The primary purpose of this position is: To serve as Chief, Career Development in administering all aspects of the section. This is an Air Reserve Technician (ART) Enlisted position. Supervisory duties are performed less than 25 percent of the work year.

Duties:
1. Plans, directs, and controls all aspects of the Career Development programs for both Active Guard Reserve (AGR) and unit reservists.
2. Manages the Air Force Active Guard/Reserve (AGR) Program. May be required to perform Installation Personnel Readiness duties and/or assist as directed.
3. Administers actions in Automated Reserve Orders Writing System-Reserves (AROWS-R).
4. Serves as advisor to commanders on unit human resources (military) programs. Ensures accuracy of Personnel Data System (PDS) and performs functional review of data reliability
5. Provides human resources management (military) advisory services to commanders and staff on all Career Development programs. Performs personnel supervisory/management responsibilities.

• Interpret, develop, recommend, disseminate, and evaluate the effectiveness of policy and guidance on IT and CS program requirements.
• Ensure administration and control, via oversight, that all Group-managed or controlled IT devices and networks connecting to the local area network (LAN) are operational and secure.

Plans, organizes, schedules and coordinates outdoor recreation activities such as camping, hiking, fishing, outdoor survival, archery, boating and other related programs that include utilization of base reservoir, recreational areas as well as off-base locations and manages outdoor recreation programs to include USAF, AFMC and base wide activities. Oversees ODR facilities to include recreation lodging rooms, campsites, marinas, cabins and bathhouses for regular and preventative maintenance issues. Provides instruction, guidance and leadership to staff and participants. Submits program plans to encompass manpower, logistical support, marketing and publicity. Determines costs and pricing for events. Evaluates effectiveness of ongoing activities from the stand point of participants, resources, unforeseen developments and program objectives and prepares after-action reports. Recommends year-round programming of activities, to include format and resources the activity would require. Greets customers and conducts facility tours. Develops a quarterly and yearly program calendar of events which is used to prepare budgets. Performs budget, analyzes financial results and maintains solid financial condition of ODR. Maintains qualifications and proficiency in First Aid and CPR certification. Routinely briefs on-base and off-base organizations regarding the variety of programs offered by Outdoor Recreation. Operates ODR reservation system and provides employee training. Administers Safety Program for ODR employees. Maintains facility to meet operational standards. Ensures compliance with EEO and personnel directives. Maintains time and attendance for NAF employees. Evaluates performance and recommends awards. Determines leave, established performance standards, establishes and implements training program and recommends personnel actions. Maintains

PRIMARY PURPOSE: To serve as the agency lead for assigned operational testing of Department of Defense (DoD) Acquisition Category (ACAT) I, II, or DoD oversight for major weapon system programs. Leads, plans, coordinates, executes, and reports on operational test activities during the design, development, production and fielding of new and/or modified major DoD weapon systems.

DUTIES:

1. Serves as the Operational Test and Evaluation (OT&E) Program Manager for assigned weapon systems and subsystems.
2. Designs, develops, and directs the operational test plan for assigned ACAT I, II, or DoD oversight major weapons systems programs.
3. Responsible for the final report that will be submitted to Director, Operational Test and Evaluation (DOT&E) who will, in turn, present it to Congress to support the Full Rate Production decision or stop further development of new or modified weapon systems.
4. Executes, chairs, and/or attends test events, integrated test planning meetings, Joint Reliability and Maintainability Evaluation Team (JRMET) meetings, deficiency report boards (DRB), core teams, critical design reviews, and any other meetings necessary to plan and execute integrated operational testing and evaluations (IOT&E).

• Labor Law. Advises key 56 FW leaders and management officials on complex and difficult civilian employee or union labor cases, to include precedent setting cases with agency-wide impact. Advises key officials if a case should be settled or tried.
• Performs legal work involving Acquisitions and Contract Law. Reviews proposed procurement and NAFI contract actions; provides pre-award advice on a variety of issues to contracting officers and source selection authorities; performs pre-award legal review of contracts for legal sufficiency; prepares litigation report and legal memoranda.
• Responsible for overseeing the 56th Fighter Wing's Ethics Program. Serves as an ethics counselor to 56 FW personnel and manages of the 56 FW ethics program. Advises 56 FW personnel on U.S. government or DoD ethics regulations and federal statutes including, gifts, travel, relationships with non-federal entities, endorsements, procurement integrity, DoD contractors, financial disclosures (SF 278 & OGE 450 filings), post-government employment restrictions and other ethics matters.
• Provides advice and guidance to eligible legal assistance clients regarding personal civil matters under the Air Force Legal Assistance Program. Provides guidance and training on the provision of legal assistance to attorneys and paralegals.
