• Examines invoices, related Government Bills of Lading (GBL), travel orders, and other supporting documents to determine the validity of all charges billed and carriers'' fulfillment of government documents.
• Employee must identify any errors, omissions, duplications, or other irregularities on the invoice to include missing or erroneous appropriations.
• Review invoices for compliance with established entitlements, and verifies or corrects computations as applicable. Queries the payment database system to see if any more debts have been established in customer's account.
• Notifies civilian employee, retired or separated military member, general officer or carriers in writing of any pay adjustments due the government.
• Incumbent analyzes excess cost rebuttals by examining documentation submitted by claimant in response to pay adjustment notifications or cash collection vouchers submitted by the customer seeking relief from the excess costs.
• Examines evidence submitted by the claimant or carrier and determines if documentation is in compliance with regulatory requirements. Each rebuttal requires evaluation of allegations made, circumstances described, and evidence presented.
• Notifies the customer and other interested parties in writing of the results and findings of the rebuttal action.

• Analyzes functional and technical requirements of proposed or existing IT systems to determine avenues of development or modification necessary to meet mission objectives.

Duties include but are not limited to:

• Responsible for the overall day-to-day operations of the Accounting Section relative to matters of policy, interpretation of regulations and procedures which are of greater than average difficulty.
• Planning, establishing, and maintaining a commercial-type double entry accounting system covering several appropriations, one revolving fund, general post funds, personal funds of patients, research, grants and construction appropriations, the overall budget is over $520,000,000.
• Serves as technical accounting advisor to the Chief Financial Officer and station management; including advising or proper procedures to be followed when procedures have not been disseminated or must be developed locally to meet station needs, is often called upon to attend meetings related to financial matters and inter-service relations.
• As a principal staff member of Fiscal Service, incumbent is a member of VASNHCS committees and attends both formal and informal management meetings.
• Advises VASNHCS on proper accounting procedures to ensure that the data conforms to regulations.
• Performs financial audits, analysis, and evaluations of the financial operations and related procedures as part of the Fiscal Service Quality Assurance System.

The Accounting Technician will perform reviews and analysis and reconciliation to ensure the integrity of the overall accounting general ledger controls and the accuracy of the ledger balances with the subsidiary records and associated reports, utilizing and interpreting various guidelines contained in accounting manuals, agency regulations, policies, and directives.

Major duties include but are not limited to:

• Receives, reviews, and assures completeness and compliance of established procedures and availability of funds on obligation documents within systems.
• Assigns proper accounting entries for documents and verifies documents.
• Verifies/reviews the financial management system (FMS) reject messages on transactions and determines and re-enters correct accounting coding per established guidelines.
• Compiles accounting and procurement system receiving reports listing to compare obligation documents to determine correctness, liquidate undelivered orders and establishes payables.
• Examines daily Processed Reference Listing (PRL), to ensure all transmission data interfaces accordingly.
• Performs data entry and collaboration with services across the entire hospital network and follow up with internal and external customers.
• Coordinates and receives telephone calls and interacts with a variety of internal and external individuals to obtain or provide information relating to expenditures, financial concerns, and other accounting issues.
• Serves as primary agent cashier, authorized to advance funds to alternates or sub-cashiers.
• Reviews and executes billing statements, purchase orders, and cash management; and
• Performs other related duties as assigned.

• Incumbent develops and conducts studies of financial management processes related to Information Technology Systems.
