National Highways have an exciting opportunity for multiple Quantity Surveyors to join our Commercial team within Operations. As a Quantity Surveyor, you will provide expert commercial and contract management services to the National Highways Maintenance and Response Framework Contract and provide commercial advice and support to the service delivery team and manage a portfolio of cyclic maintenance, reactive maintenance and minor capital works in the value of £30 to £40 million per year.

Please note that this is a hybrid position and will be based in our Bedford office.

What you'll be leading on

• Provide contractual advice to the business and the service delivery team.
• Day to day contract and commercial management including managing communication and notifications to timescales, managing and valuing compensation events and early warnings, and review and agree final accounts using CEMAR contract management portal.
• Assess payment applications using National Highways 'Confirm' Enterprise Asset Management portal.
• Lead on regular cost and contract audits to ensure contractor compliance with contract conditions.
• Monitor actual costs against budget and prepare contract forecasts, identification of risks and opportunities to Opex and Capex budgets.
• Act as a line manager and mentor to Assistant Quantity Surveyors, Graduates and Apprentices and provide on-going support in their professional development.

To be successful

• B.Sc (Hons) in Quantity Surveying or extensive experience working as a QS within a commercial function delivering value to the business, preferably experience working on civil engineering projects.
• Member of a relevant professional body or working towards. Must demonstrate relevant breadth and depth of experience working as a QS within a relevant industry.
• Excellent commercial awareness and experience with successfully delivering a variety of projects using different forms of contract (NEC desirable).
• Proficient user of excel and familiarity of contract management (e.g., CEMAR) and payment administration (e.g., Confirm) software.
• Provide mentoring and training to the commercial teams and support their professional development.

The Construction Assurance Manager will play a key role in the delivery of National Highways Capital Investment Schemes by representing the companies interests on civil engineering construction and maintenance sites. Reporting directly to the Construction Manager, you will actively ensure construction schemes are delivered in line with time, cost, quality and safety standards, and customer experience is not adversely impacted. What you'll be leading on

• Assuring the completion of planned works to agreed standards and escalate any concerns to the Construction Manager, in line with agreed governance requirements.
• Ensuring that all works are constructed in line with: CDM regulations, HSE Legislation, Chapter 8 requirements, Design Manual for Roads and Bridges (DMRB) and Manual of Contract Documents for Highways Works (MCHW).
• Ensuring Project Managers receive regular and timely feedback on scheme construction progress, risks, early warnings, design related issues, and act as the initial point of escalation for any on-site issues that need to be resolved.
• Acting as liaison between all key supply chain partners and co-ordinate the delivery programme, ensuring buildability reviews are carried out on all projects.
• Maintaining good liaison with Project Managers and Commercial & Procurement colleagues, providing relevant and timely information on Early Warnings and Compensation Events

To be successful

• Proven highways/structures maintenance/construction experience; experience of working on high speed Trunk Road/Motorway Networks is desirable
• Knowledge of site-based processes, relevant legislation, practices and polices for health & safety, environmental and quality management, including good understanding of the DMRB, MCHW, Chapter 8 of the Traffic Signs Manual and CDM Regulations.
• Institution of Occupational Safety and Health (IOSH) or Site Management Safety Training Scheme (SMSTS) preferred.
• Excellent communication and interpersonal skills including stakeholder management, with a strong customer focus and managing geographically dispersed teams.
• Experienced in using the NEC 4 ECC form of contract.
