1. Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Provides input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). 2. Ensures that traffic management and transportation services required to support the mission are accomplished. This includes services incident to receiving, processing, and dispatching commodity and passenger traffic; to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements. Insures the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconciles Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Makes recommendations for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors. Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage. Monitors and ensures proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items. Safeguards accountable transportation documents, which may include: Government Bills of Lading, Government Transportation Requests, and Uniform Service Meal Tickets. (25%)

3. Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications. Manages the Carrier Performance Program for the state and provides input to the Traffic Manager for the overall program. (15%)

4. Procures domestic and international travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. Ensures advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel. Monitors the approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representative (ACOR). Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. Reconciles and validates the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment. (15%)

5. Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State. (10%)

6. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). (10%)

7. Performs other related duties as assigned.

Recommends appropriate measures to prevent unnecessary exposure and eliminate or control hazardous operating procedures. Ensures follow-up inspections are conducted, and violations and hazards corrected. (25%)
2. Plans, directs and conducts investigations and analyzes of mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations. Work operations and environmental conditions involve a substantial number and diversity of hazards that include those with potential for significant severity and loss. Uses the current Air Force Automated Safety (AFSAS) reporting system. Compiles and analyzes mishap data, identifies trends, and develops comprehensive recommendations to reduce or eliminate mishaps. Reports typically contain graphs, charts, and recommendations for changes in operating procedures, regulations, and use of protective devices that affect agency activities. (25%)
3. Prepares supplements to instructions and manuals and develops specialized local instructions defining mishap prevention programs and procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies. Evaluates new trends for policy development or for further inquiry and study leading to new methods for eliminating or controlling minor through extremely serious hazards to life and property. Coordinates with other installation offices regarding comprehensive occupational health matters affecting installation personnel and devises specialized operating practices involving diverse but recognized hazards. Prepares and revises local written procedures or abatement actions for conditions not directly addressed by existing standards or guidelines and evaluates agency-wide effect. Evaluates safety standards adopted by national safety associations, societies, or institutes; publications on work processes; and current industrial problems and modifies/adapts for local application. Makes recommendations and decisions on complex policy issues that frequently become official policy and may impact a wide range of agency safety activities. (15%)
4. Reviews plans and specifications for new construction, major building alterations, and/or changes in equipment and monitors project through completion to ensure compliance with safety codes and standards. Recommends design changes not included in the original plan and provides technical recommendations to eliminate or control safety hazards in the construction, repair and maintenance of installation facilities and equipment. When need arises, stops any operation that is of imminent danger to personnel or property. Develops specialized operating practices affecting construction matters associated with diverse but recognized hazards and attends pre-construction conferences to brief contractors on safety requirements. Identifies potential safety hazards to assure adequate fire exits, stairways, aisle space, means of egress, etc. Randomly spot checks construction sites and notifies contracting officer when safety violations or practices are observed (e.g., improper scaffolding, construction pits not safeguarded, improper use of ladders). MAJOR DUTIES:

1. Serves as a technical expert and focal point for Information Technology (IT) security and information assurance policies, planning, programs, initiatives, certification and accreditation. Provides advice and assistance regarding security aspects of processing, storage, retrieval, transmission, and access of classified and unclassified information. Administers and monitors installation compliance with all applicable DoD, USAF, National Guard Bureau (NGB) and Air National Guard (ANG) Information Assurance regulations and policies. Administers and maintains the organization certification & accreditation process for assigned SCIF(s) using the Risk Management Framework (RMF), and coordinates, compiles and maintains all certification & accreditation documentation for appropriate accreditation authorities. Reviews and implements local policies regarding system access, network rights, and physical access to systems and equipment. Conducts risk and vulnerability assessments of DoD classified information systems to identify associated vulnerabilities, risks and protection needs. Leads or serves as a member of the configuration control board for applicable installation facilities/networks (35%)

2. Evaluates and assesses vulnerabilities of classified network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, and concentrators. Updates hardware and software architecture databases to reflect installations, turn-ins, and changes in reportable software. Provides input to the ANG Continuity of Operation Plan (COOP) procedures for system disaster recovery. COOP recovery includes reestablishment of systems at multiple sites and locations. Conducts evaluations to ensure compliance with applicable standards. Ensures system backups are performed to ensure expedient restoration of respective network equipment. (25%)

3. Reviews national, DOD and other policies, program proposals, operational and strategic plans, and identifies issues requiring tier two actions or inputs. Based on these reviews, provides technical recommendations for changes to the security posture to the Wing Information System Security Manager (ISSM). Prepares and presents applicable briefings and reports to high-level managers. Advises the Wing ISSM and Group/Squadron Commander on the impact of tier two level Information Assurance (IA) and Computer Network Defense (CND) policy on squadron group/squadron activities. Implements audit measures to ensure activity compliance with regulatory requirements. Participates in inspections and surveys of computer system. Incumbent makes recommendations to the Wing ISSM on the approval of various computer operations based on security guidelines. When feasible, provides alternatives to the Wing ISSM and Group/Squadron Commanderto meet security requirements based on the unique needs of the organization and mission requirements. Develops guidance papers on security issues affecting classified systems, enclaves, and applications. (15%)

4. Analyzes equipment and software reliability and suitability for vulnerability assessment utilization. Conducts analyses of classified network usage, hardware and software capabilities, ineffective practices or procedures, equipment shortcomings, and other relevant factors. Recommends methods and procedures and coordinates corrective action to optimize utilization of present equipment. Uses benchmarks, performance measurement, and evaluation data, in conjunction with vulnerability assessment techniques. Develops recommendations or proposals involving a variety of specialized systems to improve operational efficiency. (15%)

5. Determines, develops, and ensures cooperation and coordination with related IA/CND program efforts. Incumbent must analyze the vulnerabilities and weaknesses of existing computer security programs that could benefit from group training and translate those needs into training and education media for the ISSM. Designs and delivers to the Group/Squadron Commander tailored programs of instruction to reduce risks, increase the level of computer security awareness, and improve the security posture for the automated systems and activities. (10%)

1. Motor Vehicle Operator: Operates a variety of vehicles and support units with up to 30-ton capacity (truck tractor w/full trailer, 5/6 ton flats and/or box truck w/forklift trailer, etc.) to transport a variety of ammunition, explosives, missiles, missile components and inert items. Will occasionally drive other types and sizes of vehicles when required by workload. Work situations within the confines of the installation, will require driving in congested industrial areas, various weight limits, multiple types of intersections, sharp curves, steep hills and rural type roadways and the demands of driving on public roads.

2. Material Handling: Loads and unloads cargo; segregates items according to condition code, lot number, quantity, compatibility, etc./ stores, stacks and palletizes items. Ensures proper storage practices performed/ assembles items for movement; selects items for issue or movement. Checks the condition of items before movement; re- warehouses high explosives, ammunition components, guided missiles, rockets, etc.

3. Packing: Selects appropriate methods of packing a material to be used in packing on the basis of class of items (classified according to shape, mounting provisions and resistance to shock). Check items received against the accompanying condition of packaging. Notes manner in which items should be wrapped and types of material to be used. Inspects seals and other protective material to insure material provide the protection.
