Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. • Evaluates accomplishment of the surface maintenance program to ensure systems and programs are functioning properly; effective utilization and maintenance of equipment; and that projects are accomplished within established deadlines. Adjusts major scheduling of projects, as necessary, to meet changing requirements. Evaluates and ensures that results of equipment surveys and cost feasibility studies for additions or changes in the surface maintenance program are consistent with the latest technical developments and the needs of the state.
• Directs inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. Analyzes maintenance activity inspection reports and directs corrective action when necessary.
• Directs and coordinates the correction of maintenance deficiencies affecting unit readiness. Analyzes maintenance production impacting equipment readiness. Responsible for authorizing the level of maintenance to be performed at Table of Distribution and Allowances (TDA) for maintenance activities. Serves as a member of appropriate Authorized Stock List (ASL) review board(s). Directs and controls activities related to materiel readiness, including the Maintenance Assistance and Instruction Team and Command Maintenance Evaluation Team programs, to ensure efficient operation of all facilities and organizations.
• Serves as program manager for surface maintenance funds. Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee. Ensures funds are obligated in accordance with the state budget plan. Advises and directs others regarding surface maintenance related funds.
• Conducts staff conferences to outline priorities and collaborate on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility remodeling, etc.
• Exercises significant responsibilities in dealing with, or advising, higher ranked officials of other units or organizations. Assures that manpower requirements are met and coordinates through the DOL to provide manpower requirements justifications and other necessary information. Allocates available manpower resources. NATURE OF WORK This is technical work assisting the Director of Senate Security in the management of Sensitive Compartmented Information Facilities (SCIFs) within the Senate, ensuring compliance with Intelligence Community Directive (ICD) 705. The areas of responsibility include routine inspections, updates, and construction of secure spaces. Additional work includes projects to support cleared facilities management as well as assisting the Office with technical and communications security matters. • Managing staff, this includes but is not limited to; Behaviour, workload, quality, tasking, hours worked, holiday, sickness and absenteeism (Monitor using Bradford Factor).
• Complete 6 and 13-week probation reviews and annual staff appraisal
• Provide cover for Supervisors and Team leaders when needed.
• Ensuring that Supervisors, Chargehands/Foreman carry out their jobs correctly, adequately
• supervise all staff to ensure they work safely and that they complete all Daily Activity Briefings, Toolbox Talks and Daily Plant Checks (DABS, TBT, Plant Forms are to be handed to the Manager for checking on a weekly basis then passed to the SHEQ Team)
• Ensuring that all staff are trained and competent before being given a task and that any new starters, agency or temporary workers are inducted and trained and that these training records are completed and returned to the SHEQ Department
• Raise & submit a monthly Maintenance Reports for all sites to clients and the Ops Manager to include progress, issues, defects, works completed, works due/overdue for all sites
• Keep the Ops and Commercial Manager informed of any site damage and any contractual issues Liaise with all allocated Clients maintaining a high level of communication
• Attend all Managers, Department and Client meetings as and when required
• Raise quotes for any extra work (via the Commercial Manager) with the Client ensuring that the works are accurately costed and profitable
• Order materials required for the works
• Manage & maintain all allocated vehicles and machinery in a proficient manner
• Producing and updating Method Statements and Site-Specific Risk Assessments for all their works using allocated forms and ensuring that staff read and sign these method statements.
• Carryout a monthly SHEQ Audit
• Organising the summer watering schedule, labour, bowsers, standpipes, standpipe licences etc and ensuring all trees and large shrubs and GM sites including planters that are under warranty/defects liability / contract are watered
• Organising Winter Drain Down & Spring Start Up on irrigation systems for all Contracts
• Profitable running of Grounds Maintenance (GM) Contracts
• Raising a Master GM Work Schedule
• Ensuring GM Contracts do not suffer excessive plant and tree defects
• Liaising Suppliers to ensure GM Machinery is well maintained
• Monthly checks of all GM Staff spray books
• Keeping the GM Stores and Pesticide stores tidy
• Organising staff parking in London, paying for parking on the credit card or organising advances from accounts, collecting staff parking receipts and returning them to accounts
• From time to time helping to manage small Construction Soft Landscaping projects
• Assist the company in complying with our Carbon Reduce policies, targets and objectives
• Any other duties required by the Ops Manager or Frosts management team

Training & Experiance Required

What you'll be doing;

• Drive, plan and manage daily operations of the maintenance department, servicing both the MRF and the MBT as well as to a lesser extent the Transfer Station, the Weighbridge and the HWRC. This includes driving the timely completion of PPM tasks, the delivery of appropriate corrective maintenance works and the optimised management of breakdowns (reactive maintenance).
  
• Manage and hold accountability for the maintenance budget and costs.

• Fully responsible for H&S of the maintenance team and activities. Strongly contribute to H&S of all operations across the IWMF.

• Fully accountable for all maintenance department staff, circa 10 employees (technicians, fitters mates, graduates and apprentices).
  
• Maintain a high standard of staff performance, quality of work and accountability through coaching, training and development.
  
• Work in harmony with other departments of the plant to ensure robust communication and enhanced operational efficiency, as well as innovative problem solving.
  
• Maintain and develop a portfolio of reliable engineering contractors that bring value for money, covering all the equipment and asset maintenance needs across the plant.
  
• Lead on most of the significant asset improvement projects, improving operations and safety across the plant.
  
• Liaise with relevant internal and external stakeholders including: contractors, central Technical Direction, equipment and parts manufacturers, industry specialists, and many others.

Job Purpose

The post holder will deputise for the Head of Facilities Management in their absence for all non-security related Soft FM Services, ensuring that they are efficient, effective, of high quality, and value for money.

Contract Management

* To assist the Head of Facilities Management in the pro-active operational management of contracts, including Catering, Cleaning, Feminine Hygiene, Waste Management, Pest Control and Landscaping.

* Assisting with regular contract meetings to an agreed schedule to discuss and record progress, performance, stakeholder feedback, commercial matters, resources and any areas for improvement as per Contract Checklists.

* To undertake regular quality audits in support of Key Performance Indicators and customer satisfaction. * To provide monthly management information to give an objective picture of contractual performance.

* To assist the Head of Facilities Management to procure, mobilise and establish contracts working with Procurement, PAF Managers and key stakeholders to procure high quality, effective, value for money facilities services contracts.

H & S Compliance

* To ensure compliance with all Health and Safety Legislation relating to areas of operation reporting to the post. Conduct risk assessments and spot checks of PaF contractors and staff to ensure compliance with Health and Safety legislation and the University's own policies.

* Maintain a thorough working knowledge of fire safety and evacuation procedures, assisting with the management of evacuations, drills, inspections and other safety tasks or actions as required

Job role/responsibilities:
To provide leadership, ownership, accountability, and direction across the Facilities Management department to support delivery of the constabulary's strategic aims and objectives.

• Experience of contract management and tendering processes in line with established Force procurement practices and frameworks.
• An understanding of capital accounting, use of Red Book valuations and RICS service charges code of practice.
• Experience of managing and knowledge of RICS GP Surveying, compliant valuations, including asset, market, and insurance.
• Experience of preparing and delivering management information, briefings, and reports.
• Negotiating and influencing with a wide range of internal and external stakeholders.

Qualifications required:

• Degree in Business or Facilities Management or equivalent qualification.
• Qualification in a relevant Health and Safety area, e.g. IOSH or NEBOSH.
• Membership of professional body (e.g. IWFM, CIOB).
