The position serves as a Project Engineer at an assigned Department of Veterans Affairs (VA) Healthcare System. A. Performs Healthcare Planning/Design Management
The position determines the requirements for healthcare projects in relation to the needs of the Healthcare System, inclusive of the parent site, as well as off-site locations under the auspice of the Healthcare System, whether VA owned or leased. Project needs are determined for the organization down to the department level based on a broad array of guidelines, standards, regulatory requirements and mission priorities. The position evaluates how to accomplish the requirements of the project and determines the associated risks necessary to complete the construction within the healthcare facility and identify ways to mitigate project risk.

The position provides a broad review of all disciplines of Engineering when applied to a healthcare environment to support construction document reviews and preparation.

The position is a member as assigned to certain key committees including A/E Selection Committee, Construction Technical Evaluation Committee, and various Design Teams including construction projects where the incumbent acts as a project lead and may chair the committees.

B. Manages Healthcare Design and Construction Administration
The position uses independent seasoned engineering judgment in evaluating and performing scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction.

C. Performs Healthcare Construction Management and Post Project Activities
The position provides direction and guidance to the contractor for construction within the facility. Provides approvals on means and methods performance of work and how it is conducted within a medical environment to ensure impacts of the construction does not impact patient care operation or provides a risk to patients or staff.

Explores background information (literature, reports, and discussions with others having specialized knowledge of the issue) including code reference checks (National Fire Protection Act, International Building Code, Americans with Disabilities Act), and multiple other related jurisdictional codes.

Project management: Assist senior staff members in planning, engineering management, operation, and overall coordination; and for providing advice, assistance and information on all matters related to assigned conventional projects of moderate complexity. Work typically requires coordination of project work requirements with other technical and administrative elements within the agency. Applies standardized knowledge of engineering principles, methods, techniques, and criteria to projects that are conventional in nature. Provides engineering services associated with job order contracting and construction to include evaluating tenant requirements; to establish scope of work; design criteria; and estimates of design time and costs; providing technical assistance to support contract administration; accomplishing study/design requirements; and preparing/coordinating design packages for renovations, repairs and or alterations.

Long-term planning: As a team member, participates in projects of a broad and complex nature requiring approval of advanced engineering concepts by senior staff members. • Diagnose and troubleshoot electrical problems with precision

• Carry out PPM, Reactive Maintenance, and extra works requirements in accordance with set schedules.
• Ensure standards are maintained to maximise the operational effectiveness and reliability of the site systems.
• Adherence to set engineering standards in accordance with Health and Safety at Work Act (HASAWA) requirements.
• Fault finding and remedial works as required
• Assist with other PPM/extra works related tasks
• Attend weekly site meetings and toolbox talks.
• Escort and supervise sub-contractors on site
• Respond in a timely manner to verbal and written requests
• First point of contact for the engineering supervisor
• Carry out multi skilled activities within the engineering remit
• Control of sub-contractors PPM visit
• Be part of the OOH emergency on call team
• Be proactive in new innovations and improved systems
• Be fully aware of the contract requirements for variable and managed works
• Responsible for managing and issuing permits for all contractors working within the Building
• Participate with the on-site/external training as an when required

What you bring:

• Proven experience with relevant and in date certifications and licences
• ·Knowledge of electrical and mechanical systems, tools and equipment
• Relevant level 3 electrical qualification
• Multiple installation experience – FP200 / SWA (installation and termination) / cable tray / ladder rack
• Emergency Lighting – functional testing and repair
• Minimum of City & Guilds Craft Qualification Certificate (electrical / mechanical) and demonstrable experience in a trade discipline
• Problem solving ability in response to technical issues, fault diagnosis and solution finding
• Strong sense of client focus
• The ability to listen to others understand and interpret their views
• Personal presentation must be of a high professional standard
• Prioritizing own workload and working under own initiative with minimal supervision
• Good organizational skills with the ability to organize others

• Serves as the senior engineer in the Engineering Division and as the technical advisor to Directorate of Public Works (DPW).
• Responsible for performing technical, administrative, managerial, and professional work related to contract administration, quality assurance, facility repairs, energy conservation management and oversight, and facility operations and maintenance.
• Provides engineering support for a wide range of garrison projects, including design and review, construction field representation, project development and management, and contracting support.
• Administers, manages, directs, and supports the Contracting Officers Representative (COR) for the multimillion-dollar Base Operations (BASOPS) Maintenance Contract of the Division.
• Represents the requirements and priorities of the operations and maintenance functional area in overall Public Works planning and programming.

Starting at $121,485 Per Year (GS 13)

• Provide multi-profession engineering (with concentration on mechanical and electrical engineering) support and staff oversight to managerial and operational elements of the Operations and Maintenance (OM) functions.
• Plan, coordinate, and direct the operations, maintenance, and repair activities of buildings and utility systems. All work will comply with engineering policies, directives, technical publications, safety regulations and practices.
• Coordinate with other sections and divisions to ensure integrated management and administration of Operations and Maintenance activities, objectives, and programs are accomplished.
• Determine the future Operations and Maintenance requirements and make sure all facilities in the West Point Community, to include new construction, are incorporated into the maintenance plans.
• Make authoritative recommendations within limits of functional responsibilities that play a critical part in the overall management of the Operations and Maintenance programs and projects.
