The Conservation Section is responsible for all work related to the assessment, stabilization, and conservation treatment of artifacts on paper and other substrates in the Library's special collections and works closely with all custodial divisional representatives to develop, establish, coordinate and carry out a comprehensive, Library-wide conservation program appropriate to the collections' needs. The incumbent serves as a Section Head and is responsible for work conducted in this section, which includes assessments, surveys, treatments, documentation, and housing of paper format collections and paper artifacts; preparation of collection items for exhibitions and loans; research into optimizing paper conservation treatment methods and protocols; participation in the division's intern program and other teaching and training programs; and creation of publications, reports, and guidelines.

As Section Head, reporting to the Chief of the Conservation Division, the incumbent manages and supervises staff at grade levels GS-09 through GS-12. Provides administrative and technical supervision needed for accomplishing the section's work. Performs administrative and human resources management tasks related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system and ongoing informal discussions throughout the year. If needed, develops work improvement plans to improve productivity and/or the quality of conservation services. Ensures subordinates receive training to successfully perform and fully comply with Library of Congress regulations. Ensures personnel management in the organizational entity under supervision is accomplished without regard to race, color, religion, sex, age, handicap, or national origin. 

Plans, distributes, and reviews conservation activities undertaken by Paper Conservation Section staff. Oversees all section activities performed by staff and contractors, including conducting condition surveys of internal collections and individual items, technical analyses, developing treatment plans and selecting or designing and creating appropriate housings, conducting conservation treatment, documenting item condition and treatment, and preparing collections items for loan, exhibition, or short-term displays and other usage preparations for paper-based items such as broadsides, charts, drawings, graphic prints, manuscripts, maps, posters and sketches. 

Upon request by the Chief of the Conservation Division, designs centralized and mission-specific projects using established and/or proposed program objectives.  Manages divisional programs and projects with a focused, mission-specific scope. Identifies and implements needed actions concerning development, implementation, monitoring and evaluation of preservation programs and projects. Submits program goals and reports monthly, quarterly, and annual results to the Division Chief.

Develops, establishes, and maintains professional relationships with librarians, curators, exhibition office staff, and other specialists to share resources and information to coordinate workflow, project planning and policy development in the Library. As a consultant, provides technical recommendations on the conservation and/or preservation of Library materials.

As a GS-07 General Engineer/Physical Scientist, you will:

The Senior Technician Reviewer (STR), is responsible for some of the most complicated, difficult, and unusual assignments and projects in the Branch. In consultation with the Branch Chief, the incumbent is responsible for the assignment of selected cases and projects to the attorneys within the Branch and for review of the work products. The primary work of the Branch involves the development and drafting of Internal Revenue regulations and considering recommendations for enactment of legislation and the promulgation of regulations, preparation of private letter rulings, revenue rulings, technical advice memoranda, General Counsel memoranda, and other advice memoranda addressing tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices. In addition, the Branch provides legal assistance and advice to trial attorneys in the field in connection with actions on decisions, preparation of briefs, handling of unusual technical problems, preparation for the trial of cases involving complicated technical issues, and problems related to appeal recommendations in Tax Court and refund cases. Many of the issues presented for decision are submitted after extensive consideration in the field and elsewhere. Problems presented cover a broad range involving numerous questions requiring interpretation of the Internal Revenue Code, tax regulations, published rulings, court cases and other technical materials.

As a General Attorney (Tax) - Senior Technician Reviewer, you will:

• Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and, as assigned, to other officials in the Office of Chief Counsel on some of the most difficult, important, and complex professional legal and policy matters concerned with the work of the Branch, or which may affect the work of other Branches of the office, or other components of the Chief Counsel's Office. Matters involve detailed and extensive research on complicated legal problems and the development of recommendations as to the positions to be taken by the Branch and the Office. Considers questions that have broad legal ramifications and renders appropriate decisions. As necessary, participate in the resolution of some of the most complex technical problems presented by taxpayers or their representatives and performs other professional legal activities.

The purpose of this position is to serve as a Special Assistant United States Attorney located in U.S. Attorney’s Office in Washington, DC. The position reports to the USCP Deputy and General Counsels; however, the position will work daily under the direct supervision and authority of the U.S. Attorney’s Office of the District of Columbia.

The purpose of this position is to represent the United States Government primarily prosecuting individuals and/or groups who have engaged in threats and/or acts of violence against Members of Congress, their staffs, United States Capitol Police employees, visitors to the Capitol complex, and facilities and properties within the Capitol Complex.

OLC's responsibilities include the following:

• Advising the Attorney General, the Counsel to the President, the General Counsels of executive departments and agencies, and the various components of the Department of Justice on constitutional and statutory matters.
• Resolving legal disputes within the Executive Branch through the issuance of authoritative legal opinions.
• Reviewing for constitutionality proposed legislation.
• Reviewing for form and legality all executive orders and substantive proclamations and memoranda proposed to be issued by the President as well as all Attorney General Orders including regulations that require the Attorney General's approval.

The incumbent of this position serves as a Branch Chief responsible for the supervision and management of a Qualified Plans branch in the office of the Deputy Associate Chief Counsel (Employee Benefits) (EEE). The branch prepares regulations, revenue rulings, revenue procedures, and notices, announcements in connection with tax-qualified retirement plans and individual retirement arrangements. It also issues necessary legal opinions on matters relating to these areas, as well as private letter rulings, technical advice memoranda and Chief Counsel Advice relating to these areas. The branch also provides litigation support assistance in connection with the defense, settlement and processing of cases pending in the United States Tax Court, and refund cases filed in district courts and the Court of Claims inthese areas and reviews related tax legislation.

As a Supervisory General Attorney (Tax) Branch Chief, you will:

• Act as legal consultant to the IRS on some of the most difficult, important and complex professional and legal matters arising in the administration of the Internal Revenue laws. Direct exhaustive and detailed research on some of the most complicated legal problems and preparation of recommendations as to the position to be taken by the Service. Directs the participation by the branch in conferences with representatives of other interested offices concerning projects. Direct the branch employees in providing litigation support to other Counsel offices and the Department of Justice.
• Prepare or review proposed memoranda on various legal matters for submission to the Deputy Associate Chief Counsel (EB), Associate Chief Counsel (EEE), the Deputies Chief Counsel, the Chief Counsel, or the Treasury General Counsel for final approval. Prepare or review material for publication by the branch. Represent the Office in discussions with taxpayers on private letter rulings and in presentations to the public.

Major Duties Include (but not limited to):

• Responsible and accountable for staff managing leasing program activities, and ensures compliance with laws, policies, regulations, and acceptable practices in overseeing the planning, evaluating, budgeting, controlling, and assuring acquisitions, management, and lease construction as well as program quality assurance.

As a General Engineer, you will:

• Lead planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities.
• Lead site investigations and evaluate data obtained to determine feasibility, topography, site configuration or condition of the structure, and essential data prior to initiating design.
• Direct the preparation of detailed fee estimates and the pertinent correspondence, plans, reports, and A/E contract criteria necessary for project completion.
