As a Civil Engineer (Highway) Construction {SEASONAL}, you will:

• Provide on-site administration of construction contracts. Ensure projects are constructed according to plans and specifications. Administer projects by providing engineering guidance to the contractor, the client agency, and other project personnel.
• Ensure engineering and technical specification requirements are met and work is accomplished according to the contract documents. Determine the need for and issue directives to the contractor as provided for in the contract and in conformance with Division policies and procedures. Foresee possible problems and take appropriate actions.
• Oversee a range of assigned activities such as materials testing, project schedule, progress estimates, surveys, traffic control, environmental controls, and construction methods. Make recommendations to the project engineer if construction methods and safety measures do not comply with the contract. Determine the acceptability and quality of the day-to-day work. Document daily activities and ensure project files are kept up-to-date and complete.
• Identify possible changes needed and obtain field data as needed. Prepare contract modifications and, as approved by the project engineer, issue directives and contract modifications. Develop independent government estimates and drafts contract modification documents, including pre-negotiation memorandums and negotiation memorandums. Prepare on-site correspondence.
• Carry out the day-to-day project activity and coordinate with contractor staff, co-workers, partner or cooperating agency representatives, State and county officials, local municipalities, property owners, local utilities, and other interested parties, and resolve issues and problems that arise. Maintain public relations through contacts at the local level.

The ideal candidate is an engineer with experience serving as a project engineer responsible for ensuring compliance with contract specifications, providing guidance and technical direction, and providing construction operations input.

As a Construction Control Inspector, you will:

• Be responsible for day-to-day project activity coordination with the client or cooperating agency representatives, state and county units, local municipalities, and other interested groups.
• Administer the construction contract by providing staff and contractor direction and control to ensure that CFLHD projects are constructed according to plans and specifications, reflect the intent of the design, and serve the needs of the client/public.
• Be responsible for the attainment of established construction specification requirements. Determines the necessity for issuance of directives and contract modifications to the contractor.
• Maintain/monitor fiscal control relative to the execution of the construction contract.
• Be responsible for the measurement/documentation of work completed on a daily basis as well as the preparation of monthly progress estimates, final estimates, and the engineering, administrative, and technical reports required by contract provisions and agency policy.

The ideal candidate for this position is a construction management inspector with experience independently and effectively serving as a project engineer or inspector on a variety of construction projects.  Primary duties include ensuring compliance with contract specifications, technical direction and guidance, and contract administration services and support.

As a Construction Control Inspector, you will:

• Be responsible for day-to-day project activity coordination with the client or cooperating agency representatives, state and county units, local municipalities, and other interested groups.
• Administer the construction contract by providing staff and contractor direction and control to ensure that CFLHD projects are constructed according to plans and specifications, reflect the intent of the design, and serve the needs of the client/public.

• Civil works construction includes primarily flood control, and flood control dams, levees and channels, navigation structures, ecosystem restoration and recreation development.
• Military construction involves the full range of facilities for Army and AirForce installations including airfields, missile testing and launch facilities, infrastructure improvement, large family housing facilities
• Military construction also involves multi-storied hospitals, barracks complexes, administration facilities, wharf, pier and bridge infrastructure, aircraft and other fuel distribution and delivery facilities, etc.
• The environmental clean-up program focuses on remediation of hazardous, toxic and radiological wastes (HTRW) as well as unexploded ordinance cleanup for a variety of customers
• Responsibilities include Federal preparedness, response and recovery activities for domestic emergencies such as natural disasters, oil and hazardous spills.

• Prepares, maintains, and reviews for accuracy all property inventory listings.
• Processes property disposal and accounting transactions using automated systems.
• Serves as primary visitor control point of contact to screen all vehicles and personnel entering the facilities.
• Composes and types routine, non-technical correspondence and/or one-time reports.
• Compiles management data, statistics, information and flow charts.

Major Duties include:

Incumbent is considered to be a working foreman and is expected to assist with work in all trades supervised. Incumbent coordinates work with VA staff in charge of the area where the work is to be accomplished to minimize disruptions and delays. He/she coordinates and cooperates with other supervisors, including but not limited to the Chief of Maintenance and Repair Section (MARS), Maintenance Supervisor and Operations Supervisor to avoid conflicting schedules between departments. Incumbent provides input when requested regarding project personnel selection.

Incumbent reports directly to the Chief of Projects. Work is assigned on a long-term, as well as a day-to-day basis. Assignments are received orally, or in writing, or both. Specific problems are discussed with the Chief of Projects for extensive and difficult assignments. However, normal, routine assignments are given with reference only to the desired results and time for accomplishment. Work is reviewed principally on the basis of results obtained.

Incumbent is proficient in construction safety and either has a current OSHA 30 hour certification or will have OSHA 30 hour certification within 30 days of commitment to this position. He/She will have oversight of the projects safety program and will conduct regular shop safety meetings that cover topics which ensure employee safety when performing assigned work tasks. He/She will be responsible for project site safety plans including risk assessments and mitigation procedures. He/she motivates subordinates to operate as an effective working unit; trains new staff in methods and procedures; ensures safe working conditions within the work site making sure safeguards are used in handling tools and materials, and in operation of power equipment; and ensures that good housekeeping practices are observed in all work areas. All compliance issues will be addressed directly and reported to the Chief of Projects daily.

Incumbent is directly responsible for performance of assigned construction personnel, both in quality and quantity. The incumbent makes work assignments and explains to subordinates the work to be accomplished, sequence and priority of work, and interpretation of the plans and specifications. He/she makes adjustments in layout or procedure to eliminate slowdowns or stoppage of work. He/she makes daily checks on jobs in progress and initiates corrective measures where there are discrepancies. He/she should have above average knowledge of Microsoft Project and scheduling techniques for multiple projects (Healthcare setting preferred).

Incumbent must have knowledge of infection control guidelines, procedures and abatement technology solutions for minimizing the spread of particulates generated during construction activities within a Health Care Facility. Incumbent is responsible for compliance with infection control measures constructed and maintained on all projects and shall report violations to the Chief of Projects.

• Performs a wide variety of technical tasks relating to property disposal system through reutilization, transfer, donation (R/T/D) and sales of excess DoD property involving a large variety of specialized items and equipment.

• Ensures property is efficiently and effectively accounted for, described, and made available to organizations for screening.
