Duties include, but may not be limited to the following:

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR), Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.
• Performs other duties as assigned.

As a Procurement Analyst, you will:

• Plan, direct, and coordinate the Acquisition Strategy Review Board (ASRB) oversight program. Oversee the approval of all Major DOT Acquisitions to assess their impact on the Department's budget and operations, ensuring alignment with Secretarial and Administration goals and priorities.
• Develop, edit, and review acquisition policies and memoranda for presentation to the Senior Procurement Executive and other senior officials. Research and present issues objectively, ensuring proposals are consistent with goals and statutory, regulatory, and Departmental policies.
• Serve as a subject matter expert and technical advisor on researching legislation, Executive Orders, acquisition regulations, and other contracting policies and procedures necessary for contract execution.
• Represent the Department of Transportation’s acquisition interests at government-wide groups, panels, and workshops, including the Civilian Agency Acquisition Council (CAAC).

The ideal candidate for this position is a motivated, self-reliant and skilled professional who will assist in leading the Department’s acquisition policy function in an effective, efficient, and ethical manner. The ideal candidate will have excellent analytical, writing, and oral communications skills. These skills should accompany a broad range of experience in the contracting profession, including a combination of operational contracting, experience and/or desire to grow into the acquisition policy formulation and oversight arena. 

• Provide expertise to create and review agency national acquisition policies as they relate to contract administration and agency acquisition systems as well as to the users of the systems with which acquisition system interfaces.
• Create procedures and policies that improve how OAS acquires services, products, or supplies.
• Maintain a working knowledge of contract administration support needs within OAS and other GSA Staff Offices serviced by OAS contracting workforce and will provide technical acquisition support, advice and guidance as needed.
• Collect, analyze and distribute usage and performance data, in easy to use format, to encourage consistency, improvement and increased usage of acquisition related systems.

Specific duties include:

• The incumbent monitors and reports on the status of work in progress and reviews completed work to ensure that instructions on work priorities, method, deadlines and quality have been met.
• The incumbent provides training to acquisition staff members, management, and customers regarding methods and techniques of performing contract actions and analyzing acquisition policy. The incumbent provides or arranges specific administrative or technical training necessary for accomplishment of individual and team tasks.
• The Procurement Analyst coordinates the response to and analysis of unique and complicated Congressional inquiries requiring extensive research. He or she examines and responds to Office of Inspector General (OIG} Hotline case referrals as determined by the Acquisition Division leadership. This will include, but is not limited to, site visits' recommendation development, official written responses; and coordination with members from OIG. The incumbent may, at times, serve on interdisciplinary groups to resolve and analyze issues as described above.
• The incumbent defines or assists in defining areas in which to conduct vulnerability assessments including assessments of contract administration/management systems, practices and procedures. The incumbent provides training to acquisition staff members, management, and customers regarding methods and techniques of performing contract actions and analyzing acquisition policy. The incumbent provides or arranges specific administrative or technical training necessary for accomplishment of individual and team tasks.
• The incumbent has wide latitude in reviewing daily operations and apprising the management team on problem areas, proposing corrective actions to be taken, and the monitoring of those actions once implemented. Public Laws, VA Manuals and Directives, Federal Acquisition and Veterans Administration Acquisition Regulations serve as the basis for interpretations, decisions, and correct application of VBA's data systems, principles, contract methods, and techniques. The incumbent will serve as the Alternate Automated Data Processing Applications Coordinator for VBA. He or she develops programs to support computer-enhanced systematic internal reviews and provides comprehensive analysis on a wide variety of VBA acquisition functions conducted via automation. The incumbent must initiate and analyze studies of VBA acquisition to provide feedback and generate new initiatives to enhance the current processes. As necessary, the incumbent revises, modifies, and installs new system procedures and/or organizational changes subject to the concurrence of the Supervisor or Director. The incumbent plans, organizes, and conducts computer systems training programs which promote the highest standard of employee efficiency, computer skill, and motivation.
