A diverse and transformative Executive Team are critical to our success as an ICB and the evolution of our health & social care system. As an Executive Team member in NHS SSOT, you can expect to be leading collaboratively across organisational boundaries to bring our future vision to life on behalf of our local population, working together on the reduction and reporting of health inequalities and fostering a culture that actively promotes equality, diversity, inclusion and allyship.
You will be responsible for leading all matters relating to the development of the long-term people strategy for the ICB & ICS, ensuring this reflects and integrates the strategies of all relevant partner organisations within the ICS. You will take responsibility for leading the strategic development of our people, advising and supporting our system leaders and developing the cultural ambition which will be required for our success.
You will also take a key role as a participant of the wider group of system HRDs / Directors of People to design, deliver and enable the System People Plan, and inform our approach around organisational design and developing ways of working
We will support you to perform at your best in this role through the use of the NHS Leadership Competency Framework as part of performance appraisal and personal development planning.
Taking accountability for devising and delivering a 5-year people plan for the ICB in conjunction with your boards, your partners across the ICB and your local community.
Leading a collective approach to Organisational Design within the ICB, supporting the ongoing development of the organisational structure including outlining Director portfolios, clarifying of core individual and team objectives and leading the approach to the recruitment
and retention processes to ensure the attraction and retention of talent.
Delivering on the future operating model design of the ICB from a workforce perspective, ensuring that any gaps between current knowledge, skills and capabilities and the future state are mitigated and that the team across the ICB are developed and supported.
The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB)is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location Home based/hybrid working (most of posts). Travel on occasions to a Hub location with at least 1 days notice
New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

Our assessment process will include a stakeholder panel which will be held virtually, as well as aninterview panel which will be held face to face.
We currently anticipate the stakeholder panel will be on 4th November 2024, and the interview panel on 7th November 2024.

Leading the performance oversight arrangements for people issues with each provider of NHS services within the ICB. Leading on the identification of performance risks and issues related to the workforce and work with relevant providers and partners to develop impactful solutions. Actively address poor performance, working with the ICB executive team to agree intervention as required.
Leading and overseeing recruitment within the ICB and a direct role in all senior people professional appointments.
Contributing to the people aspects of Emergency, Preparedness, Prevention response.
Leading on strategic workforce planning for the ICB organisation, working with the Directors and others to identify any capacity and capability gaps including the new roles emerging that do not exist today and create the learning and development agenda for the ICB staff.
Maintaining budgetary control within areas of responsibility ensuring good value for money from all resources.
Providing expert advice to the ICS and ICB on HR matters to keep the organisation lawful and reduce risk in the employment law aspects.
