An exciting opportunity has arisen in the North East and Yorkshire Regional team within NHS England for a Chief Nurse. This is a key leadership role in the regional health system, with responsibility, in conjunction with other leaders from across the professional spectrum, for delivery of high-quality nursing and midwifery services for the region’s population, in line with NHS and other governmental priorities.

The Chief Nurse will provide expert professional nursing leadership and advise the Regional Director on quality and clinical assurance. This will require high calibre, credible and trusted leadership to support commissioners, providers and systems to deliver and commission high quality care in line with the requirements of Long Term Plan.

As regional Chief Nurse, the post holder will be expected to use expert knowledge of quality care combined with a robust knowledge of the health and care service. Working in collaboration with relevant colleagues, they will take the regional leadership responsibility for: clinical and professional leadership for nursing and midwifery staff, patient safety (in conjunction with the regional Medical Director) patient experience and delivery of national priorities and relevant national strategies.

The post holder, as a member of the regional executive team, will support the Regional Director to deliver the objectives of NHS England.

The Chief Nurse will take the lead on initiatives identified by the Regional Director, and through personal action and professional leadership shape and develop a culture of continuous service improvement that benefits patients. Operating in a matrix fashion, the post holder will utilise specialists, and bring their clinical expertise and knowledge to bear across NHS England to ensure clinical engagement and coordination is at the heart of the assurance and improvement roles.

The Chief Nurse will provide professional support to the Regional Director. They may lead or support initiatives set out by the Chief Nursing Officer for England in relation to commissioning or the National Nursing and midwifery agenda.

As Associate Director of Business Operations in the Directorate Enablement (DE) function for the Commercial Directorate the post holder will lead and work as part of a dynamic, multi-disciplined team.

The DE team is a newly established function and the design brings together teams from across the existing structure into single teams who will provide services back to the other sub-directorates through a business partnering model, provide the cohesion between the directorate and NHSE as a whole and support external engagement out to the NHSE system for Commercial and Estates teams. This will represent a new way of working for many colleagues but offers an exciting opportunity to work at the heart of the directorate.

The Associate Director of Business Operations will be accountable to:
• To deliver the Commercial Directorate governance framework to enable effective decision making; provide standardised process and practise
• To drive a comprehensive people offering across the Commercial Directorate, including the provision of internal communications, to ensure staff are engaged and feel part of a wider community, focussed on embedding a culture which promotes attraction, development and retention for all staff.
• To manage Directorate budget, risk, assurance, governance, record management, and audit requirements.

Key aspects of this role will be to:
• Ensure the strategy is formulated for all areas of accountability, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
• Ensure the development and management of relevant strategic plans, within the Directorate are in place alongside appropriate system and processes
• Proactively manage the key risks and issues
• Monitoring and establishing accountability on the overall progress of the strategy to ensure completion within agreed timescales.
• Manage and actively promote the relationships with key stakeholder

The DE function will provide the services outlined in this brief for the overall Directorate (a total of c.355 staff) and managing a budget of c.£278m. The post holder will have accountability and responsibility for the strategic and operational development of the Directorate.

Salary Progression

Applicants will commence at the bottom of Band 9 with a full-time starting salary of £99,891, with a pay step increase after 5 years’ service.

For posts based in Inner London, the above salaries will include the additional supplement of 20% of basic salary, subject to a minimum payment of £5,132 per annum and a maximum payment of £7,746 per annum.

This is offered in accordance with NHS Terms and Conditions and is based on office location.
