The Joint Digital Policy Unit works across DHSC and NHSE to drive the digitally-and data-enabled transformation of health and social care, and the Secretary of State’s digital reform priorities. It sits as part of the wider NHS Transformation Directorate which brings together the former functions of NHSX, along with NHS Digital.

Job Role

The Deputy Director – Tech Policy, Implementation and Data Analytics sits in Digital Policy and Programmes directorate.

This division is at the heart of developing and implementing policy, enabling teams to drive forward DPU’s key priorities. It responds to
emerging priorities in health technology - picking up often urgent cross-cutting projects,msupporting the implementation of wider programmes, building policy capability across the NHSE’s Transformation Directorate, and carrying out key departmental functions on behalf of DHSC.

The division is at the heart of developing and implementing policy, enabling teams to drive forward DPU’s key priorities.

This is an exciting post, supporting government to delivery on its health objectives by digitally transforming the NHS. We are looking for an experienced and enthusiastic policy professional to lead the Tech Policy division of around 18 people.

Key Responsibilities

As Deputy Director – Tech Policy, Implementation and Data Analytics your key responsibilities will include:

• leading policy of several of the key delivery programmes in the Transformation Directorate, including electronic patient records, leading the division to provide expert policy input and engaging with Ministers;
• engaging with policy teams across the Department and NHSE to ensure that digital health is considered as a key enabler to their strategies and policy delivery, e.g. feeding into the 10-year plan for health and the SR;
• engaging internationally, both bilaterally and via the Global Digital Health Partnership and other multilateral fora, to learn from and work collaboratively with other countries;
• the DPU’s Implementation Unit, an internal consultancy service within the Directorate. It provides policy and implementation expertise to solve and support work on health and social care’s biggest digital and transformation challenges;
• the DPU’s internal data and analytics team – a small team comprising analysts and data scientists.

The post holder will be responsible for: Leading the development and implementation of the Target Operating Model and continuing development of the OR support tools. Ensuring the buildings are safe and effective to operate in from day 1 of opening. The RRDN Operations Director is the senior officer responsible for the operational services of the RRDN. These services are delivered for the RRDN, partner organisations and research funders, with particular emphasis on addressing the needs of the life sciences industry (across both commercial contract and commercial collaborative research). Team Overview
This is an exciting opportunity to work in a high performing, customer service focussed Property Services Team within the MoJ Property Directorate. This award-winning Property Services Team provides hard and soft services through an integrated supply chain model and is responsible for project management, contract management and technical and health & safety services to the Property Directorate property portfolio. The breadth of services and diversity of the property portfolio ensure the working day is filled with new challenges and interesting Property Services service delivery activities.

The Head of Property Operations sits within the Operational Property Services team. This role covers the MoJ Cluster (primarily Probation) and Prisons account however the portfolio to be managed and the account focus can change in line with operational requirements. The potential for cross account working provides excellent personal development opportunities.

The post holder will work to the Director of Property Services (Prisons, Probation, Home Office, MoJ HQ, Judges Lodgings, Corporate H&S) and supports the MoJ at corporate level.

This role covers Yorkshire and North East, however the post holder will be expected to travel to sites throughout other regions across the UK and to HQ at 102 Petty France, as required.

Job Description, Duties and Responsibilities

The Head of Property Operations is the senior management lead for the account. They are accountable for:
• Delivering in line with departmental and Government estate strategies (including the Strategic Asset Management Plan and Government Estate Strategy) while ensuring that operational, project and customer management services are provided efficiently and effectively.
• Management and maintenance of various complex stakeholder relationships, issue resolution, operational compliance oversight and service delivery strategic alignment.
• Playing a key leadership role and overseeing their account team. They provide operational support by acting as a senior point of escalation as well as driving personal and professional development.
• The Head of Property Operations is accountable for the budget for their account and report directly to the Property Services Director.

• Lead the Horizon Scanning and Demand Signalling (HS/DS) and Innovation Business Development function of IRLSS working closely with the director to set the strategic direction in response to organisational requirements.
• Deliver the HS/DS and Innovation Business Development programmes of work including management of issues and risks and regular reporting including corporate returns to both NHS E and the AAC board
• Ownership of key strategic stakeholder relationships both internally and externally including but not exclusively: clinical policy teams, national clinical directors, Medicines Value and Access team, NIHR, OLS, NICE, MHRA, DHSC, the life sciences industry and their representative bodies
• Oversight and ongoing management of contracting for our horizon scanning provider and additional delivery partners ensuring the appropriate capability and capacity for IRLSS and NHSE
• Ensuring alignment with cross cutting IRLSS NHSE policy and strategy including health inequalities, PPI and net zero
• Promotion of the team and its work setting a clear narrative to ensure the functions are embedded into operational delivery in the organisation.
• Annual business planning to ensure the continued development of the team and its capabilities including budget setting.
• Wider contribution to delivery of the NHS Long Term Plan and the Accelerated Access Collaborative’s objectives as IRLSS SLT member
• A strong strategic mindset and an ability to build and deliver against a vision.
• Understanding of the commercial environment impacting early stage innovators, and the levers through which innovations can be supported to pull through technology into health care
• Extensive senior experience of development and delivery of multiple complex programmes of work across organisations, including establishing in-house or external advisory services
• A good understanding of the role of data within healthcare, including the role of patient data, market intelligence and analysis, and care pathway modelling and the role this can play in the transformation of care.
• A track record of creating strong collaborative partnerships across organisations, agreeing shared priorities and developing work plans against those areas.
• Ability to translate complex scientific topics into communication materials suitable for a range of specialist and non-specialist audiences

Key aspects of this role will be to: -
• Ensure the strategy is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
• Ensure the development and management of relevant strategic plans, within the Sector.
• Ensure appropriate system and processes are in place to enable the implementation of the strategy plans in the new organisations.

Accountable for leading all activities including, but is not limited to: -
• Manage, monitor and report on benefits realisation management, tracking the progress and ensuring that the intended benefits are achieved with outcomes maximised.

• Ensure appropriate stakeholder engagement strategy is in place defining how the strategy will engage with all stakeholder groups and what information flows will be established and maintained.
• Ensure there is a resource management plan which sets out the activities required to implement. (Resources meaning finances, people, assets and technology).
• Manage system risks ensuring they are appropriately identified, and
• controls and/or mitigation is in place, escalating to the system board as appropriate.
• Establish and manage the Directorate’s risk management, change control and issue resolution processes.
• Supports the Director in senior stakeholder engagement and aligning the function/strategy from strategic objectives and business needs.
• To monitor, interpret and qualify assure progress against deliverables. Quality assurance and progress of deliverables to NHS England that often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process.
• To develop business plans and provide expert strategic and policy advice and guidance.

Financial and Physical Resources
• Budget setting across a range of areas/services, managing and monitoring related activity, liaising with Finance colleagues to ensure appropriate costings, and ensure compliance with standing financial instructions.
• Responsible for ensuring adherence to the directorate budget, ensuring appropriate documentation is available for scrutiny. Constantly striving for value for money and greater efficiency.
• Responsible for providing guidance, management and assurance on the procurement of identified products, equipment, services and facilities for assigned Directorate.
