Key Role:

Provide engineering support on Aviation Systems Engineering (ASE) projects for their NAVAIR and other Naval customers. Work under the direction of senior engineers for specific project tasking. Perform tasking, including requirements analysis, test and evaluation support, and data analysis support associated with various RF communications systems. Support development of novel and complex RF voice, data, video communications system solutions, including secure and dynamic radio networks. Basic Qualifications: 

• 3+ years of experience with leading teams of engineers in the design, installation, and cutover of RF systems

• Experience with detailed radio system planning, design, test, and implementation

• Experience with RF propagation modeling, coverage planning, and radio network design, and current coverage planning software

• Experience with troubleshooting radio system integration and operational radio frequency interference issues

The contract has a current opening for a Level 3 SIGINT Development (SIGDEV) Analyst in a Signals and Protocol Analyst role. You will use command-line programs and custom scripts to analyze and process adversary communications. The technology focus will be PROFORMA communications. Other responsibilities include:

• Coordinating with PROFORMA representatives at alternate sites and Enterprise Discovery Analysts to transition discovery to sustained collection
• Updating RFMO CMs on new developments in collection posture or changes in priority
• Training military analysts to perform basic PROFORMA collection/troubleshooting
• Advising mission leadership on strategy to sustain/improve mission systems for effective collection and dissemination
• Advising mission leadership on infrastructure improvements to ensure future success of mission systems
• Working with partners to implement improvements to FORNSAT processing systems

 Required Qualifications

• At least ten (10) years of demonstrated experience in and demonstrated knowledge of SIGINT development analytic support
• Within the last ten (10) years, at least seven (7) of the years of experience must have been with modern digital/optical telecommunications systems and protocols, telephony switching system networks, and/or internet communications
• Active TS/SCI with Polygraph.
• Demonstrated Signals Analysis experience in the areas of digital signal modulation, demodulation, multiplexing, forward error correction, and randomization
• Demonstrated Protocol Analysis experience to include bit-level analysis and payload identification and analysis
• Demonstrated experience with PROFORMA frame analysis and target validation
• Demonstrated experience with the FORNSAT mission to include familiarity with commercial SATCOM technologies
• Familiarity with systems and tools used to collect and survey FORNSAT signals to include GOTS tools such as WVT, DVT, and payload analysis tools
• Demonstrated experience using the Linux operating system, to include use of the command-line
• Scripting experience such as Bash, Shell, etc. and/or Python coding experience

You Have:  

• Experience with developing network architecture for adjacent, higher, and lower units for DoD clients and commercial service interfaces
• Experience with providing technical support in Tactical Network labs, developing equipment and network configurations and products, and with designing and implementing LANs and VLANs
• Experience as a Subject Matter Expert (SME) with VOIP, Cisco Call Manager, Call Manager Express, or Redcom Sigma Core
• Knowledge of current and future Force tactical and strategic military communications networks, as well as the architecture, protocols, security, network management, and physics underlying network systems
• Knowledge of virtualization and storage technologies including VMware, EMC, NetApp, Microsoft, Dell, HP, and Active Directory
• Ability to design, plan, install, integrate, operate, and maintain backbone core-area tactical and strategic communications networks
• Ability to gather requirements from users, Operational Need Statements, and Capability Production Documents (CPD) for the DoD's tactical communications systems and translate requirements into technical solutions that are standards-based and cost efficient
• Ability to support technical tasks in the integration of Data, Voice, and Video in the Tactical Network, engineering and technical documentation and assistance in the development of technical requirements, specifications, plans and reports, software and hardware engineering, preparation of independent assessments, systems engineering, technical expertise at fielding locations, test and evaluation, architectural and interoperability support, and quality engineering
• Secret clearance
• HS diploma or GED and 15+ years of experience as a network engineer or Bachelor’s degree and 8+ years of experience as a network engineer

Nice If You Have:  

• Experience with supporting technology insertion testing relative to emerging Networks requirements and capabilities
• Experience with network protocol analysis using Sniffer, Wireshark or a similar tool
• Experience with Army Software Baselines and Architectures
• Ability to provide technical expertise at field locations as required
• Ability to lead and facilitate technical discussions with internal and external organizations
• Possession of excellent verbal and written communication skills
