The Lead Medical Support Assistant (LMSA) in V16 Clinical Resource Hub is assigned to the Central Arkansas Veterans Healthcare System, Little Rock, Arkansas. The LMSA will normally work at the HUB located on 900 South Shackelford Road, Little Rock, AR or remotely. The LMSA Performs duties related to the receipt, intake and indexing of health and administrative information and will interface with personal computer (PC) applications as well as numerous Vista applications. The LMSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow.

The primary duties of the Lead Medical Support Assistant (LMSA) may include but are not limited to:

• Assuring coverage of all areas of responsibility.
• Conducting ongoing reviews to ensure quality of work.
• Ensuring accurate and timely scheduling of appointments.
• Providing guidance to staff members to include changes in policies and procedures.
• Distributing and balancing workload.
• Creating and maintaining employee work schedules.
• Orienting and providing on-the-job training for new and current employees.
• Ensuring all training requirements are met.
• Organizing the work structure of the assigned areas.
• Acting as a liaison between MSA and staff in order to resolve day to day conflicts.
• Planning and organizing work with general assistance from the supervisor.
• Reporting special assignments and only referring the non-routine and high technical problems to the supervisor.
• Reporting backlogs, difficulties in meeting deadlines, uncooperative physicians, and difficulty in securing information from clinicians or the record.
• Maintaining confidentiality of the information obtained to carry out required duties.
• Communicating with physicians, case managers, and other allied health professional staff regularly while using sound interpersonal skills.
• Working independently to make decisions based on guidelines, precedents and regulations and performs duties in such a manner that minimal supervision is required.

• The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
• The incumbent will be assigned to one of the following branches within the Human Resources Operations Center: Recruitment and Placement, Benefits and Retirement, Processing/Records, and/or Classification.
• Responsible for the pre-employment process to include extending tentative job offers, initiating and tracking drug testing and medical reviews, establishing start dates, and responding accordingly to inquiries while providing continual HR support.
• Researches and applies laws, regulations, policies, and precedents of Federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs to provide advice and guidance to management, employees, and beneficiaries.
• Responsible for processing personnel and payroll actions to include coding, calculation of service computation dates, within-grade increases, pay adjustments, system errors, and accessions and separations into the National Finance Center (NFC).
• Reviews requests for personnel actions for accurate information and data integrity; responsible for periodic quality reviews and ensures personnel actions are processed within established timelines.

• Use personnel computer, word processing and/or other office automation equipment and various software programs to produce correspondence, memorandum, directives, forms reports; create or maintain spreadsheets or databases, etc.
• Respond to customer inquiries on such matters as procedures for filing applications, status of recruitment announcements, kinds of vacancies in the organization serviced and hiring procedures and announcements.
• Provide recruitment and placement support services to HR Specialists including planning, coordinating, and developing facts related to problems that arise in the area of responsibility.
• Assist in recruitment activities by arranging for physical examinations, verifying veterans preference, making job offers, coordinator EOD/release dates and processing pre-appointment security checks.

• Provides technical support to HR Specialist performing centralized work in HR information systems.
• Performs information system related functions such as: resetting passwords; granting or removing system access; assigning roles; locating missing information; entering data into information systems; collecting information from the field.
• Updates and/or maintains HR information systems guidance and material maintained on internal and external websites.
• Conducts audits of existing files and data bases.
• Serves as point of contact and provide technical assistance to the field in resolving system problems as they relate to the operation of the automated HR systems, such as those pertaining to system access, account creation, activation, coding.

• Provides technical support by performing a variety of recurring assignments using practical knowledge of rules, regulations and processes related to HR systems.
• Provides information and advice on routine functions of automated HR systems.
• Performs miscellaneous clerical work in automated HR systems
• Performs a variety of routine computerized queries using automated HR systems.
• Prepares memos, reports and/or correspondence using practical knowledge of reporting and correspondence practice and procedures.

Specific duties include (but are not limited to):

- Provides guidance and technical direction for accomplishing the work of the unit or team.
- Ensures the work assignments of employees in the unit or team are carried out.
- Works with the supervisor in the assignment of functions to team members to meet routine and unusual deadlines and priorities.
- Serves as work leader, ensuring the work assignments of employees in the unit are carried out.
- Distributes and balances workload and tasks among employees in accordance with established workflow and/or job specialization. In case of a shortage of personnel due to scheduled or unscheduled leave, responsible for filing in and for distributing the workload to other team members to ensure smooth workflow.
- Ensures the timely accomplishment of assigned tasks and ensures that each employee has enough work to keep busy. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities.
- Maintains current knowledge and answers questions about other employee's procedures, policies, and directives.
- Monitors and reports on the status and progress of work, checks on work in progress, and reviews completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
- Obtains assistance and/or need information from the supervisor on problems that may arise or backlogs that cannot be disposed of promptly.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-08.

• Lead Responsibilities: Monitors patient flow and the initiation process for establishing patient information, assisting as needed to achieve a smooth efficient operation. Help to ensure the financial success of the practice by adhering to the center's established operational budget. Serves as a preceptor to all new staff level personnel. Ensures all clinical staff are in-service on any new equipment or procedures performed in the office. Monitors inventory needs based on set levels of need. Monitors storage of all inventory, ensuring all supplies are maintained in a neat and orderly manner. Processes orders for medications and supplies in a timely manner. Receives incoming supplies and verifies for completeness. Assist Practice Administrator with resolving any patient care issues or patient complaints. Verifies accuracy of each employee’s time by comparing actual to detail as distribution payroll reports are received. Monitors clinic repair needs, submits work order. Assist Practice Administrator with maintaining petty cash fund as needed. Organizes monthly invoices for Practice Administrator to approve, then sends approved invoices to accounts payable for payment. Communicates employee issues with the Practice Administrator, resolves issues according to process established. Assists Practice Administrator with employee job performance evaluations by providing feedback on the performance of all clinical staff. Coordinates duties and needs of the clinic in conjunction with Practice Administrator to ensure an efficient and effective operation. On an as needed basis, assist with monthly staff work schedules, assigns and monitors staff lunch/break schedules, and orders supplies using Lawson or PSS ordering systems.
