- Serves as a Senior Analyst and recognized expert on budget matters on behalf of the BPAS Chief.
- Assists the in the development of broad overall budget and program policies for APHIS.
- Serves as an Agency expert in resolving issues or accomplishing goals related to the budget by bringing together relevant managers or officials (within the Agency and from outside).
- Facilitates resolution of problems or conflicts regarding budget allocations and flow of information within the Agency, among Agencies, the Department, and Office of Management and Budget (OMB).
- Prepares Agency-level reports and special analyses related to the APHIS budget as well as high-level briefing documents and testimony for Congressional budget hearings.
- Represents APHIS Budget Officer/BPAS Chief in meetings with Departmental Management, OMB, and Congressional staff.
- Works with APHIS leaders and programs in collecting and analyzing budget information used to meet requirements of annual budget process.
- Facilitates integration of performance planning within the Agency’s budget process and provides leadership in developing useful and informative performance metrics.
- Monitors Agency spending and compliance with Departmental, OMB, and legislative requirements.
