National Highways have an exciting opportunity for a Quantity Surveyor to join our Commercial team within Operations. The Quantity Surveyor will provide expert commercial and contract management services to the National Highways Maintenance and Response Framework Contract and provide commercial advice and support to the service delivery team and manage a portfolio of cyclic maintenance, reactive maintenance and minor capital works in the value of £30 to £40 million per year.

Please note that this is a hybrid position and can be based from either of our Exeter or Bristol offices.

What you'll be leading on

• Provide contractual advice to the business and the service delivery team.
• Day to day contract and commercial management including managing communication and notifications to timescales, managing and valuing compensation events and early warnings, and review and agree final accounts using CEMAR contract management portal.
• Assess payment applications using National Highways 'Confirm' Enterprise Asset Management portal.
• Lead on regular cost and contract audits to ensure contractor compliance with contract conditions.
• Monitor actual costs against budget and prepare contract forecasts, identification of risks and opportunities to Opex and Capex budgets.
• Act as a line manager and mentor to Assistant Quantity Surveyors, Graduates and Apprentices and provide on-going support in their professional development.

To be successful

• Extensive experience working as a QS within a commercial function delivering value to the business, preferably experience working on civil engineering projects.
• B.Sc (Hons) in Quantity Surveying or similar or have secured chartered professional status with the Royal Institution of Chartered Surveyors (MRICS or above), the Chartered Institution of Civil Engineering Surveyors (MCInstCES or above) or an equivalent membership of a relevant professional body (Candidates not holding chartered professional status must be able to demonstrate substantive and direct personal experience working as a quantity surveyor having regard to the experience requirements listed under business knowledge and experience above)
• Demonstrable experience of delivering quantity surveying/commercial functions, preferably in a civil engineering/infrastructure environment.
• Excellent commercial awareness and experience with successfully delivering a variety of projects using different forms of contract (NEC desirable).
• Proficient user of excel and familiarity of contract management (e.g., CEMAR) and payment administration (e.g., Confirm) software.
• Provide mentoring and training to the commercial teams and support their professional development.

Steel Erector or Steel Worker required to join an industrial construction team working on new buildings and infrastructure and the repair or replacement of current structures.

Skills
Metal work experience on large building or infrastructure projects.
TVP, PTS, CSCS and ideally IPAF are all desirable.
Steel erection experience.
Construction safety standard and practice knowledge.

The Senior Building Surveyor role:


Engages with the Client, Residents & Stakeholders to understand and manage a range of complex housing needs. Following this you will continually provide professional advice and guidance and practical, cost-effective solutions. As a leader you will balance what needs to be done with commercial awareness and ‘value for money strategy’
Provides regular reports to the Commercial Manager, Director of Operations and Executive team as necessary
Works closely with the commercial & operational teams to ensure alignment of objectives to deliver consistent quality and value for money
Oversees and manages the technical and regulatory aspects of contracts
Manages, develops and leads a multi-disciplinary team of Building and Compliance Surveyors, providing leadership and direction to the technical team


What will you bring as a Senior Building Surveyor?


Degree, professional qualification or equivalent MRICS or MCIOB an advantage, ILM Level 4 an advantage
Good technical writing, pre and post contract experience, knowledge of CDM, Building Regulations & Housing standards
Proven Building Surveying experience gained from within the FM, housing or Construction industry/Project management experience
Ability to motivate, coach and mentor a high performing team - leadership & people development experience is important
Ability to build relationships with the Client, Residents & Stakeholders to ensure their sometimes-conflicting priorities are managed to deliver the desired outcome. Excellent communication skills are a real must
