentive program. Pay Range

Salary: $175,000 - $250,000

The pay range above represents the anticipated low and high end of the pay range for this position and may change in the future. Actual pay may vary and may be above or below the range based on various factors including but not limited to work location, experience, and performance.
