The Training Specialist performs the following major duties:

• Develops standardized recruitment training curricula; develops recruitment training sessions, collects, standardizes and promulgate best practices related to recruitment training; facilitates training sessions and webinars; plans, organizes and facilitates conferences, workshops and seminars for staff and agency stakeholders; and works with monitoring and evaluation staff to create measurable goals and objectives and assist in evaluating training outcomes.
• Serves as authoritative consultant and troubleshooter designing and implementing training programs and activities and providing problem-solving assistance to address program issues.
• Creates, implements, administers, and evaluates training materials and provides technical assistance activities for Peace Corps external and internal audiences.
• Provides extensive analysis of organizational and training needs to develop office-wide training plan to strengthen the recruitment team to achieve application targets.
• Researches and analyzes newest training methodologies, materials, and tools (including e-learning materials).
• Maintains ongoing dialogue with external education and training community and stays current with trends and innovations in training.
• Participates in the evaluation of VRS' training programs by promoting continuous assessment of training activities in order to determine those training models which are most effective in achieving programmatic goals.

• Provide technical expertise to accomplish analysis of options and development of the design for advanced and complex IT systems on projects which typically involve analyses of systems with high visibility or widespread impact within the agency.
• Perform business and systems analysis, analyze information to determine, recommend, and plan development of new systems or modification of existing applications or systems.
• Support integration of new software by developing interfaces with existing systems and databases.
• Design, develop, and modify software systems, using analysis and models to predict and measure outcomes and consequences of design.
• Develop, maintain, and publish internal standard operating procedures relating to such items as data location, system access, system change procedures, and database design.
• Prepare written reports, correspondence, and documents internal and external to the organization to convey plans, policies, status, and results.

• The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
• Researches, designs and implements a training program for refugee, asylum, humanitarian and internationally-adjudicated immigration benefits.
• Interprets and applies immigration case law; court precedent; Federal regulations; Executive Orders; and Agency policy in the development of training materials.
• Coordinate validation of curriculum with internal and external stakeholders and presenters.
• Develops quarterly training schedule and monitors compliance with mandatory training.
• Leads in-field training of new refugee officers overseas on a regular basis.
• Supports office needs through group and individual trainings and creation of training resources.
