The Deputy Chief Data officer is responsible to assist the CDO in overseeing the implementation of the Board's data strategy in the areas of data management, data governance, innovative data capabilities development, and legal and regulatory compliance in support of the Board's missions and strategy. The Deputy CDO is also responsible for leading the internal operations of the OCDO, facilitating data-driven decision-making, and ensuring that the data needs of the Board are met. The deputy CDO is expected to be abreast of latest industry trends and developments related to data, build close partnership with data practitioner communities in the Federal Reserve System and other federal financial regulatory agencies, and be willing to perform other duties and special projects as needed.

Responsibilities

• Reporting to the CDO, assists the CDO to oversee the Board's Data Program. In conjunction with the Board Data Council and the OCDO leadership team, is responsible for developing the strategic roadmap, priorities, and specific work activities of the OCDO.
• Provides technical leadership and strategic guidance to the OCDO teams on Board data strategy, data governance policies, enterprise-level data operations, and data capability development initiatives.
• Oversees a portfolio of data governance and information management initiatives. Supports initiatives to improve the business value of data, including the discoverability, accessibility, quality, and usability of enterprise data assets. Plays a significant role in the compliance with legal and regulatory requirements on data and information management.
• Oversees the activities to be compliant with all data-related legal and regulatory requirements, including but not limited to Paperwork Reduction Act (PRA), OPEN Government Data Act (OGDA), Financial Data Transparency Act (FDTA), etc.
• Leads OCDO efforts in conducting ongoing reviews of the existing Board data management technologies and systems. Provides advice and guidance to Board leadership in the design and development of data management technologies. Leads modernization and maturity efforts for OCDO data management technology.
• Represents the CDO at internal and external meetings with Federal government leaders and other partners on topics that benefit the Board's data program, oversees and facilitates workgroups established under the auspices of the Board Data Council, and works closely with the OCDO managers on data management improvements, program management, communications, and training.
• Develops effective communication plans and gains necessary user buy-in.
• Builds and manages a team of highly capable and effective data governance and information management professionals that contribute to the overall data management maturity of the Board.
• Coaches OCDO officers and managers in talent development, employee relation management, and in sustaining a diverse, equitable, and inclusive culture.

As the Chief Technology Officer you will:

• Responsible for developing an enterprise-wide Information Technology, digital transformation, emerging technology, and business strategy.
• Lead innovation efforts with technology solutions related to software development,visualization, business analytics, and AI/ML to drive operational transformation while ensuring data, privacy, records, and cybersecurity compliance.
• Plan and execute an iterative strategy for scaling an IT organization from startup phase to mature.
• Redesign key business processes to increase efficiency and improve user experience through continuous development, feedback, and delivery.
• Manage and execute technical plans to ensure that DOE follows a consistent framework using best-fit technologies, to safeguard continuously identifying and moving DOE towards its target architecture.
• Represent OCIO/DOE by providing independent programmatic and technical expertise with industry, academia, other Government agencies, Congress, Office of Management and Budget, White House staff, and international and foreign organizations

As a Director for Financial Technology, you will:

• Serve as a central point of contact for all regulated entities on fintech related risks, and emerging financial technology matters and lead the OFT team activities for banks and fintech firms to interact with the OCC regarding those areas outside of the OCC direct supervision capacity.
• Serve as an expert advisor to the Deputy Comptroller (DC) and Chief Financial Technology Officer (CFTO), other Deputy Comptrollers, and the SDC for BSP, as well as provide expert advice and briefing for the Comptroller and the Executive Committee as appropriate on all matters regarding new and emerging financial technology within the banking and financial services industry.
• Under the leadership of the CFTO, implement the OCC's Responsible Innovation Framework, by directing Office of Financial Technology (OFT) staff on its key components including outreach and technical assistance, awareness and training, coordination and facilitation, and research and interagency collaboration. Identifies and leverages existing programs, structures, and processes to ensure that fintech initiatives efficiently integrate with and complement established OCC operations.
• Manage the development of OCC policy materials related to emerging products, services, processes, and technology within the OCC's supervised financial entities, including nonbanks, and banks' fintech partners.
• Continually evaluate the implications of innovative developments within the financial industry against the expertise of the OCC staff responsible for bank supervision and support initiatives to expand the examiner skill set related to financial system innovation and technologies, (such as distributed ledger technology and model risk management), alternative recruitment efforts (e.g., targeting
  non-traditional skills such as advanced information technology, cybersecurity, and mathematical modeling), and expanded rotational assignments.
• Lead, motivate, and develop the OFT staff and determine resource needs and obtain appropriate/necessary approvals to meet resource requirements and ensure understanding of OCC goals, initiatives, and programs by all employees.

Recommends to the Executive Staff and monitors compliance to approved uniform standards regarding training, resources, and operational development for institution crisis management teams.

Responsible for establishing a system of records needed to support assigned emergency functions, and computerizes these records for quick retrieval and evaluation.

Reviews training programs for content, accuracy, effectiveness to ensure that standardized and approved techniques are being taught and utilized.

Responsible for the development and supervision of Emergency Programs training programs at the national level.

Under the general direction of the Deputy Chief Information Officer, the Associate Chief Information Officer (ACIO) for Application and Digital Solutions leads the Office and advises the DOT CIO on enhanced application development and digital solution strategies to optimize business processes and achieve DOT's strategic goals.

The Associate CIO provides expert guidance and insight regarding an array of technology initiatives and develops recommendations and strategies to facilitate their implementation in a strategic and innovative manner. The candidate also serves as an expert on DOT’s application development and digital solution initiatives, providing guidance to OCIO leadership on system modernization in a manner consistent with DOT’s mission and program objectives.

The ACIO establishes a clear vision for modernizing and stabilizing systems managed at DOT. Serves as a digital solutions adviser, steward for improving system stability, liaison for implementing modern techniques, and developer of new digital solutions. The incumbent serves as the principal advisor to OCIO leadership, introducing new technologies and digital transformation strategies for applications throughout DOT and the national transportation infrastructure. Stimulates the use of innovative solutions by: providing guidance during program planning, resource acquisition, and allocation processes; participating in the program systems planning processes as a thought leader and change agent; and developing supporting plans that are aligned to DOT’s strategic goals.

The ACIO encourages the utilization of emerging technology to improve services and reduce costs. The incumbent analyzes IT resources to better match capabilities with technology demands and overall Departmental interests. The incumbent continuously advises top leadership on major IT products and/or service delivery issues and recommends improvements to IT initiatives, as appropriate.

This position is located in Washington, DC and offers a hybrid schedule of 3 days onsite, 2 days remote.

Basic Qualifications

• 5+ years served in a leadership rol
• Significant full-stack experience, with deep expertise in back-end technologies (C#, .NET Framework, Web API, Node, Data storage, SQL, etc.)
• Strong written and verbal communication skills; Must be able to communicate at a level appropriate to the audience (direct reports, peers, and senior management) 
• Excellent team building, negotiation and consensus building abilities. 
• Ability to motivate and build high performance software development teams. 

Preferred Qualifications and Skills

• Real world experience designing and implementing complex application architectures on Amazon Web Services. 
• Experience with testing frameworks such as Cypress, Jest, Mocha, and Chai. 
• Expertise building common/shared JavaScript module packages. 
• Expertise with Analytics presentation tools like D3 and/or Google Maps API. 
• Experience with Docker and container orchestration. 
• Commercial Real Estate (CRE) or Residential Real Estate knowledge is a bonus.
