The Senior Technician Reviewer (STR), is responsible for some of the most complicated, difficult, and unusual assignments and projects in the Branch. In consultation with the Branch Chief, the incumbent is responsible for the assignment of selected cases and projects to the attorneys within the Branch and for review of the work products. The primary work of the Branch involves the development and drafting of Internal Revenue regulations and considering recommendations for enactment of legislation and the promulgation of regulations, preparation of private letter rulings, revenue rulings, technical advice memoranda, General Counsel memoranda, and other advice memoranda addressing tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices. In addition, the Branch provides legal assistance and advice to trial attorneys in the field in connection with actions on decisions, preparation of briefs, handling of unusual technical problems, preparation for the trial of cases involving complicated technical issues, and problems related to appeal recommendations in Tax Court and refund cases. Many of the issues presented for decision are submitted after extensive consideration in the field and elsewhere. Problems presented cover a broad range involving numerous questions requiring interpretation of the Internal Revenue Code, tax regulations, published rulings, court cases and other technical materials.

As a General Attorney (Tax) - Senior Technician Reviewer, you will:

• Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and, as assigned, to other officials in the Office of Chief Counsel on some of the most difficult, important, and complex professional legal and policy matters concerned with the work of the Branch, or which may affect the work of other Branches of the office, or other components of the Chief Counsel's Office. Matters involve detailed and extensive research on complicated legal problems and the development of recommendations as to the positions to be taken by the Branch and the Office. Considers questions that have broad legal ramifications and renders appropriate decisions. As necessary, participate in the resolution of some of the most complex technical problems presented by taxpayers or their representatives and performs other professional legal activities.
• Act as a reviewer, and in some cases as the initiating attorney, for highly complicated, difficult, and unusual assignments and projects involving the development and drafting of Internal Revenue regulations, considering recommendations for enactment of legislation and the promulgation of regulations, private letter rulings, revenue rulings, technical advice memoranda, General Counsel memoranda, and other advice memoranda dealing with tax problems submitted by taxpayers and their representatives, state and federal agencies, and other Chief Counsel and IRS offices.
• Act as principal attorney in charge of recommending the policies and developing the procedures and regulations implementing new or amended legislation for specific areas of tax law and is responsible for ensuring that these policies, procedures, and regulations are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
• Perform activities in the Branch including legal assistance, document review, appellate recommendations, and litigation support. Many of the issues presented for decision are submitted after extensive consideration in the field and elsewhere. Problems presented cover a broad range of tax law issues involving numerous questions requiring interpretation of the Internal Revenue Code, tax regulations, published rulings, court cases and other technical materials.
• Make recommendations on the need for initiating, consolidating, or eliminating programs and projects. Act as project manager, assign (in consultation with the Branch Chief) work to the attorneys within the Branch, advise them on approach to take, review work product, provide guidance in researching and analyze novel and uncertain points of law, and provide the Branch Chief with performance feedback of work performed.

As a/an Human Resources Specialist (Executive Resources), you will:

• Coordinate with Treasury bureaus, senior Treasury officials, and OPM to place individuals in Senior Executive Service (SES) and Senior-Level (SL) positions, and effect political appointments (e.g., non-career SES, Schedule C and PAS) in accordance with statute, OPM regulations, and Departmental policy.
• Oversee Department's SES Candidate Development Program, providing guidance on requirements and processes to executive resources contacts and monitoring bureau activity for compliance with OPM rules and Treasury's approved policy.
• Manage Department's allocation of Federal Executive Institute (FEI) training slots, coordinating with bureaus on training needs, available sessions, and scheduling. Serve as point of contact for FEI and as liaison with bureaus.
• Maintain awareness of regulatory, legislative and OPM policy changes, analyze proposals and issuances, and evaluate potential impact on executive resource programs.
• Provide advice to high-level Treasury management officials and bureau executive resources contacts on executive resources problems and matters. Brief bureau executive resources contacts, senior managers and Departmental officials on key issues.

The selectee will serve as an Executive Advisor in the Office of the Chief Financial Officer. Typical work assignments include:

• Participating fully with the Chief Financial Officer, Deputy Chief Financial Officer and financial management staff in the formulation and implementation of policies, plans, systems, and procedures to manage and continually improve the efficiency and effectiveness of the overall financial management program.
• Ensuring compliance with DHS policy through close interaction with key DHS leadership officials at both Headquarters and the field.
• Providing strategic and tactical advice to executive officials on policy initiatives; identifying management issues, conceptualizing innovative solutions, reconciling diverse viewpoints; conducting studies and evaluating program goals and objectives, and developing resource estimates necessary to carry out program functions.

The Senior Level Counsel (SLC) serves as a national expert and confidential advisor, to the Associate Chief Counsel, Procedure and Administration (P&A); and represents the Associate Chief Counsel (P&A) on a variety of legal, technical, and tax matters. The SLC serves as an advisor, program manager and technical expert to the Associate on a broad array of activities designed to fulfill the Associate's role in providing support to the Office of Chief Counsel (Office) regarding rulemaking and the interaction of the Internal Revenue Code with other provisions of law affecting agency rulemaking under the Administrative Procedure Act; to provide comprehensive legal and programmatic advise to field of functions in both advisory and litigation settings; and to provide legal support to the Internal Revenue Service. The SLC provides trusted advice and guidance to the Chief Counsel, the Commissioner and to executives and professionals within both the IRS and Treasury and performs special assignments of the highest complexity and impact.

Major duties of the Senior Level Counsel include, but are not limited to the following:

• Acts as legal and technical expert to the Office executives on the most difficult, important, and complex professional legal matters arising in the administration of the Internal Revenue laws and in related litigation.
• Serves as the legal expert/point of contact and coordinator on published guidance and primary liaison to other Division and Associate Chief Counsel offices in the coordination and direction of activities to support IRS needs and objectives.
• Handles highly complex issues arising in relation to the defense of litigation involving novel challenges to rulemaking issues by IRS and Treasury issues related to EO 12866, and the interaction of the Internal Revenue Code with other provisions of law affecting agency rulemaking under the Administrative Procedure Act, such as the Congressional Review Act, the Paperwork Reduction Act, and the Regulatory Flexibility Act.
• Reviews and advises on the impact of pending litigation, proposed legislation or public guidance and legal issues facing the IRS on tax areas covered by P&A and its foreseeable effect on the Office of Chief Counsel, Counsel's method of operation, and on existing legislation.
• Manages highly complex and significant special projects, including rulemaking. Selects and reviews project proposals, monitors work group needs and progress, and facilitates and expedites recommendations regarding these matters through the decision-making process.
• Coordinates the participation of the Office of Chief Counsel in the development of high-level reports and studies for use by Treasury and/or Congress.
• Personally, represents the Office of Chief Counsel and the Associate Chief Counsel (P&A) at top level IRS, DOJ and Treasury meetings and conferences, and in meetings with executives from other agencies where legal policy is developed and determined.
• Performs exhaustive and detailed research on complicated legal problems and prepares recommendations as to the position to be taken by the Office. Signs such recommendations for the Associate Chief Counsel without review as appropriate, referring cases to the Associate Chief Counsel for review as specifically directed.
• As the Associate Chief Counsel (PA)'s technical expert, makes presentations on technical and procedural matters to Chief Counsel staff, IRS staff, and outside bar activities to enhance their knowledge and understanding of the Associate's role in providing legal support, and to improve coordination within Counsel and with the IRS. Works with appropriate Counsel personnel to plan and deliver such training.
