• Exercise technical leadership over multidisciplinary teams in design, development, integration, test, evaluation, operation, and maintenance of flight vehicle propulsion systems and associated ground operations requirements/concepts.

Duties/Responsibilities:

The position works on a semi-independent basis with limited oversight by senior Healthcare Engineers. Healthcare Engineers at developmental level 2 demonstrate a working grasp of high order healthcare engineering and capital subject matter. They serve as institutional resources for healthcare delivery processes and systems, working extensively with clinical stakeholders, acquisition staff, contractors and executive leadership by leading healthcare engineering programs, technology assessments, integration planning and implementation of both current and emerging technologies.

Healthcare Engineers support the delivery of healthcare to Veterans by contributing to the education of clinical staff, planners and leadership to ensure safe and efficient healthcare delivery. Healthcare Engineers plan, execute and document moderate complexity healthcare facility construction projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. They identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures, as it relates to the healthcare environment.

Major Duties:

• Performs Healthcare Planning/Design Management. Assists in the determination of requirements for healthcare projects in relation to the needs of the Healthcare System.
• Manages Healthcare Design and Construction Administration. Uses engineering judgment in evaluating and performing scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction.
• Performs Healthcare Construction Management and Post Project Activities. Provides direction and guidance to the contractor for construction within the facility. Provides approvals on means and methods performance of work and how it is conducted within a medical environment to ensure impacts of the construction does not impact patient care operation or provides a risk to patients or staff.
• Medical Infrastructure Planning. Assists with medical center construction projects, space functional changes, and associated planning with respect to medical technologies and medical-related technologies. This includes site preparation for medical equipment, station level projects, non-recurring maintenance projects, and minor construction project designs. Infrastructure planning support often involves conceptual design, as well as very detailed planning activities.
• Regulatory Agencies. Assists in monitoring and reporting on construction and utilities management program that allows the Veterans Health Administration to meet the requirements set by accrediting organizations such as TJC. The position remains current with standards interpretation, implementation objectives, and regular reporting requirements. The position assists by presenting details regarding the facility Construction Management Program to the accreditation bodies.
• Network Security. Shares responsibility in ensuring that information security issues are managed effectively for engineering databases and building automation systems. Documentation of such systems including details such as backup, disaster recover, security, etc. is difficult in scope but critical to management of the networked systems.

• Serves as an engineering technician with emphasis on the electrical and mechanical aspects of practical engineering. Such as renovation and renewal projects, electric power distribution, electrical infrastructure installation projects, etc.
• Performs duties requiring practical engineering skills for all types of Sustainment, Restoration, and Modernization (SRM) construction, renovation, maintenance, and repair projects.
• Responsible for developing plans, designs, drawings, specifications and cost estimates for a variety of projects of broad scope and complexity.
• Performs technical work primarily requiring a working knowledge of methods and techniques of operation and maintenance of electrical distribution systems and controls. Provides technical engineering guidance and assistance on assigned projects.

• Provide technical pricing support for defense acquisition program contract proposals.
• Familiar with federal statutes, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and DCMA policies/procedures applicable to technical pricing support, engineering surveillance, analysis, and support.
