As a PROGRAM MANAGER (DIRECTOR OF OPERATIONS), GS-0340-13, you supervise federal and state civilian employees, National Guard technicians, and military personnel located in the various subordinate units; plan, organize, and oversee the activities of the J-3; exercise supervisory personnel management responsibilities; represent TAG (Joint Force Headquarters Commander) on J-3 issues with a variety of state and National Guard organizations; may supervise the intelligence and security functions of the JFHQ; manage the various missions within the Directorate; serve as the primary staff officer for the formulation of plans, policies, and the programming and budgeting data pertaining to operations and security; direct the preparation of state plans, focusing on synchronization of resources for national and international goals and objectives using National Military Strategy, Department of State, Department of Defense, Army & Air Planning Guidance, and National Guard Bureau directives as guides; oversee a variety of complex, interactive database systems and automated programs in support of program execution; oversee the management of the coordination for support of training, operations, and organizational functions in readiness and immediate military response to natural or manmade situations and emergencies; oversee the management of the joint state counterdrug program through management of resources and coordination with federal, state and local law enforcement and drug reduction agencies; manage the State Objective Force Structure Allowance System by functioning as the primary change agent assessing current and future command plans and programs; manage the joint aviation and air support operatives.

As an ORDNANCE EQUIPMENT WORKER, WG-6641-6, you will plan the overall allocation of personnel, funding, facilities, and equipment resources to the organizational segments supervised to accomplish work operations which, because of their scope, volume, complexity, operational tempo, and total force integration must be planned on an annual or multi-year basis. Because of the Total Force Mission ready status at the Operational Reserve level, and able to be fully integrated with USAF aircraft and missions upon activation and regular contingency operations, in addition to daily training, domestic operations, and support missions. Oversee munitions system modifications to include: Time Change Technical Orders, maintenance equipment and facilities update and modernization, deployment and mobility planning, manning, and financial forecasting, recurring Air Force mandated inspection requirements, mission and weapons systems changes, contingency planning relating to carrying out the military mission of the Wing, and the development of policies and procedures in the accomplishment of the work. Analyze work plans developed by subordinate workforce for accomplishment of assigned directives. Determine status of work accomplished in relation to future demands, including unanticipated or emergency requirements mandating reallocation of resources. Provide status of work projects, budget estimates, changes inequipment, facilities and techniques for mission planning purposes. Evaluate potential impact of improved technologies on existing programs and practices and recommends proposed changes to appropriate authority. Participate fully with higher level management and staff organizations in interpreting changing environmental requirements to include work techniques, specification changes, and standard improvements. Function as an integral member of unit's planning process and serves as the responsible technical resource for a maintenance division. Coordinate and direct the work of munitions sections supervised. Promote and administer such programs as cost reduction, incentive awards, suggestions and quality assurance. Ensure regulations governing safety and housekeeping are observed. Ensure subordinate supervisors carry out such programs as labor management and equal opportunity. Schedule and approve leave. Ensure position descriptions are accurate and position management principles are followed. Ensure appropriate production reports and administrative records are maintained. Resolve personnel problems, conflicts, and resolves grievances and ensures proper corrective action (s) are taken. • Manages and oversees functions on all ANG headquarters energy and energy resiliency special programs.
• Functions as the subject matter expert concerning adequacy, propriety, and direction of administrative and current functions operations associated with the Air Force-level program.
• Prepares professional playbooks, articles, implementation plans and guidance, program policy letters, training and other official publications and forms of information transfer. In order to support, the Air National Guard and balancing the state/territory and federal missions.
• Represents the Air National Guard on committees and technical working groups, staying current on policy and technical development, and advises on Air National Guard level decisions and policy.

Plans, organizes, and oversees the activities of the Fire Protection Flight. Develops goals and objectives that integrate organization and Civil Engineering objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the flight, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of fire protection, prevention, crash rescue, and administrative issues. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organizational needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organizational resources to achieve organization goals and objectives as well as installation customer needs. Establishes review systems for the organization that ensure government needs are met and validated, and that economy and quality of operations are maintained or improved. Accepts, amends, or rejects work of subordinate supervisors. Reviews work and management technique of subordinate supervisors and is held accountable for actions taken and advice provided by staff of subordinate units. Makes decisions on work problems presented by subordinate supervisors. Directs self-assessment activities of subordinate supervisors. Reviews training recommended by subordinate supervisors to assure it is proper and promotes effective operation of the organization as a whole.
