The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Major Duties:

• Assists in responding to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies, and personnel; notifies authorities as situation dictates. Implements search plan for missing patients; informs next-of-kin of search status, as appropriate. Observes for safety, potential problems, and takes corrective action. Assists with computer issues during non-business hours.
• Acts as an advisory resource to all personnel assigned to other than normal tours of duty, such as medical clerks, telephone operators, file room personnel, admitting and clinic clerks and Contact Representatives.
• During off tour hours has the authority to administratively approve and coordinate tests and procedures which cannot be done at the VA medical center. Can locate available resources and authorize VA payment of services at community hospitals or resolves in accordance with established sharing arrangements. Has the authority to coordinate patient referrals and transfers to and from the medical center from VA and non-VA medical facilities, including the necessary transportation arrangements.
• Receives phone calls and provides patient advocate support to Veterans and their family members after hours. Are trained to answer PATS-R patient complaints and concerns representing the service. Will also serves as a main telephone operator when switchboard is not in operation.
• In a support role can assist as needed in faxing requested medical records to other hospitals, requesting release of information from other hospitals, creating, or cancelling ED appointments in scheduling system, and notarizing advance directive for patients and staff. Assists ED providers with getting medical records on patient's in JLV, prints armbands for ED patients, and scans medical records into patients chart.
• The incumbent will assist in any scanning backlogs by scanning medical documentation into the Computerized Patient Record System (CPRS) to ensure patient safety and patient quality of care. The incumbent follows directive VHA Directive 1907.07 and local policies on scanning appropriate documentation into the Veterans medical record.
• Monitors fire system, refrigerator temperature alarms, fire alarms, and intrusion alarms and codes. Notifies all appropriate personnel when necessary following facility protocol.

The incumbent performs the following duties:

• Directs the work of others to provide timely service for patient testing. Plans work schedule of subordinates to insure blood drawing and sterile urine collection coverage on all nursing units, outpatient clinics, central accessioning and processing allowing for unexpected changes in workload considering shortages in staff and emergency situations which demand that strict deadlines are met.
• Coordinates with area supervisors and the Chief of Phlebotomy, in handling day-to-day problems and solutions to unusual problems. Communicates with patients, doctors, head nurses, and other nursing staff on a daily basis to provide pickup service to the nursing units. Contacts nursing and laboratory personnel when mutual problems arise regarding the quality or promptness of specimen collection. Investigates complaints received regarding the collection and/or delivery of specimens.
• Provides input on annual evaluations of members of the team which is reviewed by the supervisor and Chief of Phlebotomy. Recommends awards, step increases, reprimands, separations, or recognitions for outstanding performance of team members. Counsels and makes recommendation for personnel actions. Accounts for the attendance and floor assignments during duty hours in order to ensure prompt and efficient services within the Clinical Center and the Outpatient Clinics.
• Performs complex accessioning routines required by the update of the laboratory information system (LIS) to match tests requested to number and type of specimen tubes received in order to properly account for all orders on the patient. The sophistication of the LIS requires additional clerical work in obtaining the proper labels for tests and in maintaining the paper transmittal sheets for easy retrieval.
• Enters orders into the Clinical Research Information system (CRIS) for outpatients according to the complex research protocols requirements. This requires clerical duties to match handwritten orders to the patient visit and entry of the appropriate request in the CRIS.
• Trains members of the Phlebotomy Service in the accessioning and processing functions as well as higher grade Medical Technologists from other Services within the Department of Laboratory Medicine to accession and process specimens for evening, night, and weekend coverage. Instructs users to access the Clinical Research Information system (CRIS) and to enter test results and order comments into the computer.
• Instructs phlebotomists regarding specimen acceptability based on sufficient volume of specimen for the test(s) requested, proper container, transport media, and other conditions. If the specimen is not sufficient, incumbent contacts the requesting physician to see if there are any particular preferences for certain tests over others; incumbent makes sure the preferred tests are performed first.
