- Review and analyze plans and specifications to gain familiarity with the project to ensure the feasibility of the construction aspects prior to start of work.
- Confer with engineers and contractor personnel to coordinate QA work especially inspections and training.
- Review schedules for delivery and installation of materials and equipment, making recommendations on methods of expediting and follow-up.
- Perform and oversee field quality assurance tests.
- Perform preliminary designs analysis and initial cost estimates as required to determine the desirability of changes or proposed solutions to problems encountered in construction.
- Recommend acceptance/rejection of deviations/substitutions proposed by the contractor, with appropriate credit to the government.
- Assist in investigating situations that required changes or that involve disputes with the contractor; drafts findings of fact on changes.
- Interpret plans and specifications, conferring with contractor to resolve differences of opinion.
