DIO Technical Services is a multi-disciplinary team which provides technical subject-matter expertise across a wide range of disciplines to support the operation of the Defence estate and land on which the MOD operates, both in the UK and overseas. The Team provides impartial and objective Intelligent Customer Capability to DIO, MOD and wider government, supporting UK Defence outputs world-wide. The specialist skills available through the Technical Services team span construction, engineering, electronic and physical security requirements, safety systems, environmental management, sustainable development, access and recreation, historic environment, and natural environment.

The Senior Electrical Engineer (LV HAZ) will be a member of Electrical Infrastructure Team in DIO Technical Services and will support the Head of Electrical Infrastructure Team / Principal Electrical Engineer (PEE), who holds the technical responsibility in the following main areas:

The implementation and administration of the MOD’s Electrical Safe System of Work (JSP375 Volume 3 Chapter 3) including the development of the Safety Rules and Procedures.
Assurance on activities on electrical system, equipment, and Safe System of Work
Development of policies and technical standards on electrical infrastructure and equipment.
Investigation of electrical incidents, accidents, and near misses and, where necessary, publication of safety alerts, technical bulletin, information notes etc.
Undertake research & development in support of the above
The representation of MOD/DIO on legislative, standardisation, industry, and MOD committees in the UK and abroad.

As the Senior Electrical Engineer (LV HAZ); you will be primarily responsible for:

Low voltage installations and equipment in potentially explosive areas
Local generation incl. renewables and earthing
Safe Systems of Work (Hazardous Areas).

Your main tasks (but not limited to) will be:

Support PEE leading the team/section and function.
Undertaking assurance activities on MOD’s Safe System of Work such as - competency assessments on Authorised Engineer (AE), peer reviews on safety audit reports, technical briefs, reports, drawings, and specifications etc.
Drafting, updating, or maintaining DIO publications such as policy, technical standards, safety alerts, technical bulletins, information notes etc in the area of responsibility.
Providing technical assurance and specialist support on LV equipment and installation on hazardous areas on the MOD Sites.
Acting as a SME or a Technical Advisor on electrical incidents and accident investigations; and if necessary, conduct or lead an investigation.
Represent the MOD/DIO on Working Group and Committees or meeting in the UK and abroad.

About the Opportunity

We are recruiting for an experienced Project Engineer to join our clients Nuclear Power Engineering and Technical Services team supporting their nuclear fleet in the UK.

This is a key role within our clients project and engineering portfolio which is spread across UK networks at all UK sites and stations. You will be supported and mentored by experienced project engineering management professionals within the team and given the training and opportunities you need to develop and expand your project engineering management and leadership skills with larger and more complex projects.

This role will be based at Heysham 2 Power Station location, since 1988 Heysham 2 has generated 295TWh of zero carbon electricity which is the equivalent of enough power to every home in Lancashire for 144 years, or like taking every car off the UKs roads for 18 months.

You will be accountable to our clients Project Manager, Programme Manager and/or Construction Manager.

The role will predominantly be based at the Power Station, 5 days a week.

Key responsibilities will be:

• Producing and maintaining engineering documentation including quality plans and technical specifications.
• Management of technical queries in accordance with relevant processes and procedures.
• Supporting the process of contractor selection and contract placement.
• Technical reviews of contractor documents and drawings.
• Carrying out technical appraisals of project options.
• Performing feasibility studies, site surveys and liaison with designers and station engineering staff as required.
• Prepare Engineering changes and manage the preparation of supporting and affected documents.
• Commissioning documents and act as test team leader where appropriate.
• Supporting the Project Manager and Construction Manager in managing the project and ensuring the work is carried out in a safe, timely and effective manner to its conclusion.

Qualifications

• Typically Chartered Engineer or HND.
• Site Management Safety Training Scheme (SMSTS) qualification.
• Candidates that hold a formal project management qualification and are versed in modern project management techniques, preferred but not essential.
• Experience of identifying, implementing, and complying with applicable safety, environmental and quality standards, company procedures and policies and other relevant legislative and regulatory requirements.
• Knowledge and experience of delivering construction projects under CDM.
• Strong communication and organisational skills.
• A background of working at Power Stations and Nuclear Licensed Sites is preferred but not essential and everyone working in our team will have a proven track record of working within highly regulated environments with high safety standards.

