The Central Procurement Office seeks a highly motivated and experienced individual to join our Business Partnering & Shared Services team. Duties and Responsibilities

Relationship Management and User Support
• Manage relationships and communications between users and procurement

Qualifications

1. Recognized University degree

Summary
Reporting to CEO (Asia Pacific) and the Group’s CPO, the incumbent is responsible for the overall contracting process of terminals services, marine / port services, depots services, intermodal services, third party feeder and indirect purchases for the Group shipping business in Asia Pacific: procurement strategy, sourcing and negotiation with vendors, contract management and Opex optimization.

Responsibilities

Requirements

• Possess strong leadership qualities to lead and rally a team more than 20 across three locations

To be responsible for execution of packages, supplier performance evaluation, sourcing strategy, developing new suppliers and obtaining significant cost savings for the assigned project. Typically handles complex projects/clients.

Key Accountabilities

1. Defines and directs activities of all procurement personnel for assigned projects. Implements, tracks and communicates performance criteria for measuring Procurement Department Performance Level.
2. Trains all personnel in the procurement department for assigned projects and ensures that all routine procurement functions are carried out efficiently and expeditiously
3. Improves, implements and ensures compliance with procurement policies and procedures. Enforces ethical practices in all dealings with suppliers for the Project and company.
4. Maintains, evaluates and expands reliable sources of supply and backup sources of supply to ensure adequate suppliers production capacity. Develops new suppliers.
5. Develops relationships with key supplier personnel and improves understanding of cost, schedule and quantity drivers. Evaluates and communicates performance measurements to suppliers, identifies areas for improvement and follow-up with corrective actions.
6. Authorizes purchase orders and other contractual agreements in accordance with policies and procedure for assigned projects. Ensures that all purchase orders are properly prepared and marked with accurate account numbers in accordance with Accounting Requirements.
7. Negotiates major purchase orders and contracts and reviews commercial terms with Contract Administration Manager, Procurement Manager, Finance and Commercial as appropriate. Coordinates all contract change orders with project management team.
8. Approves invoices for payment per company policies and procedures and PO close out form.
9. Identify Project Procurement Risks and put mitigation plan in place.
10. Establish proactive communication channels with clients, consistently disseminating Procurement Goals, policies, and progress updates. Through direct engagement or coordination with the PMT (Project Management Team), ensure clients are well informed about the department's objectives and adveancements. Translate client feedback into actionable strategies for the procurement team.

Qualifications

• Bachelor degree in a relevant field
• At least 15-20 years of working experiences in the project procurement field at top-tier global engineering company
• More than 5 FPSO experience coordinating multinational partners and stakeholders.
• Proven experience in Supplier Qualification Process
• In-depth knowledge of industry standard, regulations, and best practices related to Supplier Pre Qualification Strong analytical and problem-solving skill
• Excellent verbal and written communication skill
• High attention to detail, ensuring accuracy in Pre Qualification assessment and compliance with established criteria.

Procurement Manager & Sales Support Specialist

Job Description:

1. Execute purchase orders and contracts, and implement purchase procedures
2. Strong knowledge and skills price negotiation, planning and order process
3. Implement and improve the cost reduction and control plan
4. Develop, assess, and manage suppliers, and maintain their relationships
5. Fill in the relevant procurement form, and prepare the procurement analysis (supplier market dynamics and risks etc) and summary report
6. Familiar with raw materials procurement in flavour or food ingredient industry
7. Collaborate with internal stakeholders to achieve business objectives
8. Prepare in-depth analysis in support of sourcing strategy development

Requirement

1. Degree in international trade, fine chemistry or related fields
2. 3 years + of experience in raw material procurement (chemical/flavour/food ingredient) and foreign trade related work, familiar with general custom clearance procedures
3. Experience and knowledge in strategic buying
4. Familiar with the import and export operation process, and the policies of the customs inspection
5. Must be familiar with import operations such as bonded warehouse and general trade procedure
6. Work proactively & open minded and willing to learn new skill set
7. Good communication skill to persuade and influence both internal and external stakeholders
