Major Duties:

• Provides authoritative advice and guidance and serves as Cyber Security Analyst to provide expert technical, operational, analytical and programmatic guidance to internal and external senior managers.

At the full performance level, major duties include:

• Performs and coordinates the daily operations of the human resource management and administrative issues for the COO Organization.

The major duties of this position include, but are not limited to the following:

1. Serves as the technical expert on all Labor Relations matters and is responsible for developing and implementing Department-wide policies and/or initiatives. Represents the Department on various interagency workgroups.

The Supervisory Transportation Industry Specialist:

• Makes decisions on work activities presented by subordinate employees and contractors and providing oversight on products produced by Office staff. Supervises and manages a staff of experts and highly technical personnel in aviation, including but not limited to domestic and international passenger travel, average fares, fuel and consumption costs, industry employment and jobs, and airline carrier performance data. Provides the administrative and technical supervision necessary for accomplishing the work, establishes guidelines and performance expectations for staff members that are clearly communicated through the formal employee performance management system.

The Bureau of Transportation Statistics (BTS) is the principal federal statistical agency in the Department of Transportation and the Nation’s preeminent source of information about commercial aviation. BTS is seeking a director for its Office of Airline Information to lead a team that collects and publishes data on air travel and on on-time performance, employment, and finance of commercial airlines. The director should have an understanding of the aviation industry, the regulatory process for data collection, and the management of complex data collection systems.

OST/BTS is looking for a seasoned, motivated, and self-reliant professional who can 1) has expertise in obtaining information on air carriers and other forms of transportation, 2) manage the development of support of regulatory processes and information technology, and 3) assign special projects with skilled professionals who ensure accurate and complete transportation statistics.

The incumbent oversees quarterly SES orientation program, HR liaison training, training to stakeholder members (at headquarters and in the field) regarding newly implemented transformational policy, processes and procedures, attends executive meetings with the Office of Personnel Management and other federal agency roundtable and ad hoc groups; assist in the design and development of learning opportunities (in coordination and cooperation with VALU and the Office of Human Capital Planning, Development and Outreach) for VA's SES population.

Assist in the development, recommendations and the coordination department-wide SES training and development policies and procedures.
