Must obtain a FAC-C Professional certification and be issued a warrant within two years of hiring.
Maintains records on AOC personal property which consists of any movable, tangible property except real property. Implements new and improved inventory control processes and procedures. Plans annual inventory inspections and drafts follow-up reports. Conducts spot audits and checks to ensure reliability and accountability of data. Issues new acquisition barcodes and decommissions property through the system of record.
Provides and maintains inventory management control over a supply of low to high activity and high dollar value items to support operational equipment systems on a recuring basis.
Recommends actions to resolve problem areas, modifies objectives, realign available resources and improves efficiency.
Procures vehicles through acquisition or lease in accordance with the agency Contracting Manual and GSA lease procedures. Reviews requests with the guidance of the supervisor for procurement of equipment and services.
Administers contracts and closes out contracts using termination procedures. Work must comply with established procedures and time limits. Coordinates contracting and contract termination with the designated Contracting Officer.
Assess, coordinates and analyzes supplier performance; to include the acquisition, production and repair of material/equipment in support of logistics objectives.
Assists the Fleet Manager in conducting monthly AOC Fleet and property manager meetings with key jurisdiction personnel. Conducts studies, surveys or other data gathering efforts to provide timely information to assist in the assessment level of customer satisfaction and report findings to the supervisor. Coordinates with commercial auto companies’ personnel in acquisition or leasing of their fleet. Reviews, records and compiles information related to vehicle assignment, accidents, billing and other related program data.
Assists with Fleet Management matters and maintains a working knowledge of supply management functions from initial procurement through the life cycle to disposal of the supplies and equipment.
Serves as the assistant National Utilization Officer (NUO) for the AOC, acting as liaison to the General Services Administration (GSA), when necessary. Ensures that personal property under GSA authority is properly acquired, received, utilized, maintained and safeguarded and that excess property is properly reported in accordance with the guidelines established in this AOC Order 34-45.
Generates data reports to perform complex analyses and report findings to all relevant stakeholders.
The incumbent is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.
