- Plan and formulate policy for APHIS programs that promote compliance with and enforcement of animal and plant health inspections, laws and regulations, Agriculture-focused emergency programs, agricultural bioterrorism, and homeland security;
- Acts as the Agency's primary enforcement liaison for the Agriculture Quarantine and Inspection (AQI) activities and works closely with the Department of Homeland Security's (DHS) Custom and Border Protection (CBP) and,
- The Bureau of Immigration and Customs Enforcement (BICE), the Food and Drug Administration (FDA), and other agencies in carrying out the regulatory mission.
- Serves as the APHIS Small Business Regulatory Enforcement Fairness Act (SBREFA) Ombudsman, and, in this capacity, coordinates APHIS's timely response to SBREFA complaints and preparation of APHIS's Annual SBREFA Report
- Oversees the Designated Agency Safety and Health Official (DASHO) responsible for ensuring that proper control measures are taken to minimize the hazards and to keep exposures within tolerable limits regarding
- work activities involving exposure to a wide range of job-related hazards, and providing advice on a range of issues pertaining to employee safety and well-being,
- Provides leadership in extending emergency and regulatory compliance programs and services by fostering and developing rapport and cooperation with federal and state entities and other interested groups and individuals,
- Communicates APHIS objectives to various representatives with an interest in the protection and transportation of agricultural commodities nationally and internationally.
- Assumes responsibility for coordinating and overseeing regulatory administrative and management operations, directing strategic planning process, and preparing budget requests and performance reports.
- Leads the following APHIS-wide emergency and regulatory compliance enforcement and associated support activities: Emergency Management, Safety and Security, Regulatory Enforcement, and Agricultural Select Agents and Toxins.
