• You will provide classification and position management advisory services in a college/university environment.

Advisory/Consulting Services

An authoritative subject matter expert providing advisory services on the evaluation, development and management of compensation management programs; specifically Federal HR programs, policies, and guidance related to Title 5 and Title 38 compensation. Provides policy interpretations on interrelated program and policy issues that are sensitive, highly complex, visible, and controversial and/or involve more than one HR functional area.

Policy Development and Guidance

Develop and write compensation documents to include policies, delegations of authority, IHS circulars, special general memorandum, standard operating procedures, fact sheets, memorandum, delegations of agreement, and leadership briefings. Applies an in-depth understanding of compensation decisions and precedents to modify or establish new HR policies, and guidance.

Program Evaluation

Independently conducts and/or directs the conduct of surveys, studies, or evaluations relating to Title 5 and Title 38 compensation. Determines scope of project based on initial discussion with senior management officials. Manages the project to include data gathering, analysis, and report writing phases. Continually evaluates approval processes, taking into consideration HHS and OPM requirements, to develop more effective and efficient HR processes. Utilizes automated OHR systems, for recruitment and personnel processing as well as IHS and HHS databases, to fully support policy and program evaluation activities. Analyzes vacancy rates, turnover rates, compensation data and other pertinent information to determine which occupational series most need a Title 38 SSR or an increase to an already authorized SSR.

Compensation Management Case Auditing

The purpose of this position is to provide a variety of legal administrative, operations and support services. This position serves as Executive Assistant (legal) to the General Counsel, independently performing a wide range of confidential and sensitive assignments requiring an intimate knowledge of the supervisor's priorities and interests concerning current HHS issues

• Provides technical advice to all USCYBERCOM components/elements on the development, implementation, and administration of CHR programs; the interpretation and clarification of CHR policies, regulatory guides, and laws.
• Provide technical advice on the planning and reshaping of a workforce that is responsive to changes in mission; and works to develop solutions to complex problems of CHR program improvement.
• Provides guidance and/or administrative support specifically regarding civilian awards, decorations, performance evaluation, employment, restudies, realignments, retirement, pay systems, training, foreign travel, leave and overtime.
• Performs liaison functions with the Cyber Civilian Human Resource Service Center (CHRSC).
• Resolves complicated, substantive issues affecting major administrative programs and unique Joint requirements, identifies personnel needs and problems, and proposes new organizational structures, realignment of functions, and/or staffing levels.
• The decisions/ recommendations impact current and future USCYBERCOM personnel, so the employee works independently or with others, receiving input or support from other analysts and subject-matter specialists, as needed.
• Disseminates Command information to the civilian workforce via an electronic bulletin board, local area network, and other means.
• Plans, conducts, and implements/participates in complicated and comprehensive analytical studies of structures, proposed reorganizations and/or realignment of USCYBERCOM functions, and staffing level changes, and determines span of control.
• Tracks authorized and assigned workforce while keeping management informed of workforce authorization versus on-board issues.
• Provides substantive management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work-plan(s) for organizations whose operations are interrelated and unpredictable.
• Reviews human resource management directives, policies, procedures, requirement, etc.; briefs the Commander and affected supervisors on significant changes; and, when necessary, drafts supplemental internal implementation instructions.
