• Serves as the liaison between the Director and key subordinate staff members and other key officials. Assures understanding and clarification of Director's views on all problems and issues. On own initiative, recommends changes in administrative policies. Devises and installs office procedures and practices to be used by secretaries in subordinate offices. Prepares agenda for and conducts periodic secretarial training sessions for all secretaries.
• The incumbent exercises exclusive control over the Director's appointments, with complete authority for commitments of time. Screens all calls and visitors, answering most questions and completing most business involving established policy or routine matters.

Facilities Management and Security Services Operations West

The following are the duties of this position at the full working level.

• Security Audits and Reviews (40%) Provides expert guidance to FMSS management and senior leadership on official audit responses to Treasury Inspector for Tax Administration (TIGTA), Government Accountability Office (GAO), and FPS audit findings and assessments. Researches Department of Homeland Security (DHS), ICS, GAO, and TIGTA policies, regulations, and procedures to draft official responses to audit reports. Oversees recurring Facility Security Compliance Assessment (FSCA) processes to evaluate threats and vulnerabilities and mitigate risks by implementing applicable countermeasures in accordance with ISC RMP guidance and applicable IRS requirements. Analyzes and monitors previous security audit findings to ensure countermeasures are being implanted and tracked to prevent repeat findings for future audits.
• Authors security plans and countermeasures in response to audit findings. Collaborates with personnel across all supported IRS organizations to ensure changes are implemented and tracks incident reporting to prevent repeat findings. Conducts investigations into security incidents or breaches to determine root cause and ensure that operations staff addresses issues appropriately to minimize potential finding. Conducts security program reviews and preventive maintenance inspections with operations staff to identify and evaluate existing countermeasures, equipment, and systems for their functionality and compliance with applicable policies and standards. Recommends additional countermeasures or repairs, as necessary, to mitigate any security risk.
• Security and Risk Assessments (30%) Leads or participates in studies of technical security data that inform proposals for improvement of IRS Physical Security and Occupant Emergency Planning. Reviews statistical data provided by physical security operations personnel and prepares reports of findings to management. Proposes permanent changes based on study results and implements interim measures as needed to address imminent threats. Provides guidance and security recommendation including authoring statements of work and post orders for Federal Protective Service's (FPS) Physical Security Officers (PSO) in IRS facilities and specifically Taxpayer Assistance Centers. Collaborates with other agency personnel and agency headquarters, Treasury, and other federal agencies to ensure security policies and procedures implemented.
• Security Program/Project Assistance (30%) Authors, assesses, and administers various administrative
  actions affecting, but not limited to, the following programs, policies, or reports: Security Awareness
  Training (SAT), alarm reports, audits and risk assessments, compliance and safeguard reviews, post award
  site surveys, project documentation, and occupant emergency and shelter-in-place plans. Responds to a
  variety of routine and non-routine requests for data, prepares periodic and one-time reports, and ensures that
  routine program reviews and preventative maintenance reviews are carried out in accordance with IRS, ISC
  and other requirements. Conducts research on new physical security technologies and evaluating these to
  make recommendations for potential implementation.

• Coordinates and supervises the planning, design and construction of engineering practices such as water management, animal waste management erosion control, flood control, and other conservation practices needing engineering guidance.
• Recommends changes in designs, specifications, and schedule to accommodate conditions at the construction site, availability of materials, or to expedite construction.
• Plans and conducts pre-bid site showing, approves construction schedules, monitors work for compliance with plans and specification and contract requirements.
• Directs and performs site investigations and feasibility studies; field checks and field construction. checks for conservation practice installations.
• Coordinates and conducts necessary quality assurance reviews of planned, designed, and constructed engineering projects in the assigned area or state.
• Serves as or directs the Contracting Officer's Representative (COR).

DUTIES:

• Identify and evaluate archeological deposits, architecture, features and artifacts within the context of their physical setting.
• Use Global Navigation Satellite System (GNSS) receivers, GIS and remote sensing techniques such as Photogrammetry, Light Detection and Ranging (LIDAR) and Ground Penetrating Radar (GPR) to acquire, analyze and display archeological data.
• Record and document archeological site information and assessments of site condition and integrity.
