• Observes, documents, and evaluates carrier and contractor performance. Inspects contractor's performance at owner's residence and at warehouse during packing, crating, loading, shipping, unloading, uncrating and unpacking.
• Counsels members regarding policies and procedures for the proper preparation of personal property for shipment and/or storage, including specialized items, to domestic and overseas locations.
• Prepares documentation reporting carrier performance using automated systems. Observes, documents, and evaluates performance of contractor on packing, containerization, and local drayage of personal property.
• Provides oversight of the Direct Procurement Method (DPM) contract. Serves as a Quality Assurance Evaluator (QAE), functionally qualified to ensure the Air Force receives quality contractor performed services and pays only for acceptable services received.

• Assists the Resident/Area Engineer by overseeing the formulation and submission of the operating budget and annual construction placement projections for the Resident/Area office.
• Coordinates with District level elements to approve initial and subsequent requests for funding and provides justifications for all needs forecasted.
• Oversees the execution of approved Resident/Area Office budget by monitoring accounting data of expenditures generated by operating programs to detect variances.
• Collaborates with the Resident/Area Engineer in the planning, scheduling, and monitoring of construction placement for the Resident/Area Office to help assure adequacy, timeliness, and proper allocation of resources.
• Serves as the Resident/Area office leader in the transfer of constructed real property to the DPW through the use of the DD1354 documents and prepares DD 1354's and other closeout documents.
• Prepares documentation and utilizes computer applications to support construction contract modifications for the construction branch.
• Assists the Resident/Area Engineer in the areas of business management and administration.

• Serves as the work leader by communicating assignments, explaining team goals and objectives, and observes and coaches the activities of three or more employees.
• Responsible for the coordination on all aspects of shipping/storage of goods.
• Interprets guidelines and instructions, determines the approach, and adapts the process, to resolve customer concerns, prioritizing workflow tasks for action.
• Estimates or validates charges, not limited to handling services, temporary storage, third-party services, mileage rates and accessorial services.

• Assure that all construction is accomplished in accordance with proper quality control, assurance procedures, and governing plans and specifications.
• Approve contractors’ construction schedules and quality control procedures.

• Receive and check for contract compliance of technical submittals from contractor such as shop drawings, catalog cuts, samples, certification of compliance, and test results.
• Prepare change order documentation on field originated and engineering originated change orders.
• Modify documents to ensure compliance with the Federal Acquisition Regulations.

• Works under general supervision of Resident Engineer.
• Determines whether all materials and equipment to be incorporated into finished job meet plans and specifications.
• Ensures proper installation and workmanship, safety requirements, adherence to progress schedules, etc.
• Reviews contractor's shop drawing details to ascertain adherence of the proposed work to contract requirements.
• Work is primarily with solution of technical problems, controversial interpretation of design and/or installation details, proposed contract changes, and progress and payment estimate matters.
• Reviews pre-bid plans and specifications for Biddability/ Constructability/Operability (BCO) on assigned contracts to determine practicality from a construction standpoint.
• Evaluates contractors' price proposals for additional work to be performed under the original contract and payment estimate items for consistency with actual job-site status of work.
• Inspects on-the-job construction progress to ensure that the contractor is maintaining satisfactory progress.