What you’ll be doing

The successful applicant will be responsible for managing the station’s emergency arrangements and ensuring an effective response to potential site incidents, ranging from nuclear and chemical to environmental and security.

As part of this role, your day-to-day responsibilities to maintain adequate emergency arrangements will include:


- Maintaining adequate emergency plans and procedures.
- Understanding and working within the Nuclear Site Licence relating to emergency arrangements.
- Liaising with senior staff from corporate functions, regulatory bodies and other external organisations.
- Planning and delivering exercises to practice and demonstrate all aspects of the station’s emergency arrangements.
- Specifying the necessary training for emergency personnel.
- Ensuring the station is compliant with applicable legislation (such as REPPIR).
- Effectively leading the annual demonstration exercise as well as the regular shift exercises.
- Learning from experience, ensuring knowledge is share around the station at all levels and with EDF nuclear fleet.

Who you are

As a minimum, you will have a relevant HNC level qualification (or equivalent). An engineering or science related discipline would be desirable and candidates with a relevant degree may have an advantage.

What you'll be doing

You’ll carry out regular plant assessments, recommending an engineering programme of work for Station outages and maintenance as well as planning and working towards future operational strategy, proposing engineering plant modifications that will help in the long-term reliable, safe generation of power. You’ll also provide fault diagnosis and solutions for turbine, generator and other plant equipment.

Plant performance data will be assessed and analysed, utilising best practice, new innovative design and engineering solutions that you’ll propose and implement to support the Fleets engineering responses. You’ll contribute to departmental and Fleet wide Business Plans driving performance improvement throughout the Business.

You’ll provide technical oversight and become a signatory within the Quality Management System. You’ll also provide technical specifications and assessments for the supply of spares across the Fleet. A large part of your role will be focused on building and maintaining excellent relationships with all of our internal and external contractors.

Who you are

Ideally, you will have a minimum of 3 year’s experience working with large turbines, generators and their associated generation equipment alongside either a Degree or HND in a relevant Engineering subject. If you’re working towards or already part of a Professional Association that would be great (but not mandatory!).

You’ll have awareness of methodologies related to repair, refurbishment and modification ideally of Steam Turbines and Generators.

Past experience of adhering to Work Management processes and procedures would be advantageous as our environment is heavily regulated, with various site licence conditions, regulations and procedures in place to ensure safety for colleagues, the public and the environment.

The position is accountable to the client Project Controls Group Head, PPM and/or Operations Manager and are responsible to develop & manage schedules to incorporate risk, change, resource requirements and cost in accordance with Generation Company requirements and standards.
The Planning Engineer will create plans for the full project lifecycle including development and design in the Nuclear Defueling team, supporting delivery of the client’s ALR2 commitments.

Good communication and organisational skills are a must with the ability to develop relationships and maintain effective networks and be results-focused with a team-centred approach.

Qualifications
• Minimum of HNC/HND ideally in an Engineering discipline or relevant experience.
• Breadth of experience across whole project and programme lifecycle. (e.g. Engineering, Procurement, Construction, Installation/Commissioning processes).
• Experienced in the latest version of Primavera.
• Ability to develop, control, monitor, analyse and report on schedule related aspects for designated projects within a Portfolio.
• Establish and monitor a cost and resource loaded, logic linked, baseline plan for the project in accordance with Programme Office processes.
• Capture project budgetary costs and resources in the plan to determine time phasing of expenditure and the total project budget.
• Able to establish robust Work Breakdown and Project Control Structures in terms of project scope, in accordance with Investment Delivery processes, templates and Procedures.
• Experienced to challenge as necessary to ensure compatibility and compliance.
• Leadership to ensure that the project plan embraces the full project work scope, is fit for purpose and is achievable.
• Knowledge to maintain and control project baselines in line with company procedures and guidance.
• Monitor, control and analyse the project programme and cost information using Earned Value methodologies
• Experienced to integrate 3rd party schedules and data into the overall project plan.
• Ability to communicate well at all levels of management and can produce monthly reports, to an agreed reporting cycle, through the provision of intelligent information and analysis.
