The incumbent serves as the Chief of the Quality Assurance Unit. To carry out this responsibility, the incumbent performs the following duties and responsibilities:

• Assesses, develops, implements, and manages the Unit's programs, policies and services and assures they are consistent with DTM organizational goals, priorities and practices.

• Conducts research and completes purchase requests for supplies/equipment for multiple Resident Agencies. Serves as a Government Purchase Card cardholder for the field office, maintaining records of all procurement actions and ensuring compliance.
• Serves as the office property custodian for multiple Resident Agencies; inventories accountable property and equipment; disposes of excess property; conducts annual accountable property inspections.
• Supports the AO with managing the field office GOV fleet, including assisting multiple Resident Agencies with ordering new and replacement GOVs, manage license plate registrations/renewals, monitoring preventative maintenance and service requests.
• Monitors staff compliance with mandatory training requirements and reports any delinquencies to the AO or supervisor. Ensures that training records and files are maintained, updated, and retired according to applicable record retention schedules.
• Assists the AO with field office staffing actions, including onboarding, promotion and departure requests and helps maintain field office personnel rosters, emergency contact lists and duty agent rosters.
• Assists office personnel with travel arrangements and properly documents all travel within the Defense Travel System (DTS). Assists the AO in managing DTS account profiles for all field office personnel.

WHAT YOU'LL BE DOING DAY TO DAY

As a Supervisory Health Scientist Administrator, GS-0601-15, you will use your knowledge and experience to optimize business results and customer experience by:

1. Supervising a professional staff who oversees research and evidence reviews.
2. Overseeing the development of a scientific portfolio.
3. Serving as a Contracting Officer Representative (COR) to manage research projects related to evidence-based medicine and evidence synthesis.

• YOU WILL/MAY:
• Ensure that regulated establishments produce a safe product by executing appropriate inspection methods, determining non-compliance with regulatory requirements, documenting noncompliance and initiating enforcement actions, where warranted.
• Verify that meat and poultry slaughter and/or processing establishment's Sanitation Standard Operating Procedures (SSOP) and Hazard Analysis and Critical Control Point (HACCP) Plans meet regulatory requirements.
• Execute Sanitation Standard Operating Procedures (SSOP) and Hazard Analysis and Critical Control Point (HACCP) Plans effectively to prevent unsanitary conditions and adulteration of product.
• Review records, observe plant operations and conduct hands-on verification to ensure compliance with regulatory requirements and prepare detailed documentation (non-compliance records) of non-compliance with regulatory requirements.
• Determine when regulatory control action is necessary. You will assess whether the plant's corrective or preventative actions are acceptable and effective, if there are trends in noncompliance, or if an enforcement action is warranted.
• Conduct regulatory oversight activities inside plants in matters relating to other consumer protections (e.g., economic adulteration and misbranding).
• Have contact with plant managers, owners and others to explain legal and regulatory requirements, discuss operation of the plant's SSOP, HACCP plan and other food safety programs.
• Communicate and defend determinations on non-compliance issues and discuss plans for addressing non-compliance.
• Work with a variety of individuals to resolve problems, clarify differences of interpretation concerning HACCP and other food safety or consumer protection requirements.
• Advise other Agency inspectors, supervisors and officers on inspection and enforcement matters for which you are involved.
• Conduct various samplings, surveys and tests to obtain pertinent data on potential problem areas, industry trends, or other issues of current interest to the Agency.
• Be involved in performing health and safety verification sampling and tests for detection of specific microbes (e.g., salmonella, listeria, etc.), residues or contaminants.
• Assure that products approved for import are in full compliance with all applicable federal regulations governing the importation of meat and poultry products.
• Authorize entry of all meat or poultry products considered to comply with federal regulations or refuse entry of any products which violate any of the requirements for admission into this country.
• Coordinate with other Federal agencies (e.g., the Animal and Plant Health Inspection Service (APHIS) and U.S. Customs and Border Protection (CBP) on such matters as animal health restrictions and refused entry lots.

ABOUT THE POSITION

The Director is fully responsible for the overall management, design, development, evaluation, and coordinating of activities for the Center. Implements a full range of duties including all matters concerning personnel recruitment, selection, and performance assessment; development and control of the Center's budget and approval of activities requiring the Center's resources. The incumbent will have oversight and authority of the Block Grant Program for data collection, evaluations, and the National Data Base(s).

Provides leadership in the development of a national substance abuse and mental health epidemiological studies program, including surveys, studies, methodological developments and systems which may involve over 3600 clinics, 1000 programs, 56 State and Territorial mental health and/or substance abuse programs, and numerous federal agencies.

Exercises oversight responsibility for epidemiological studies and service system data collection activities performed by the components of SAMHSA and provides expertise relative to epidemiological field investigations, research methods, statistical analysis and systems design. Assists the components through creative program management and development, in maximizing existing data analysis and collection programs to meet the new and changing needs of the field.

ABOUT THE POSITION

Supports the Director in oversight of all administration functions, including human resource planning and management, financial management and analysis, performance monitoring and reporting systems management, action item tracking, data request coordination, space planning, and any other related activities to assure the fulfillment of the overall administrative standards and process for the office.

Supports the Director in planning and implementing policies and initiatives related to behavioral health statistics, program evaluation and/or epidemiology.

Executive managerial and diplomacy skills are required to perform a variety of high-level policy coordinative, consultative, advisory, and management services. Provide executive leadership in the establishment of short and long-range goals, objectives, and plans for substance use disorders and ensures consistency with goals and objectives established by HHS, the Office of National Drug Control Policy (ONDCP), other federal agencies and the health community.

Provides advice to the Center Director in coordinating and establishing policies, procedures, and standards for cross agency program initiatives i.e., data analytical designs and strategies, evidence based program evaluation and health information technology.
